_Docket No. 151-01 PP Amended - Soring Run Estates. Section 1
Dear Neighboring Property Owner:
As you will recall from previous correspondence, Manchester Properties, LLC
("Manchester Properties") previously petitioned the Carmel/Clay Plan Commission (the "Plan
Commission") for the platting of a 23 lot subdivision and the vacation of Block A of Spring Run
Estates, Section 1, with respect to the NW corner of Ditch Road and 106th Street, Carmel,
Indiana. Manchester Properties has withdrawn its request to plat the property. This was done
because of certain objections raised by neighboring property owners as well as a change in plans
with respect to how the property will be developed. If and when Manchester Properties elects to
plat the property, a new petition will be filed and you will be provided of notice of the hearing
date in regard thereto.
Manchester Properties plans to continue with its request to vacate Block A in Spring Run
Estates, Section 1. That matter will be heard as Docket No. 151-01 PP Amended. That matter
will be heard by the Subdivision Committee at its regularly scheduled meeting on Tuesday, May
14,2002. That meeting will commence at 7:00 p.m. in the Carmel City Hall, One Civic Center,
Carmel, Indiana.

This shall confirm our telephone conversation of yesterday morning and my follow up
voicemail. Specifically, regrettably, we failed to provide notice that the Subdivision Committee
would consider the request of Manchester Properties, LLC to vacate a portion of Spring Run
Estates, Section I, pursuant to your Docket No. 151-01PP. As such, we understand that this
matter, upon motion of the Department will be continued to May 14, 2002. We will provide
notice of the continuance of this matter and the subsequent hearing on May 14, 2002, by the end
of this week.
Please call me at once if there is any misunderstanding in this regard. Otherwise. we
appreciate your cooperation in this regard. Based on our understanding, we do not plan on being
present at this evening's meeting.

We are counsel to Manchester Properties, LLC, the owner and petitioner in connection with
the above rererenced matter. On behalf of petitioner, we hereby respectfully request a continuance
of this matter to the February 5,2002 committee meeting. This additional time is necessary in order
to further explore potential improvements to the intersection of Crooked Stick Lane and West 106th
Street, as well as to have an opportunity to meet with representatives of Crooked Stick Subdivision.
This afternoon I confinned this request with Attorney Dave Coots, who represents the
remonstrators in respect of this matter. Mr. Coots indicated that he had no objection to this request
for continuance. Moreover, Mr. Coots and I are making arrangements to meet to discuss the open
issues pertaining to these petitions.
We thank you for your time and consideration in respect to this matter, and in particular in
respect of this request. Dennis Olmstead of Stoeppelwerth & Assoc., Inc. will be available this

The applicant seeks approval to amend Spring Run Estates, Section 1 Subdivision to exclude Block A as
identified on the plat. The site is generally located at the northeast comer of West 106th Street and Crooked
Stick Lane. The site is zoned S-I/Residence.
Filed by Dennis Olmstead of Stoeppelwerth & Associates for Glenn E. Christian
The petition will be placed on the December 18, 2001, Plan Commission agenda under Public Hearings. Packets
for the commission members need to be in our office by Friday, December 7th for mailing. It will not go to T AC
as this has been reviewed as part of the Crooked Stick Sanctuary proposed Primary Plat on tonight's agenda.
