MEETING MINUTES
Date: Wednesday, March 15, 2023 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00032 TAC: Ace Hardware at Village of WestClay. The applicant seeks administrative approval for a ±20,000 sq. ft. building and parking lot. The site is located at 2425 Harleston St., just west of Towne Rd. Dave McCoy – City of Carmel Addressing - Mr. McCoy made a comment that the address for this project is 2425 Harleston St. Daren Mindham – City of Carmel Landscaping - Comments submitted on ProjectDox regarding minor landscaping questions. David Littlejohn – City of Carmel Alternative Transportation - Comments submitted on ProjectDox on ADA and bicycle parking compliance. Mr. Littlejohn mentioned that after viewing the aerial, there could be sidewalk connections to the neighborhood to the south, but he did not put that in his comments. He would like to put that up for consideration. Aliza Shalit – City of Carmel Signage - Comments on ProjectDox.
Todd Fenoglio – Carmel Clay Schools - No comments.
Alex Jordan – City of Carmel Engineering - General comments submitted on ProjectDox. Mr. Jordan said they do need flood protection grade shown and O&M manual for the BMPs. Ryan Murt – City of Carmel Street Department - No comments on this project.

Angie Conn – City of Carmel Planning & Zoning - Comments on ProjectDox. Ms. Conn mentioned they are waiting on one other department to
finish their comments and the project will be kicked back to the petitioner. Mr. Reynolds saw some sign and architectural comments. He and Mr. Miller will regroup after studying the comments a little more and will reach out if they have any questions. Mr. Reynolds asked if they needed to continue the drives and parking lots to the multifamily development to the south. Ms. Conn said to make sure to connect the streets and to get with the Fire Department to discuss that with them from a life safety standpoint as the development has gates up.
Mr. Reynolds asked about a few other comments regarding landscape and planning together. First about a ten foot build to line and another about a tree line between the on street parking and the
sidewalk. Mr. Reynolds said they will be hard to get to if they are trying to mimic what is across the street. It is parking right up to the sidewalk, 20 feet of sidewalk with treewells, and then the building. He would like to talk a little bit more offline about what the TAC members would like to
see to meet the ordinance and keep a consistent design throughout the street. Ms. Conn said to look at the standards in the PUD ordinance and for Mr. Reynolds to call have a call with a few of the planners. Mr. Reynolds asked Mr. Jordan if Crossroads reviewed the plans at all. Mr. Jordan confirmed that Crossroads is doing the drainage review which is likely the last department needing to do comments. Mr. Jordan will check the status from Crossroads and will let Mr. Reynolds know if they are delayed.
Mr. Reynolds said after they submitted, there were a few other options to get rid of the offsite storm sewer to the west to keep it all contained on their new lot. He will set up a meeting with Mr. Jordan to discuss it. Mr. Miller said there was a red flag with the store front. The large hanging display windows, due to being a hardware store, they are having a challenge being able to add the maximum not to exceed
75% due to storage capacity. They are trying to incorporate as much windows as they could but do not know how to accommodate large display windows. Ms. Conn said they will look at the PUD standards to see if it was a building guideline or a PUD standard. They will talk further.

9:15 a.m. Docket No. PZ-2023-00039 PV: Town of Bethlehem Partial Plat Vacation, Lots 1-4 Docket No. PZ-2023-00040 PP: 1st on Main Subdivision Primary Plat The applicant seeks a partial plat vacation and a new primary plat to remove the 1st on Main development from the original single-family subdivision and plat it as its own commercial subdivision. The site is located at 41 N Rangeline Rd. and is zoned C-2/Mixed Use. Filed by Kevin Buchheit with Krieg DeVault LLP on behalf of the owner.

Todd Fenoglio – Carmel Clay Schools - No comments. Alex Jordan – City of Carmel Engineering - No comments. Looks like the easements are all where they were expecting them to be.
Ryan Murt – City of Carmel Street Department - No comments. Sam Clark – Hamilton County Surveyor’s Office
- Mr Clark. said there used to be a regulated drain through the middle of the subdivision, but it was vacated a couple years ago. With that regulated drain vacated, the Surveyor’s Office doesn’t have any further comments. He will just be awaiting development plans.
Angie Conn – City of Carmel Planning & Zoning - Ms. Conn is wrapping up the review comments on ProjectDox. She mentioned that Mr. Clark has
an outstanding task for the secondary plat and once that is finished, it will kick back to the Mr. Bucheit. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez has questions about the existing alley and if that will be vacated separately. She asked if that is a public alley that requires the council. Mr. Bucheit said he can send document numbers showing the vacation on the east/west and the north/south. The only part of the public alleyways that has not been vacated is immediately adjacent to the corner that is not in the project. The north side of the Woody’s Library Parking has an
existing public alleyway that has not been vacated but everything else has been.

Ms. Lopez mentioned she wants to check the GIS and verify.
Mr. Bucheit said they Hamilton County GIS is correct and for Ms. Lopez to let him know if she has any questions. Ms. Lopez said she is wrapping up comments in ProjectDox for minor documents for the plat. She will send out the docket email for the two extra waivers to help him get the public notice going which the paper will want for Friday. Ms. Lopez mentioned Mr. Bucheit will need a variance for the lot coverage. He can come over to City Hall and Ms. Conn can help to submit that to start that process and combo it the others, and if Mr. Bucheit will need more variances, they will already be set up for the lot coverage variance.
