Townhomes At Hazel Dell
The subject property, at the northwest comer of 116th Street and Hazel Dell Parkway, has been considered
by the Plan Commission and Land Use Sub Committee under the name of Hazel Dell Pond for over a year.
This is a unique property in many respects. It is very oddly shaped, contains a 5 acre lake, a gas pipeline
and is bordered on three sides by residential neighborhoods, two of which stub to the property. The site is
also one of the biggest eyesores along the Parkway, with abandoned roads, assorted piles of stone and
debris and a fence / mound "buffer" in need of some attention. As you may recall, the surrounding residents
have been very vocal in their opposition to the plan proposed by a previous developer.
Platinum Properties has met with the Community Services Staff and the concerned neighbors on at least 5
occasions prior to submitting this plan. It was our intention to create an attractive neighborhood that could
be supported by the surrounding residents as well as the Department. Working in cooperation with Ryland
Homes, who are constructing similar townhome communities in the Carmel City Center and The Village of
West Clay, we feel our plan accomplishes that goal.
By utilizing the Town Home approach rather than single family detached lots, we accomplish the
following:
. Keep almost 50% of the site in green space / common area.
. Included in this green space is a 6 acre parcel that lies between the Lake Forest and
Brookfield neighborhoods. In addition to "common area" on the plat, this 6 acres will become
a DNR Conservation Easement further protecting it in perpetuity.
. The existing lake will not be partially filled or re-configured, as it was in the previous plan.
. Beatify this area of Hazel Dell Parkway with the planned architecture of the residences, as
well as Home Owner's Association maintenance to keep a uniform and attractive appearance.
. Utilize a "rear loaded" garage on many of the residences, alleviating the "garage door"
dominated appearance.
. Significant additional landscaping to enhance what lies along the Parkway now.
This creative use of the land does require 5 "waivers" from the platting procedures. You will find that 4 of
these waivers are the result of the narrow site and the request for private streets. The fifth waiver, for "a 6'
minimum distance between units", relates to the individual units within a building. There are 4 - 6 "units"
or residences in a building. The buildings, however, will be at least 25' apart.
