Declaration of Quorum:President Grabow: 9 members present,we have a Quorum.
Approval of the previous Meeting Minutes:A Motion made by Kirsh and seconded by Hill to approve the Dec. 13,2022,
and Jan. 17,2023 PC meeting minutes. Approved 9-0.
Communications,Bills,Expenditures,&Legal Counsel Report
1. Plan Commission Resolution PC-02-21-23-a: CRC Resolution No. 2023-02: 1933 Allocation Area within the
existing Old Town Economic Development Area.
Presenter: Bradley Bingham,Barnes&Thornburg LLP: In January,the CRC adopted CRC Resolution No. 2023-02
to establish a standalone allocation area for the future site of the 1933 Lounge.
IMotion made by Buckler and seconded by Campagna to adopt PC Resolution PC-02-21-23-a. Approved 9-0.

2. Project Update: Docket No.PZ-2022-00154 DP/ADLS: 116`h and Rangeline: They applied for their variances and
will be heard by the BZA at the Feb. 27d'meeting.
Public Hearings
Brad: Explained the PC's Rules of Procedure for a public hearing.
1. Docket No.PZ-2022-00247 DP/ADLS: Security Federal Savings Bank.
2. Docket No.PZ-2022-00248 V: UDO Art.3.88.C.—30' max bldg.ht.allowed,47'5"mean height proposed.
The applicant seeks site plan and design approval for a new,three-story bank building on 1.47 acres. The site is
located at 10880 N.Michigan Rd.It is zoned B3/Business and is located within the US 421 Overlay
District. Filed by Jon-Myckle Price of Security Federal Savings Bank.

• Passed out handouts that contained site plan, elevations, and photometric plan

• Our new banking center will have multiple uses; 1' floor bank,2nd floor for office space, 3rd floor for bank
operations,community room,and useable roof-top space
• We ask the PC to approve the DP/ADLS and DSV at tonight's meeting
Public Comments: None
Department Report: Alexia Lopez:
• Combo hearing for a new multi-tenant building with a bank
• The building steps down to 2-stories for part of the building
• Since the Dept.Report was completed,the Petitioner has revised their plans and addressed all of our outstanding
comments,which the Petitioner presented in their handouts.The Petitioner increased the parking space
dimensions to meet the Overlay standards,they will have 3 drive-thru stacking spaces for the ATM,they reduced
footcandles along the property line,added wheel stops at the parking spaces next to sidewalks,and reduced
number of signs on the building.
• Staff recommends the PC suspend the Rules of Procedure to approve this proposal at tonight's meeting
Committee Comments:
Christine: What were the parking space adjustments?Ashton Fritz,Engineer:Northern row and western row parking
spaces are 9x20, south side parking spaces are 10x18. We didn't have enough space on the southside to shift it anymore.
Jeff: Can we have a commitment if there are broken sidewalk panels along Michigan Road,can you commit to fixing
them?Ashton Fritz: Yes,we can fix those. We would need to coordinate with INDOT. We are proposing a sidewalk
connection from the entrance to the existing sidewalk.Brad: Who's responsible for the sidewalk maintenance along US-
421/Michigan Road ROW?Alexia Lopez: INDOT,but we usually have the property owner adjacent to the sidewalks
responsible for them.
Leo: I thought this was going to Committee,and not straight to approval at tonight's meeting. Why for the change?
Alexia Lopez: Since the Department Report was released,the Petitioner has addressed all of the outstanding comments.
A Motion made by Grabow and seconded by Kirsh to suspend the PC's Rules of Procedure in order to vote on this
item tonight. Approved 8-1,Dierckman.
A Motion made by Hill and seconded by Kirsh to approve PZ-2022-00247 DP/ADLS and PZ-2022-00248 V with
the conditions the Petitioner will make any necessary repairs to the path along their street frontage and will work
to provide a connection to the neighboring sidewalk south of the property(Christian Brothers).
Approved 8-1,Dierckman.

3. Docket No.PZ-2022-00237 DP/ADLS: Carmel Medical Office Building at The Bridges.
The applicant seeks site plan and design approval for a new,three-story medical office building on 9.23
acres.The site is located at the SW corner of Illinois Street and Pittman Way,south of the Market District grocery
and west of the KAR office building. The future address will be 11380 Illinois Street.It is zoned PUD(The
Bridges Z-550-11)and is not within any overlay district. Filed by Nathan Winslow of American Structurepoint on
behalf of the owner,Cornerstone Companies.

• Presented Site Plan, Dumpster Enclosure elevations, rendering view from the future Steadman Apartments,
Landscape Plan along the internal drive,
• Our mechanical units will be properly screened
• Plenty of street trees will be planted along the internal drive
• Steve Pittman,original owner of The Bridges,has corresponded with the current owners about the conditions of
the detention ponds within the Bridges development
• We have committed to provide an outdoor bicycle location. We will work with the Alternative Transportation
Coordinator on the structure and location. Proposing the location at the northwest corner of the building.
