I think we will just need to administratively review a final (to-scale) parking lot site plan layout with
dimensions, a final landscape plan, and final approvals from the Carmel Engineering Dept. regarding
your curb cut widths along 106th Street.
We will also need to check it, to make sure you meet the zoning regulations, such as maximum lot cover
percentage, setbacks, parking space sizes, etc.
Then, we can just review/approve those documents, administratively, and then just update the BZA Use
Variance file. (Again, here is the BZA Laserfiche weblink to docket nos. 10080007-9 V, UV for the
development standards variances and the use variance.)

Hi, Sean – From a planning/zoning standpoint, with this alternative parking lot proposal, we can most
likely just review it and approve it administratively, and then just update the BZA Use Variance file.

However, you will also need to work with the Carmel Engineering Dept. on approvals for the commercial
curb cut widths. I think they can only be a maximum of 30-ft wide at the street right of way...

I’ll reach out to them. Regarding the variance. After reviewing and discussing the proposed 106th street
development, the landowner and I think it will only really be necessary to expand the current lot
westward to roughly the circled area below. I think the northern of the two parking spaces on the
northside of the building will lose use based on the widening of the road, so we shouldn’t need to add
as much parking as we initially anticipated. Do you think this will still require going through the variance
request process?

Let me confirm the landowner’s concern with the aprons and circle back to you. I did receive some
pictures from the landowner of construction work that appears to be causing cracking throughout the
owner’s parking lot. I know this is a bit of a side issue to the variance, but wanted to see if it’s best to
resolve that issue through planning and zoning or elsewhere.

Thanks for sending this graphic over. With a cursory review, I think you will probably need some type of
BZA (Board of Zoning Appeals) approval if you want to add a driveway cut and parking area along
Barmore Ave, a residential street.
(I have also copied Alex and John from the Carmel Engineering Dept. to keep them in the loop.)

Angie,
I’ve attached a rough outline of the addition the owner would like to add. I’m working on getting a
better depiction of what the changed access points will look like, but my understanding is that the
current aprons off 106th Street are going to be narrowed and that the two parking spots off the
northwest side of the building (one of them being handicap parking) will no longer be usable after the
project is completed.
The hope is to add a lot south of the current lot to keep parking concentrated to one area on the site.
The 4 additional spots will require access off of Barmore Ave.
Once I get a better depiction of the changes to the apron, I will send along.

Hi Angie,
Thank you for your help last year getting the variance questions for SJA Enterprises resolved on 601 E
106th Street in Carmel. With the city’s construction of a roundabout at the intersection of College and
106th, I wanted to reach out on behalf of SJA Enterprises to see what potential options there are for
modifying the development variance that was given for a parking lot back in 2010. It’s my understanding
that once construction of the roundabout is complete it will affect the current access aprons off 106th
Street as well as two parking spots. To account for this complication, the landowner is hoping to add
some replacement parking on the site.
Before pursuing another variance, I wanted to see if we could discuss potential options to adding the
parking spaces without the full variance process, since the 106th street development won’t allow for the
developmental variance as granted in 2010.
Gordon also mentioned Josh Kirsch from city engineering has been the city’s main contact for the
roundabout project. I tried reaching out to Josh but haven’t heard back yet. If we need to include him
on this thread, just let me know.
