Docket No. 163-01 ADLS - Lot 1 of Merchants' Pointe, Forum Credit Union Petitioner seeks Architectural Design, Lighting, Landscaping & Signage for a Financial Institution. The site is located at 2359 East 116th Street. The site is zoned B-8/Business. Filed by James J. Nelson of Nelson & Frankenberger for Forum Credit Union. Please refer to the informational booklet submitted by the applicant for an overview of the proposed restaurant. This site is the last of seven lots within the Merchants Pointe center to seek ADLS approval. The site is situated adjacent to Q'Charlies on the east, AAA Way on the west, a multi-tenant building on the south and 116th Street on the north. The applicant has submitted a revised landscape plan that the Department has reviewed and finds acceptable. The additional shrubs along the perimeter ofthe parking should better screen headlights from the intersection at AAA Way and 116th Street as well as along the drive-thru lanes. Tab four of the information booklet displays the shrub plantings on adjacent lots. Also, the building elevations illustrate two wall signs in addition to a ground sign. The site has frontage on two streets, Point Parkway and 116th Street. This provides the site two signs. The center identification sign at the intersection does not count against signage for this site. To that end the BZA has approved variances to date that serve to relieve any and all practical difficulties that may exist for the center (by means of improving way-finding at the intersection of 116th Street and Keystone and the west entrance adjacent to this site). This property does not warrant the use of three signs to identify the tenant. The Plan Commission asked that the following be revised for discussion at the committee meeting: 1. Provide upgraded building elevations. 2. Provide drawings/elevations of other approved buildings in center for comparison. 3. stripe crosswalk through parking area. The Department recommends that the Special Studies Committee forward the ADLS back to the Full Plan Commission with a favorable recommendation after all comments and concerns have been addressed.
