HomeMy WebLinkAboutCorrespondence Harvest Market – Drainage Letter Weihe Engineers, INC. 03/21/2023 Drainage Letter DBS Group is proposing to move a Harvest Market grocery store into the vacant building located at 2140 E 116th Street, Carmel IN. The proposed improvements will include updating the exterior of the building as well as changes to the existing parking lot that include the addition of landscape islands and shifting the Merchants Square Drive further south on the lot by adjusting the existing curb and sidewalks along the building. The city stormwater ordinance states that construction activity resulting in the disturbance of ¼ acre or more will require a stormwater management permit. Land alteration that falls within the stormwater manual applicability includes any action taken relative to land which either; changes the contour, increases the runoff rate or volume, changes the elevation, decreases the rate at which water is absorbed, changes the drainage pattern, creates or changes a stormwater facility, involves construction, enlargement, location or relocation of any building on permanent foundation, increases the delivery of point and/or non-point source pollution to streams, relocates, encloses, or alters a stream or open channel stormwater conveyance, or creates an impoundment. The proposed improvements will change the contours and elevations in the areas of the proposed new curb lines along Merchants Square Drive and in the areas of the proposed landscape islands. The cumulative area of disturbance for these improvements is 0.12 acre, falling below the ¼ acre threshold that requires a stormwater management permit. Overall, the proposed improvements will increase the total green space on site by approximately 1900 square feet.
