Mr. Lillig:
As site acquisition coordinator for CIS Communications, LLC, agent for Nextel West
Corporation, site search services were conducted in the immediate vicinity of 116th Street
and State Road 431. The purposes of this search include the following:
I) To locate structures with adequate height to accommodate cellular equipment
to be integrated into Nextel Communication's cellular network.
2) To locate suitable raw land sites that are aesthetically fitting to the area.
In response to the search, the conclusion was made that the area did not have any existing
structures over 65 feet, well below the height requirement necessary for integration.
Because of this, a raw land site was chosen in the most intensely zoned area in the
immediate vicinity. To provide the most aesthetically pleasing scenario, a stealth design
support structure was chosen in the form of a 90-foot tall flagpole.

FINDINGS OF FACT - SPECIAL USE
I. The property in question is not within the Flood Plain.
u
2. It is the petitioner's opinion that the Special Use in question will be consistent
with the character and Permitted Land Use of the B-8 Zoning District and
Cannel/Clay Comprehensive Plan for reasons as follows. The subject property
and abutting parcels are commercially zoned and developed, property across the
street to the south being zoned R-I. Monopoles of modest height are
commonplace elements within commercial and institutional complexes.
3. With respect io physical: ~daptahility, the location .chosen for the proposed
monopole is both functiomllly aild aesthetically appropriate. The monopole with
landscaped base area readily adapts to a small area at an on-site driveway
intersection that is-Contained inside of the northwest comer of the subject
property. The open view of the proposed site will be enhanced with the
corresponding landscaping and the monopole structure. At this point special note
must be made that the antenna array will be "slick mounted " to the outside of the
monopole, therefore providing a more aesthetically pleasing look. The subject
facility utilizes a: left over space for both aesthetic enhancement and supportive
function for the surrounding community as a whole.
4. The proposed Special Use will not injuriously or adversely effect the adjacent
land or property values. By virtue of structural design, the monopole structure will
fully comply with, or exceed, all local codes and ordinances. In terms of value
impact, it is most unlikely that a monopole of the limited height proposed within a
commercial center would be found as a detriment to surrounding uses. The
subject installation is several hundred feet from any
residential property, ther;eby being of nil consequence to the value of such
residential properties, particularly in view of the circumstance that the
intervening distance is dominated by relatively intense commercial uses.
5. With regard to vehicular and pedestrian traffic consequence, the proposed facility
would be visited by a radio technician once or twice a month to check equipment.
Service vehicles are a small van of utility vehicle. Site visits, though in frequent
are via the perimeter service drives, thus out of the primary central parking space
area. Pragmatically, thee is no relevant impact on pedestrian or vehicular traffic
on or off site.

The proposed installation has no special water requirement, the present on site
water system being more than adequate for maintaining the small amount of
associated landscaping. On site provisions for storm water accommodate the

present space intended for the monopole and associated ground equipment and
there is no need for sanitary sewer service.
Addressing the issue of fire or police needs, the subject use is not a site active
function to generate interest and is wholly fenced for security purposes. Should
the highly unlikely need for attention arise, the site is readily accessible from
abutting service drives. Enticement to curious visitors is obscured in part
landscaping, a six foot high fence and by the absence of lower reach climbing
rungs on the monopole.

ITEM 8. - Reasons in Support of Special Use:
The subject property is located within a "search ring" of the primary system for Nextel
within the City of Carmel and adjacent community. Unfortunately there are no other
near-by structures of even modest height that collectively will accomplish the function of
the proposed antenna support structure. While the height of the proposed monopole is the
minimum that will serv~ Nextel'spll;I]>ose, the struc~ejs designed for co-location
should other carriers have need Within the immediate area.
Of serious consequence, Nextelcannotprovide the seamless communication that is
critical for wireless service without the site in question. Dropped or lost calls are not only
an inconvenience to business and residential customer's, more significantly the loss of a
call can be critical when wireless service is utilized for emergency purposes. The
increased reliance of businesses on wireless communications for data and voice
transmission is no longer a matter of conjecture.
Being aware of general community sensitivity to the usual telecommunication towers
with a typical bridge type antenna array, Nextel has made an effort to present a facility
that will become a design element of the shopping center complex. The flag can establish
a functional and compatible community landmark for the center and surrounding
commercial properties while fulfilling Nextel's purpose.
Summarily, Nextel believes it has chosen a site and system element form that is
sufficiently functional to Nextel, a design element to the surrounding shopping center,
wholly without traffic interference and visually adaptable to the proposed location.
