E. 116th Street, Carmel, IN 46032 Site No: IN-2572 Dear Mrs. Weese: On May 30, 2001 Magtech Services,. Inc.. was. notified that additional information is required for Nextel's proposed cell tower site located at 1776 E. 116th Street, Carmel, IN. This letter includes run-off calculations for the. site comparing conditions before and after construction of the Nextel cell tower. Our findings indicate that the addition of Nextel's lease area will not effect the storm water discharge. The parent parcel is approximately 7.87 acres composed of the following surface types (runoff coefficients are. shown in parentheses): 0.64 acres of roof surface (0.90),2.46. acres. non-impervious soil with turf (0.45),. and 4.77 acres of pavement (0.85).. These numbers are estimates based on the. survey provided by Rogina & Associates, L TD dated December 2000.. Nextel's proposed lease area is 21 'x45' (0.02 acres;) and will displace. existing grass (0.45) with gravel (0.85). The direction of flow for storm. water is from Southwest to Northeast.. The. west and south boundaries of the property are. South Range. Line Road and East 116th Street, respectively. Based on a 10-year frequency storm. the construction of the cell site will not increase the peak discharge. across. the property. Hydrograph 6.02 software by Intelisolve was utilized to calculate. peak discharge. Input data for this software is as. discussed. in this letter. The output data is. attached and utilizes the rational method. Additionally,. time-of concentration, rainfall intensity and peak discharge sample calculations are enclosed with this letter. . It is difficult to visulize without being staked, but it appears the west wall onne-proposed building would be located at the top of bank of the drainage swale which would mean the fence, the gravel lot and the antena would encroach upon the ditch and easement and impede drainage through this ditch. This is a busy ditch with a lot of debris and a fence would be a problem. Perhaps a representative could meet Bob Allen on site to stake the proposed site or work out an alternative solution. The purposes of this search include the following: 1) To locate structures with adequate height to accommodate cellular equipment to be integrated into Nextel Communication's cellular network. 2) To locate suitable raw land sites that are aesthetically fitting to the area. In response to the search, the conclusion was made that the area did not have any existing structures over 65 feet, well below the height requirement necessary for integration. Because of this, a raw land site was chosen in the most intensely zoned area in the immediate vicinity. To provide the most aesthetically pleasing scenario, a stealth design support structure was chosen in the form of a 90-foot tall flagpole. I do not think I will make it to the TAC meeting before 11AM. Therefore I wanted to provide you with my questions on the various projects. Hazel Dell Comer Lot 5 I saw no problems with this project. It looks like they will use an entrance from Hazel Dell Parkway of lot 6, and any path issues are by others. I would only make sure that they agree to restore the path should they cause damage. Merchants' Pointe Lot 5,6,7. No problems with these projects, but just make sure that the path will be 10' wide and asphalt. Woodland Shoppes Telecommunications Facility I did not received any plans on this project and therefore would like to get a copy of the plans. Concerns would be a path if their property borders 116th, along 116th Street. Otherwise I see no problems with it effecting a Parks property. Carmel United Methodist Church-No problems with this project unless they need to address sidewalk or a path along 126th Street. John M. Section 25.13.1 (3) of the Carmel Zoning Ordinance requires telecommunications towers to be landscaped with a ''fifteen (15}-foot [wide] landscaped and maintained area, composed of trees not less than two and one half (2 %) inches caliper in size (measured at forty (40) inches [from grade] and spaced fifty (50) feet on center), and including a solid visual buffer or screen of at least five (5) feet in height. ...o' on all sides of the tower. The plan submitted shows a landscape area only five (5) feet wide and having no trees whatsoever. 2. At least four (4) trees of the required size must be added. 3. The landscape area needs to be expanded to the minimum fifteen (15) feet width. 4. Thirty-four (34) "American" Arborvitae are shown as a visual buffer. There are over 60 varieties of Thuja occidentalis or Eastern Arborvitae. A variety that provides a continuous buffer of the required height must be specified. A broad, pyramidal, non-dwarf variety is recommended to meet the requirements. 5. The landscape plan must include a planting schedule, planting notes, material specifications, and planting details. 6. A written plan for the maintenance of this landscape including watering, pest control, etc., must be submitted for inclusion in this plan. .
