Dear Members of the City of Carmel and Clay Township Board of Zoning Appeals:
On April 23, 2001, representatives of the Carmel United Methodist Church ("CUMC") will
appear before you to request a Special Use Approval and Developmental Standards Variances
to permit the remodeling of and an addition to the Carmel United Methodist Church located at
621 South Rangeline Road, Carmel, Indiana. The addition to the existing Church facilities will
provide the growing congregation of the Carmel Community with additional classroom and
community meeting space. The project will also add additional off-street parking to assure that
the parking needs of the existing Church facilities and their expansion are satisfied. The
addition is designed in an architectural style and of a quality which compliments the architecture
of the existing Church and is compatible with the surrounding uses in the area.
The existing Church property is zoned to the R-2\Residence District and the B-
3\Business District. Churches are permitted by special use in both the R-2\Residence District
and the B-3\Business District. However, Special Use Approval is required for any approved
Special Use which proposes an expansion of greater than 10% of the gross floor area of the
existing use. CUMC proposes to construct a 19,617 square foot addition to the existing 53,673
square foot facility. The addition represents a 26% expansion and, therefore, requires Special
Use Approval.
CUMC is also requesting a variance to allow a maximum height of 42 feet for the
addition (25 feet maximum permitted); and a variance to allow for a temporary parking lot area
to be constructed without curbing (curbing required). The existing Church building is 40 feet tall
and features a 76 foot tall spire. The proposed addition, at 42 feet in height, represents a very
minor increase in the overall height of the current facility. The proposed addition is also set
back more than 150 feet from the nearest property line. A temporary off-street parking area is
proposed at the south side of the Church property. The temporary parking area is designed to
handle the parking needs of the Church during the construction process. CUMC is requesting

that this temporary parking area not be curbed in order to ease its removal at the conclusion of
the construction process.
I have enclosed a survey of the Church property, the exterior elevations of the existing
Church facilities and the proposed addition, and a landscape planting plan (which also
constitutes the site plan for the proposed addition). I have also enclosed a revised landscape
planting plan which depicts a new 6 foot wood screen fence along the eastern property line of
the Church property. The wood screen fence was recently added to address concerns raised
by the adjacent property owner. CUMC's Applications for Special Use Approval and
Developmental Standards Variances, together with additional supporting documentation, are on
file with the Department of Community Services.
We have been informed that this packet of materials should have been submitted to the
Department of Community Services at least seven days prior to the April 23, 2001 regular
meeting of the City of Carmel and Clay Township Board of Zoning Appeals. We sincerely
regret our failure to timely submit this packet. We understand that the recent practice of the
Board has been to continue a matter if packets are not received at least seven days prior to the
Board's meeting. We will be requesting the Board to hear CUMC's request at the April 23,
2001 regular meeting notwithstanding the fact that packets were not distributed to you in a
timely manner. There are several reasons for this request. CUMC has scheduled a
groundbreaking ceremony for April 29, 2001. The Church's construction schedule and budget
will be adversely affected if the commencement is delayed for an additional thirty days. The
failure to timely submit the packets was due to a miscommunication among the undersigned
and a land use consultant who was handling this case at the time he left our firm. We would
greatly appreciate your consideration of our request to hear the merits of this case and grant
CUMC a waiver of the requirement that material packets be submitted at least seven days prior
to the Board's meeting.
In closing, we would like to thank you for your consideration and understanding.
