Also, what do the dashed lines represent just west of this entry. This appears on other sheets. 11. On sheet SUl.l, please identify ail stonn structures, pipes, etc. as either existing or proposed. Please identify any existing stonn structures, pipes, etc. that are scheduled to be removed. 12. It would be helpful if stonn pipe material and inverts are indicated on the plans. 13. We agree with Jolm South's statement at T.A.C. regarding the need for drainage improvements along the north property line, from the Indiana Gas substation. We also request that aJl existing pipes, culverts, etc. that are scheduled to remain in place be opened up or replaced to return thc system to its original capacity. We request tIlat all comments and comment letters generated by this office be answercd in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approvcd for construction until all issues have been resolved, including Cannel Utility issues. Thc design cngineer must certify all drawings submitted for review. TIllS office will require five-sets of approvcd drawings aOer all issues llave been resolved. The drawings will be approved and signed by tIle City Engineer and the Director of Cannel Utilities. The Developer/Owner will receive one set to be maintained on the construction site. Cannel Utilities will receive two-sets. Our Public Works Inspector will receive one-set and one-set will be lnaintained in the Department of Engincering. If you find anything with which you disagree, please let us know. Present: City of Carmel Technical Advisory Committee Members: Richard Hill, Department of Engineering; Charles Shupperd, Indiana Gas; Jeff Kendall, Deputy Building Commissioner; John South, Hamilton County Soil & Water Conservation; Scott Brewer, Urban Forestry; William Akers, Carmel Communications; Gary Hoyt, Office of the Fire Chief; Laurence Lillig, Department of Community Services; Charles R. Tyler, Jeff Bolinger; Fanning/Howey Associates, Inc. Purpose: This meeting was held for the Technical Advisory Committee review of the Carmel United Methodist Church expansion. 1. Chuck Tyler provided an overview of the building program. 1. Jeff Bolinger provided an overview of the site development and utility plans. 2. Dick Hill noted the following: a. The storm drainage plan needs to identify (label) existing and new lines. b. Storm water calculations were requested and were submitted by Jeff Bolinger at this meeting. c. All new parking areas will be curbed. Existing parking to remain will not be curbed. 3. Chuck Shupperd noted the following: a. Gas line relocation needs to be confirmed. b. Jeff Kendall requested the following: a. The code plans need to be submitted for review. Wall penetration requirements through the area separation wall (firestopping) need to be identified. b. Morris Hensley with Carmel Water needs to be contacted regarding the demolition of the existing house and the proper capping of any existing wells. A signed document is required from Mr. Hensley prior to release of the Project. c. If any of the existing structures are to be demolished, a demolition permit will be required by the City of Carmel. 5. John South requested further erosion control documentation and also noted that some of the existing storm structures along the north property line are in need of repairs/cleaning. 6. Scott Brewer noted the following: a. A tree preservation plan with details needs to be submitted for the Project. b. The burning bush proposed for the landscape buffer along the east property line should be reconsidered. The City will forward a copy of recommended species. c. Street trees should be provided along the south edge of the new parking lot along 126lh Street. d. The City does not recommend the use of Austrian Pine. They would suggest one from the Spruce family instead. 7. Gary Hoyt provided the following information: a. The location of the Fire Department connection needs to be reviewed and approved. b. Direct access is need to the fire riser room. This could be through the current electrical room. c. The Knox box needs to be relocated to the door adjacent to the riser room. d. The Variance Application for the Project was discussed. This covers the additional square footage being created within the existing building footprint at the atrium. The property is currently comprised of seven different parcels. This will complicate review of the Project since all current property lines will be considered as they apply to setback requirements, etc. The parcels should be combined into a single legal description and ownership. b. The Church's existing north parking lot is located slightly into the existing right-of-way for 6th Street. Mr. Hill will review this further and advise. c. A site plan that overlays the current parcel lines with the current site development plan will be submitted for review. d.
