ORDINANCE D-1818-06
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL,
INDIANA, ESTABLISHING MEAL EXPENSE ADVANCES, ADDING CHAPTER 2,
ARTICLE 3, DIVISION III, SECTION 2-64 TO THE CARMEL CITY CODE
WHEREAS, City Legislature (IC 5-11-10-1.6) permits cities and towns to make meal
expense advances to a city or town employee who will be traveling on official city or town
business; and
WHEREAS, Further requiring that the maximum amount that may be paid in advance
concerning required meal documentation; and
WHEREAS, The ordinance must provide for reimbursement from the wages of the city
or town employee if the employee does not submit the required documentation.
NOW, THEREFORE, BT IT ORDAINED by the Common Council of the City of
Carmel, Indiana, as follows:
Section I. The foregoing Recitals are fully incorporated herein by this reference.
Section 2. Chapter 2, Article 3, Division III, Section 2-64 is added to Carinel City Code.
"Sec. 2-64. Meal Expense Advances.
(a) The City of Carmel may be permitted to make an advance meal expense to a City
employee whi Ie traveling on City business at a rate of $50 per day for in state
travel and $60 per day for out of state travel.
(b) Upon completion of travel, an employee who receives an advance is required to
submit original itemized receipts to document meal expenditures and to return all
unused funds to the Clerk Treasurer- Treasurer's office.
(c) I f an employee fails to submit the required documentation or fails to return
unused funds within the established time frame, the City shall deduct the
undocumented and lor unreturned amounts, up to the total amount of the meal
advance, from the employee's wages."
Section 3. The Expense Report attached at Exhibit A, which may be amended from time
to time, shall be used to document all meal expense advances. No other form of documentation
will be accepted for meal expense advances.
Section 4. All prior ordinances or parts thereof inconsistent with any provision of this
Ordinance are hereby repealed as of the effective date of this Ordinance.
Section 5. Ifany portion of this Ordinance is for any reason declared to be
unconstitutional or invalid, such decision shall not affect the validity ofthe remaining portions of
this Ordinance so long as enforcement of same can be given the same effect.
Section 6. This Ordinance shall be in full force and effect from and after its passage and
signing by the Mayor.
