This meeting was held to review with the City of Carmel the proposed master plan for the
Northview Christian Life Church, (NCLC), Carmel, Indiana. The intent was to gain direction and
information from Mr. Laurence Lillig in reference to approvals required'for the proposed projects.
The following information was reviewed at the meeting.
1. NCLC is requesting two new ground signs to be constructed at the site. The first one is
located at the northeast corner of the property adjacent to the intersection of 13151 Street
and Hazel Dell Road. The second sign is located at the north side of the existing
driveway entrance along Hazel Dell Road. Both signs are to be constructed out of
masonry construction. CSO understood the present ordinance would only allow one
main ground sign per site. CSO asked what the likelihood of receiving approval if
variances are submitted for additional two ground signs. Mr. Lillig explained the
approval for the two proposed sign are very good because the Our Lady of Grace project
had submitted variances for more then one major ground sign and they were approval.
In addition, Mr. Lillig felt it was possible due to the fact that the church owned 80 acres.
Filing applications with the Board of Zoning will be required.
2. Brent Davis asked if approvals were required for the two scoreboards located at the
existing ball diamonds and what was the chance of gaining approval. Mr. Lillig indicated
that variances will need to be submitted and felt approval would be granted. Again a
similar situation was submitted and approved for the Our Lady of Grace project.
3. The master plan is requiring an additional driveway cut along Hazel Dell Road. This
entrance is located between the intersection of 13151 Street and Hazel Dell Road and the
existing driveway entrance located along Hazel Dell Road to the south. This entrance
would be an in and out driveway but without a crossover therefore requiring a median
cut along Hazel Dell Road. CSO understood that a deceleration/acceleration tapers will
be required. This driveway cut has been approved as a part of the original Hazel Dell
Road easement and right-of-way request by the city and was granted by NCLC to the
CSO ARCHITECTS ENGINEERS & INTERIORS will proceed In reliance on this report. Any discrepancies should be brought to our
attention in writing within seven (7) days.

City of Carmel. Mr. Lillig requested CSO to contact the city engineer for any information
pertaining to this proposed curb cut.
4. Mr. Poe mentioned the existing entrance along Hazel Dell Road has only
deceleration/acceleration tapers. Due to the amount of traffic that will eventually be
using this driveway is it possible to add a deceleration lane to the existing deceleration
taper. Mr. Lillig requested CSO to review this information with the city engineer. In
addition, approval will need to come from the Board of Public Works.
5. It was verified that the property is presently zoned S1, Special Use.
6. Mr. Lillig mentioned that a Special Use Amendment would be required.
7. Brent Davis asked if a variance for building heights be required for the future buildings or
would the original variance apply for all proposed buildings as well. Mr. Lillig wasn't sure
and asked CSO to review the original variance request to see how it was worded.
They're maybe a possibility that an additional variance will be required.
8. Brent Davis reviewed the plans to expand the existing recreation center and add an
amphitheater. Are both allowed in the present S1 zoning? Mr. Lillig said the present
zoning requirements wasn't clear but felt they were.
9. Brent Davis reviewed the plans for a possible school facility to be built on this site and
asked if schools were allowed in a S1 zoning. Mr. Lillig said that schools are allowed as
long as the school was accredited.
10. Brent Davis reviewed the possibility that assisted living may be added and asked if
assisted living was allowed in a S1 zoning. Mr. Lillg said no. That section of the
property would need to be rezoned.
11. Brent Davis mentioned that there is an existing detention pond located at the southeast
corner of the property. Is it possible to change this detention pond to a wet pond or
retention pond and long as the detention requirements were maintained. Mr. Lillig
suggested CSO to review this issue with the Hamilton County Surveyor and the city
engineer.
12. Brent Davis reviewed the schedule of events. The signs will be the next project
therefore CSO needs to start the design, drawings and file the paper work for this
approval from the City of Carmel. "The schedule for the new sanctuary will be in the next
three years. When the new sanctuary will require the expansion of both the existing
educational building and recreational building.
13. Brent Davis asked how long a Special Use was approved for. Mr. Lillig said 12 months
or as long as construction activities were proceeding. Brent Davis asked if extensions
were given if the construction has not started within the12 months and how many
extensions can be granted. Mr. Lillig said one extension could be granted however it
was good for 6 months. If construction has not started then the procedure must be
started from the beginning.
14. Bob Olson requested copies of all the permits for our file.
CSO ARCHITECTS ENGINEERS & INTERIORS will proceed in reliance on this report. Any discrepancies should be brought 10 our
attention in writing within seven (7) days.
