Short-Term Rental

INTRODUCTION
I have been living in the 10660—10662, alternately, since June 2021. During this time, I have
completed renovation on both sides with permission of the Carmel Zoning Board. I am now
ready to make this request.
PLAN
This project is to use the currently unoccupied unit of 10660 N. Broadway Ave., Carmel, IN
46280 as a Short-Term Rental. I reside in the other side of this duplex building, 10662 N.
Broadway Ave.The apartment is 3-bedroom, 2-bath unit and can sleep 6 people. I am planning
to use a third party to manage the property.
I plan to make the unit available for Short-Term Rental only upon approval of requested permit.
SUPPORT
I anticipate renting the unit around 100 to 130 nights per year and am using a third-party
manager to list it on multiple sites. I have entered an agreement with Five Star Property. I will
be able to leverage their experience and expertise in getting good clients, among other
considerations.
I am also hopeful to have the unit available as a guest house for family and friends when it is
not otherwise booked.

James Ellis has made appreciable improvements to the duplex at 10660-10662 N. Broadway Avenue. He
has also cleared away both natural and artificial debris from the yard. We are confident that he will
maintain a short-term rental professionally and are in favor of this request.

FINDINGS OF FACT-SPECIAL EXCEPTION
CARMEL BOARD OF ZONING APPEALS

1. The approval of this Special Exception will not negatively affect surrounding property values because:
I will continue keeping the property well.I am living in the attached unit and so will be able to advise any quests
of unacceptable behavior. I have done many upgrades to the property and will continue using the rental
revenue to improve it.
2. This Special Exception will be compatible with existing land uses in the neighborhood because:
It will be occupied in the short term and I will monitor its usage. There are other Short Term rentals available
in close vicinity.
3. Vehicular and pedestrian traffic in and around the premises will not be substantially affected by this Special
Exception because:
Temporary tenants will be advised to park in the driveway only(1 car wide,4—5 cars long).
DECISION
Yes No: The Board has reviewed the requirements of UDO Section 5.73 as they relate to this Special
Exception,and does not find that those criteria prevent the granting of the Special Exception.
IT IS THEREFORE the decision of the Carmel Board of Zoning Appeals that Special Exception Docket No. PZ-2022-
00018 SE is granted,subject to any conditions stated in the minutes of this Board,which are incorporated
herein by reference and made a part hereof.
