(V) Franciscan Health Forte Traffic Directional Sign Variance.
The applicant seeks the following development standards variance approval:
6. Docket No. PZ-2023-00078 V UDO Section 5.39(C)(4) Traffic Directional Signs (2) -
Maximum height 3’ allowed, 4’ requested. Maximum Size allowed 3 sq. ft., 5.9 sq. ft. requested. And,
Traffic Directional Sign (1) - Maximum height 3’ allowed, 6’ requested. Maximum size allowed 3 sq.
ft. allowed, 6.25 sq. ft. requested. The site is located at 10777 Illinois St. (Franciscan Health Orthopedic
Hospital). It is zoned MC/Meridian Corridor. Filed by Lisa Rains of Sign Solutions on behalf of Meridian
Ortho Development LLC.
General Info:
• The Petitioner would like to install wayfinding signage on the site and seeks approval for 3 traffic directional
signs for the site that do not quite comply with the zoning ordinance.
• Two of the traffic directional signs are internal to the site, and one will be located at the southwest corner of
the site, along Illinois Street.
• Spring Mill Place subdivision is located to the west, the future IMI Headquarters building will be located to
the north, Indiana Farmers Mutual Insurance is located to the south, and vacant land is located to the east.
• The variance requested is for Traffic Directional sign height and Traffic Directional sign size.
• Please see the Petitioner’s info packet for more detail on the variance request.
Variance Requested:
Traffic Directional Sign Size/Height -
• The two interior traffic directional signs are proposed to be 4-ft tall, rather than a maximum allowed 3-ft tall.
This is a variance of 1 foot, or a 33% change.
• The two interior traffic directional signs are proposed to be a maximum of 5.9 sq. ft. in area, rather than a
maximum allowed 3 sq. ft. This is a variance of 2.9 sq. ft., or a 96% change.
• The Illinois St. traffic directional sign is proposed to be 6-ft tall, rather than a maximum allowed 3-ft tall.
This is as variance of 3-ft, or a 100% change.
• The Illinois St. traffic directional sign is proposed to be 6.25 sq. ft. in area, rather than a maximum allowed 3
sq. ft. This is a variance of 3.25 sq. ft., or a 108% change.
Remaining Review Comments:
• Please provide a copy of the Publisher’s Affidavit from the newspaper.
Final Comments:
• The Petitioner has been working with the Carmel sign permits administrator to come up with traffic
directional sign designs that make sense for the site.
• The Deliveries Only sign along Illinois St. will help direct truck/delivery traffic (and patron/patient traffic)
effectively.
• The two interior traffic directional signs will be designed in a way for patients and patrons of the site to read
easily and effectively.
• The Planning Dept. supports the variance request.
Findings of Fact:
• Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet.
Recommendation:
• The Dept. of Community Services (DOCS) recommends positive consideration of this variance request, and
with adoption of the Findings of Fact submitted by the Petitioner.
