Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00070 DP/ADLS: BJ's Wholesale Club. The applicant seeks site plan and design approval for BJ’s Wholesale Club building with fuel/gas station. The site is located at 14480 Lowes Way. It is zoned PUD/Planned Unit Development (Z-681-23, 146th & Keystone Ave. PUD, as amended), and is partly in the SFHA/Special Flood Hazard Area. Filed by Marc LaVoie, PE, of BJ’s Wholesale Club, Inc. Mark Leech introduced Alen Fetahagic and Connor Strege from Kimley Horn, Gene Beiermann and Mark Jenkins of Kite Reality Group, Jason Carr from Stantec, Mark LaVoie, Tom Mcgee. Alex Jordan – City of Carmel Engineering - Finalized comments on ProjectDox. Additional comments will be added once slip lane submittal is provided. Mr Fetahagic commented that they will send separate improvement plans for Lowes Way for adding slip lane and right out curb cut. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn is in the process of finalizing his comments. Most are regarding bicycle parking, proposed short and long term, some sidewalk issues, and some other minor things addressed on ProjectDox. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark said he will get his review on ProjectDox completed by the end of the day. He had a general question regarding the direct connection to the US 31 infrastructure. Mr. Fetahgic commented that they are maintaining existing drainage on south side of Lowes. Everything will drain to the subdivision on the East side of Lowes Way. The same drainage and same discharge rates are applied. Mr. Clark followed up there is a regulated drain on the West side with a statutory 75 feet easement. If they add new parking lot infrastructure, they will need a non-enforcement to allow for that encroachment. Ryan Murt – City of Carmel Street Department - No comments on this project. Page 2 of 2 City of Carmel Technical Advisory Committee April 19, 2023 Daren Mindham – City of Carmel Landscaping - Comments submitted on ProjectDox regarding foundation planting, bed width, and one calculation for the PUD that 6% of the parking surface area must be landscaped. He would like a calculation for that percentage and a chart on the plan. Aliza Shalit – City of Carmel Signage - Ms. Shalit said that the signage situation was resolved during the PUD amendment process. Alexia Lopez – City of Carmel Planning & Zoning - Finalizing comments on ProjectDox. Ms. Lopez had a question on lot coverage and how it was defined. The PUD says 20% lot coverage, but she said it looks much higher than that. Mr. Beiermann said it was building lot coverage that the PUD recalls. Mr. Fetahgic confirmed it was the building coverage from the PUD amendment process. Ms. Lopez said the PUD referenced maximum parcel coverage. She will research if that was talked about during the PUD process. She asked if they would provide more details when they resubmit. Ms. Lopez went on to her next comment regarding elevations. She wanted to confirm that the material is brick. Marc LaVoie said it was brick veneer. Ms. Lopez asked for a sample to be brought to the plan commission meeting. Ms. Lopez asked next about cart corrals which need to be brick according to PUD as well. Mr. LaVoie said it will be the same brick used on the building as the cart corrals. He did not have the information on what material will be inside the cart corrals. Ms. Lopez was interested in the slip lane regarding pedestrian safety with the extra point of contact. She wants to know how pedestrians can get across that to the north safely. Ms. Lopez wanted to know how of any updates on plans with Engineering on the gas station. Mr. Beiermann said they reached a firm resolution through the PUD process with the Engineering department on the containment and the stormwater quality for the area. They added language into the PUD that commits them to a level of quality that the Plan Commission and City Council are comfortable with. Alex Jordan said he and John Thomas from Engineering looked at the plans, and they are comfortable with the treatment train and how it is shown on the plans. Engineering is comfortable with the treatment train.
