The project is located west of the intersection of 122ND Street and Pennsylvania Street. Subsequent to each Variance Request identified are associated portions of the Zoning Code. A description of the Variance Requests follows. Variance Request #1: Minimum & Maximum Duildin!!: Hei!!:ht Requirements! Scale and Proportion Carmel! Clay Zoning Ordinance; Chapter 23B U.S, Highway 31 Corridor Overlay Zone; Article 23B.08 Height and Yard Requirements; 23B.08.03 Building Height; Items A (1), A (2), B (2), & B (3) A. Minimum Building Heights: 1. All uses along U.S. 31 and 1-465: Thirty-eight (38) feet and three (3) occupiable floors. 2. All uses along Pennsylvania Street, Pennsylvania Parkway, Meridian Corners Boulevard, and lllinois Street Corridors, or adjoining arterial/parkway: Twenty-six (26) feet and two (2) occupied floors. B. Maximum Building Heights: 2. B-6 District - All uses between 1-465 and 13151 Street: One hundred fifty (150) feet, except that the maximum height may not exceed forty percent (40) of the distance from the residential use or zone. 3. Maximum height for all buildings along Pennsylvania Street, Pennsylvania Parkway, Meridian Corners Boulevard, and lllinois Street frontages: Fifty-five (55) feet. Carmel! Clay Zoning Ordinance; Chapter 23B U.S, Highway 31 Corridor Overlay Zone; Article 23B.09 Architectural Design Requirements; Item B B. Scale and proportion: All building fa~ades, including doors, windows, column spacing, and signage shall be designed using the Golden Section, represented by the ratio 1: 1.6 or 1.6: 1. Variance Request # 1; This Variance Request is to allow the proposed building height and the proportions of the building fa~ades including doors, windows, column spacing, and signage to be approved as designed. With regards to the height requirements: The rental tower building height exceeds the fifty-five (55) foot maximum height allowed for Pennsylvania Street. However, it complies with all other height related criteria with regards to both the U.S. 31 Corridor and the B-6 District. The commercial building is not in accordance with the minimum height requirements for the U.S. 31 Corridor nor does it meet the required number of occupied floors. Nevertheless, it does comply with the Pennsylvania Street minimum height requirements. Ultimately, the combined elevations of the rental tower adjacent to the commercial building provide a well balanced development with excellent curb appeal. With regards to the scale and proportions requirements: The proposed proportions do not use the Golden Section ratio, however they offer an architectural composition that is aesthetically pleasing and will add significantly to the character of the streetscape. Variance Request #2: Reduction in the Number of Required Parkin!! SDaces Carmel Zoning Ordinance; Chapter 27 Additional Parking & Loading Regulations; Article 27.01 Computation of Number of Required Spaces; Item 27.01.03. 27.01.03 In the case of mixed uses, the parking spaces required shall equal the sum of the requirements of the various uses computed separately. Carmel Zoning Ordinance; Chapter 27 Additional Parking & Loading Regulations; Article 27.07 Zoning Waiver. 27.07.01 The Commission may, after a public hearing, grant a Zoning Waiver of the dimensional and quantitative standards of this Chapter, by no greater than thirty-five (35%). Variance Request #2; This Variance Request is to provide a total of 400 parking spaces as shown on the Parking Concept Plan. This represents 64 fewer parking spaces than the number required. The calculation follows the criteria outlined in Chapter 27 Additional Parking & Loading Regulations; Article 27.08 Amount of Parking Spaces Required. This represents a 13.8% reduction from the required number of parking spaces, and falls within the allowable Zoning Waiver. Variance Request #'s 3a thru 3c: Site and Buildin!! Si!!na!!e: Location. Quantity. and Area Carmel Zoning Ordinance; Chapter 25.07 Sign Ordinance; Article 25.07.02-8 Single Tenant Building; Item b) NUMBER & TYPE b) NUMBER & TYPE: The maximum number of Identification Signs permitted shall be one (1) sign for each Frontage on a public street (not alley) with a maximum number of three (3) signs for lots with three (3) or more Frontages. A building owner with two (2) or more Frontages may elect to transfer a permitted sign from one Frontage to another to permit no more than two (2) signs to be oriented to one Frontage as follows: one (I) Wall or RoofIdentification Sign and one (I) Ground Identification Sign. Variance Request #'s 3a thru 3c: The proposed site and building signage package includes a total of three signs. The Elevations show placing two wall signs on the hotel's rental tower parapet walls. One sign shall be installed on each ofthe south and north fa~ades. Additionally, the east fa~ade will include ground signage at the main entry drive. The following describes the Variance Requests needed to accommodate the proposed site and building signage package. J Variance Request #3a: Wall Sign on South Fal(ade This Variance Request is to place a wall sign on the south fal(ade. The dimensions of the proposed sign will be 6'-0" in height and 60'-21/2" in length. The area ofthis sign will be 362 SQ. FT. This sign will be installed in lieu of the wall sign that would have been placed on the west fal(ade facing D.S Highway 31 per the zoning ordinance. This sign is a Freeway Sign. The distance of the sign from the street right-of-way is less than 200 feet. The building frontage is greater than 250 feet. Per Sign Chart B: Freeway; the maximum sign area for this sign is 100 SQ. FT. This Variance Request is to allow the area of this sign to be increased by 262 SQ. FT. and be placed on the south fal(ade. Variance Request #3b: Wall Sign on North Fal(ade This Variance Request is to place a wall sign on the north fal(ade. The dimensions of the proposed sign will be 6'-0" in height and 60'-21/2" in length. The area of this sign will be 362 SQ. FT. This sign will be installed in lieu of the wall sign that would have been placed on the east fal(ade facing Pennsylvania Street per the zoning ordinance. This sign is a Non- Freeway Sign. The distance of the allowable wall sign from the street right-of-way would be between 101 and 300 feet. The building frontage is over 300 feet. Per Sign Chart A: Non- Freeway; the maximum sign area for this sign would be 105 SQ. FT. This Variance Request is to allow the area ofthis sign to be increased by 257 SQ. FT. and be placed on the north fal(ade. Variance Request #3c: Double Sided Ground Signage at The Entry Drive This Variance Request is to place a double faced ground sign on the east fal(ade, at the main entry drive facing Pennsylvania Street. The dimensions of the ground sign will be 12'-0" in height and 8'-0" in length. The area of this sign will be 96 SQ. FT. The sign would be located in an intensely landscaped island that identifies the property's main entry drive. Per Sign Chart A: Non-Freeway; the maximum height of a Ground Sign of this nature, if permitted, is 6 feet in height. The maximum allowable sign area is 30 SQ. FT. This Variance Request is to allow the area of this sign to be increased by 66 SQ. FT. and be placed on the east side ofthe property at the main entry drive facing Pennsylvania Street. Variance Request Numbers 3a thru 3c provides a signage package that is architecturally compatible with the design ofthis facility. Each of the two longitudinal fal(ades of this hotel's rental tower, by design, provides a marquee panel on the parapet wall. Signage erected at the top of an eight-story building needs to be of a size that is legible when viewed from great distances. It is essential that the Renaissance Hotel be sufficiently identified by signage from all directions so that it can become a key element in the economic development and a major destination of this community. Additionally, the welcoming ground signage at the main entry drive from Pennsylvania Street aesthetically identifies the access to the property. The proposed signage package is critical to the success of this hotel in Carmel, Indiana.
