Variance Request
The following describes the Variance Requests that will be required to accommodate the development
plans for the proposed Renaissance Hotel in Cannel, Indiana. The project is located west of the
intersection of 122ND Street and Pennsylvania Street. Subsequent to each Variance Request identified
are associated portions of the Zoning Code. A description of the Variance Requests follows.
Variance Request #1: Reducdon in the Number of Required Parkin!! Spaces
Carmel Zoning Ordinance;
Chapter 27 Additional Parking & Loading Regulations; Article 27.01 Computation of Number
of Required Spaces; Item 27.01.03.
27.01.03 In the case of mixed uses, the parking spaces required shall equal the sum
of the requirements of the various uses computed separately.
Carmel Zoning Ordinance;
Chapter 27 Additional Parking & Loading Regulations; Article 27.07 Zoning Waiver.
27.07.01 The Commission may, after a public hearing, grant a Zoning Waiver of
the dimensional and quantitative standards of this Chapter, by no greater
than thirty-five (35%).

Variance Request #2;
This Variance Request is to provide a total of 400 parking spaces as shown on the Parking
Concept Plan. This represents 64 fewer parking spaces than the number required. The
calculation follows the criteria outlined in Chapter 27 Additional Parking & Loading
Regulations; Article 27.08 Amount of Parking Spaces Required. This represents a 13.8%
reduction from the required number of parking spaces, and falls within the allowable Zoning
Waiver.

The maximum number of Identification Signs permitted shall be one (1) sign
for each Frontage on a public street (not alley) with a maximum number of
three (3) signs for lots with three (3) or more Frontages. A building owner
with two (2) or more Frontages may elect to transfer a permitted sign from one
Frontage to another to permit no more than two (2) signs to be oriented to one
Frontage as follows: one (1) Wall or Roof Identification Sign and one (1)
Ground Identification Sign.

Variance Request #'s 2a thru 2c:
The proposed site and building signage package includes a total of three signs. The Elevations
show placing two wall signs on the hotel's rental tower parapet walls. One sign shall be
installed on each of the south and north facades. Additionally, the east facade will include
ground signage at the main entry drive. The following describes the Variance Requests needed
to accommodate the proposed site and building signage package.

Variance Request #2a: Wall Sign on South Facade
This Variance Request is to place a wall sign on the south facade. The dimensions of the
proposed sign will be 6'.0" in height and 60'.2 1/2" in length. The area of the sign will be
362 SQ. Fr. The sign will be installed in lieu of the wall sign that is allowed on the west
facade facing U.S Highway 31 per the zoning ordinance. The proposed south facing sign
has been considered a Non-Freeway Sign since it does not face U.S. Highway 31. Therefore
Sign Chart A: Non-Freeway is being used to determine the allowable maximum sign area. The
distance to the centerline of the sign from the U.S. Highway 31 right-of-way is over 300 feet.
The building frontage is greater than 300 feet. Using this criterion, the maximum sign area for
the proposed south facing wall sign is 150 SQ. Fr. This Variance Request is to allow the
area of this sign to be increased by 212 SQ. Fr. and be placed on the south facade.
Variance Request #2b: Wall Sign on North Facade
This Variance Request is to place a wall sign on the north facade. The dimensions of the
proposed sign will be 6'.0" in height and 60'-2 1/2" in length. The area of the sign will be
362 SQ. Fr. The sign will be installed in lieu of the wall sign that is allowed on the east
facade facing Pennsylvania Street per the zoning ordinance. The proposed north facing sign
has been considered a Non-Freeway Sign since it does not face U.S. Highway 31. Therefore
Sign Chart A: Non-Freeway is being used to determine the allowable maximum sign area. The
distance to the sign from the U.S. Highway 31 right-of-way is over 300 feet. The building
frontage is greater than 300 feet. Using this criterion, the maximum sign area for the proposed
north facing wall sign is 150 SQ. Fr. This Variance Request is to allow the area of this sign
to be increased by 212 SQ. Fr. and be placed on the north facade.

Variance Request #2c: Double Sided Ground Signage at The Entry Drive
This Variance Request is to place a double faced ground sign on the east facade, at the main
entry drive perpendicular to Pennsylvania Street. The dimensions of the ground sign will be
10'-0" in height and 8'-0" in length. The area of this sign will be 80 SQ. Fr. The sign will be
installed on a base that is 2'.0" in height and 8'.0" in length. The proposed east facing ground
sign has been considered a Non-Freeway Sign since it does not face U.S. Highway 31. Therefore
Sign Chart A: Non-Freeway is being used to determine the allowable maximum sign area and
height. The distance to the sign from the Pennsylvania Street right-of-way is less than 50 feet.
The building frontage is greater than 300 feet. Using this criterion, if a Ground Sign of this
nature is permitted, the maximum sign area is 75 SQ. Fr. and the maximum height is 6 feet. The
sign will be located in an intensely landscaped island that identifies the property's main entry
drive. This Variance Request is to allow the sign to be dimensioned as shown, the area to be
increased by 5 SQ. Fr. and the location to be on the east side of the property at the main entry
drive perpendicular to Pennsylvania Street.
Variance Request Numbers 2a thru 2c provides a signage package that is architecturally compatible
with the design of this facility. Each of the two longitudinal facades of this hotel's rental tower, by
design, provides a marquee panel on the parapet wall. Signage erected at the top of an eight-story
building needs to be of a size that is legible when viewed from great distances. It is essential that
the Renaissance Hotel be sufficiently identified by signage from all directions so that it can become a
key element in the economic development and a major destination of this community. Additionally,
the welcoming ground signage at the main entry drive from Pennsylvania Street aesthetically
identifies the access to the property. The proposed signage package is critical to the success of this
hotel in Carmel, Indiana.
