Docket No. 127-01 Z; U.S. Highway 31 & 146th Street PUD (Rezone) Petitioner seeks favorable recommendation of a rezone from the B-3 (Business) and R-1 (Residence) districts to a PUD/planned unit development district on 56.79 acres. The site is located at the southwest comer of US Highway 31 and East 146th Street. Filed by Paul G. Reis of The Reis Law Firm for the Lauth Property Group. Please refer back to the informational packets provided by the applicant prior to this meeting for greater detail. Several revisions have been made to accommodate the right-of-way and "Main Street" style of design. The Department has met with the applicant on several occasions to refine the ordnance language to confirm that it will yield the displayed building layout and design. To that end please see a final-revised copy of the Ordinance enclosed with this report. Additional notes: 1. The Department has engaged John Myers to review the Traffic Impact Analysis provided by the Developer and assist in determining the appropriate level of improvements: a. The plans illustrate that the right-of-way layout will accommodate reasonable access onto and off of US Highway 31 for future construction of connections by the State of Indiana. These areas will be reserved exclusively for future right-of-way or dedicated today to Hamilton County. . b. The applicant has illustrated that they will dedicate all necessary real estate within the bounds of the PUD to provide for the construction of Range Line Road. A separate exhibit shall be attached to the ordinance illustrating the areas to be dedicated and reserved pursuant to the adoption of the ordinance. c. The applicant has illustrated that they will construct improvements for Range Line Road between US Highway 31 and 146th Street as well as improvements to intersections and Range Line Road south of US Highway 31. The applicant has committed to the construction and timing of these improvements via language within the PUD ordinance 2. The Department has received a reforestation plan. Scott Brewer is in the process of reviewing this plan. The Department will have a report on this item at the meeting. 3. The Department has requested that the applicant provide an exhibit illustrating the program of signage proposed for the development. The Department recommends that the Special Studies Committee forward this item back to the full Plan Commission with a favorable recommendation after all comments and concerns have been addressed.
