Promised Visuals Have Not Been Provided At the 2/7/23 Commercial Committee Meeting, the Plan Commission asked the developer to provide a visual that shows how the proposed 5 story building would look from the Spring Lake Estates neighborhood. You can hear this request made at 53:30 (2) in the audio transcript. This visual would be most effective if it included the Medical Arts Building, Ritz Charles, Illinois Wall and the trees planned for in the just approved Tru Hotel Landscape Plan (1). This visualization hasn’t been submitted to the PZ-2022-00238 ADLS: Tru Hotel Carmel laserfiche folder as of 4/28/23. 2. Promised Parking Agreement Has Not Been Provided At the 4/10/23 Commercial Committee Meeting, the Plan Commission asked about a shared parking agreement document between the Tru Hotel and the Medical Arts Building. You can hear this request made at 12:30 (2) in the audio transcript. The developer promised to upload this document to thePZ-2022-00238 ADLS: Tru Hotel Carmel laserfiche folder. As of 4/28/23 this parking agreement hasn’t appeared. 3. Parking Sufficiency Problem Is Being Minimized During the discussion of parking sufficiency at the 4/10/23 Commercial Committee meeting, the parking problem was at times characterized as a shortage of 10 spaces. In our view, supported by images 1-3 below, 10 additional parking spaces won’t come close to meeting the additional parking that will be needed if a 5 story hotel is built. April 20, 2023 4:30 PM At the 4/10/23 Commercial Committee meeting the idea was suggested that the needed 10 parking spaces could be provided by having the Ritz Charles fleet of catering vehicles park off site. When you look at the magnitude of the parking shortfall in Images 1-3 above, then look at the number of spaces taken up by Ritz Charles catering vehicles in Image 4 below, those vehicles are just the tip of the parking problem iceberg. Moving them would help but would not fully address the problem. Image 4. Parking Spaces Occupied by Ritz Charles Catering Vehicles Homeowners and businesses have the reasonable expectation that nearby development proceeds in an orderly, planned for manner. Adding the parking demand from the proposed 5 story hotel into the situation shown in Images 1-3 above is unthinkable. Please do not approve the plans for a 5 story hotel until a document is produced that neighboring businesses and homeowners agree provides convincing evidence of parking sufficiency.
