Is there any wiggle room in the curbing requirement for this project? Mike McBride, in his review letter to Mr.
Ahluwalia, stated that all parking areas are to be curbed and paved including the existing area. The owner says that
the requirement to curb the existing parking will sink his project. He indicated that he might be able to curb the
existing parking at some point in the future. Kate is comfortable with the requirement to curb the new parking area
only since the drainage from the existing parking flows towards the new area. We are requiring that he install a storm
sewer inlet in the new parking area to provide an outlet for drainage.

Dear Mr. Ahluwalia:
The Engineering Department has reviewed the revised site plan for the 300 E. Main St. property.
All Engineering Department issues with the plans have been resolved and all requested revisions
have been included in the revised drawing. Therefore, the drawing submitted to this office on
March 12,2001 is approved.
The following remaining Engineering Department requirements must be satisfied prior to your
pre-submittal meeting with the City of Carmel Building and Code Enforcement:
. The OwnerlDeveloper must obtain one set of signed/approved drawings from the Engineering
Dept., which is to be maintained on the construction site at all times. If more than one
approved set is desired, please make the request to the City of Carmel Department of
Engineering.
. A Right of Way Permit and Right-of-Way bond is required for the project. The permit form
is available through this office. There is no charge for the permit, but a Right of Way bond is
required for work in dedicated street right-of-way. Please provide a Right-of-Way bond
(License & Permit type bond) in the total amount of $2,000.00. The bond amount is based
upon the number of instances of work in the right-of-way @ $2,000.00 per instance as
follows:
-Storm Sewer connection to Storm Sewer Manhole within right-of-way of 1 st Street NE.
The bond is to the City of Carmel in the amount of $2,000.00. The expiration date of the
bond shall be at least one-year from the date of issue of the bond.
. There will be no additional Availability Fees for this project because the existing Sanitary
Sewer and Water Connections are to be utilized. However a Sewer Permit will still be
required. The Sewer Permit is a requirement to obtain a Building Permit. The Sewer Permit
requires the designation of a Bonded Plumber/Excavator. This is the person who will make
the outside sanitary sewer connection from the new building to the existing lateral. I am
including a listing of current Bonded Plumbers/Excavators. If the contractor you wish to use
is not on our list, they may be added by providing a $2,500.00 Plumbers Bond (License &
Permit type bond) to the City of Carmel. The bond must have an expiration date of at least
one-year from the date of issue of the bond.

We have reviewed the site plan for the 300 E. Main S1. property that was submitted to this office on
February 14, 2002 and offer the following comments:
BONDING REOUIREMENTS
1. Upon initial review, it appears the following bonding requirements will apply to this project:
Street CutlRight of Way Permit and Bonding Requirements
Any work in dedicated right of way will require a Street Cut/Right of Way Permit and a License and
Permit Bond. The bond amount will be determined by the number of instances of work in the right of
way (curb cut, storm sewer work, etc.) @ $2,000.00 per instance. Open pavement cuts require the
approval of our Board of Public Works and Safety. If there are alternatives to open cutting, they are

PROJECT COMMENTS
2. All parking areas are required to be paved and curbed. The northernmost portion of the parking lot
should be curbed with a minimum 6-inch chair-back curb in order to prevent unapproved access to lit
Street NE.
3. A storm sewer inlet should be placed in the northwest comer of the parking lot to provide an outlet for
drainage in the parking lot. This new inlet should then be connected to the existing storm sewer
manhole at the northwest corner of the site within the lit Street NE right-of-way (T-junctions into the
City's storm sewer will not be permitted). Installation of this connection will require work with the
City's right-of-way and therefore will be subject to the Bonding Requirements listed above. Any
damage to the City's property (grass, plantings, sidewalk, curb/gutter, or pavement) must be repaired
prior to release of the bond
4. Water & sewer connections must be coordinated with the Camel Utilities Department.
5. A letter addressing the comments in this letter and revised drawing showing the required revisions
should be submitted to this office for final approval.
Please provide our office with a follow up letter and revised plans, indicating all revisions. If you have
questions, please contact Kate Weese or me at 571-2441.

We have reviewed the drawing submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Street and Right of Way - City of Carmel.
. Water, Sanital)' Sewer, Storm Sewer - City of Carmel.
3. Possible Board of Public Works and Safety Approval Requirements:
. Water and Sanital)' Sewer Availability.
. Commercial Curb Cut (if applicable). Please provide an exlubit that shows the location of the
curb cut and acell/decellanes if applicable; appropriate dimensions including drive width, overall
width at the street, acellldecel dimensions, radii, etc.; and location of existing opposing curb cuts,
if applicable. The exhibit should be 8 Y2 x 11 or of a size that can be reduced to 8 Y2 x 11 such as 8
Y2 x 14 or 11 x 17.
. Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
. Any permanent improvement to be installed within dedicated right of way.
. Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or right-of-way.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board. .
4. Water and Sanital)' Sewer Connection Fees:
. Connection Fees are based upon the average user factor tables from Section 9-35 (water) and 9-
200 (sanital)') of our Utility Ordinance. The Connection Fees are $1,310.00 per EDU for water
and $795.00 per EDU for sanitary sewer. Please provide this office the total square footage of this
facility. The Equivalent User Contribution Multiplier for offices is 0.5 EDUs per 1000 FT2. To
arrive at the total Connection Fees, multiply the number of square feet by 0.5 EDUs/lOOO FT2
equals the total number of ED Us. Multiply the total EDUs by the Connection Fee for water
($1,31O.00IEDU) and sanitary sewer ($795.00IEDU).
I am enclosing copies of our Average User Factors for Water and Sanital)' Sewers and our current
fee schedule. I have also highlighted the Average User Factors that apply to this development.
Note: Any deviation from the Connection Fee calculations listed in our Ordinance win require
Carmel Utilities and Board of Public Works and Safety approvals.

5. T AC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The
design engineer must certify all drawings submitted for final approval. This office will require five-
sets of approved drawings after all issues have been resolved. The drawings will be stamped approved
and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will
receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will
receive two-sets. Our Public Works Inspector will receive one-set and one-set will be maintained in
the Department of Engineering. If more than five-sets are requested to be approved, the additional sets
must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements will require a Consent to Encroach Agreement between the Owner/Developer and the City
of Carmel. This Agreement requires Board of Public Works and Safety approval. Installations within
dedicated right of way require separatec Board approval.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.
9. I am including copies of the following with this correspondence:
. Commercial Project Approval Procedures.
. Performance Release Procedure.
. Permit Data, Contacts, etc.
. Commercial Permitting Procedures.

building to avoid disturbances in the City of Carmel Right-of-way.
13. Please provide drainage calculations. We reserve the opportunity for further review and submission of
comments regarding drainage upon receipt of such calculations.

The above comments are based upon the Engineering Department's initial review. Please provide our
office with a follow up letter and revised plans, indicating all revisions. A second review will focus only
on revised items. It is critical that our office be made aware of all modifications made on the plans being
re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. If

Section 3. Any application to the BZA which involves land usage in any way shall be
sent to the Technical Advisory Committee (T AC) for its review and recommendations prior to
being heard by the BZA.
Section 4. Petitions not initiated by the BZA itself shall be accompanied by a non-
refundable filing fee as established by Ordinance.
