Resolved 27 1 CrossRoad Engineers Willie Hall 4/7/23 2:41 PM Changemark 701.01 The City of Carmel requires that all water leaving a site shall be treated by a stormwater quality management system consisting of a minimum of two different BMPs. The installed stormwater quality management system shall be capable of removing a minimum of 80% of the TSS. Per Section 3.1.4 of the drainage report, water quality treatment is being provided by the proposed Aqua Swirl water quality treatment unit and storage settlement sump in the underground detention vault. Annual sediment removal for BMP's selected from the Indianapolis SQU Selection Guide shall be based on NJDEP certified flow rates for the unit selected. See also ref #31 for the MTD sizing. Testing to establish the TSS removal rate for the storage settlement sump in the underground detention vault must be conducted by an independent testing facility. It appears, based on the calculations presented in the drainage report, that the 10-year flow into the proposed water quality unit exceeds the Max 10-yr On-Line Flow Rate of 2.30 cfs for the AquaSwirl XC-3. Per the HydroCAD stormwater modeling, the âPrimaryâ device (Device #1) should be the pipe leaving the outlet control structure, with the remaining devices (control orifices and emergency overflow [5.0' long Sharp-Crested Rectangular Weir]) routed to the primary device. There are also numerous discrepancies between the outlet control structure details on Plan Sheet C400 and the inputs found in APPENDIX F and APPENDIX G.
