I have met with representitives of Shiel Sexton twice already on site (including today). Site work has begun and they
plan to finish the temporary parking lot for this weekend. There have been tree preservation issues, but we are working

RE: Addition to Carmel Methodist Church, Landscape Plan Review
Dear Jeff:
I received the revised landscape plans on April 20, 2001. My comments on the current
plan mirror my comments made in the Technical Advisory Committee on January 17,
2001. My comments are as follows:
1. There are seven Pin Oaks (Quercus palustris) listed on the plan. Pin Oak is not a
successful species in this soil. It is subject to chlorosis (yellowing), dieback, and
plant death as specimens mature. Most other Oak species are good substitutes,
including White, Red, and Bur Oaks. Please choose an alternative species.
2. Shrub Burning Bushes (Euonymus alatus) that are planted in long rows, are
subject to severe mite infestations. The rows on the east side of the parking areas
need to be broken up into smaller segments. This can be done by planting
sections of a different species of shrub within those rows, or by selecting
alternative species, which are not subject to such insect pest pressure.
3. The construction of parking areas, and asphalt paving, so close to existing, mature
trees can produce a number of injuries that cause the decline and death of those
plants. Please submit a plan to me at this office, or details on a revised site plan,
that provide for the protection and preservation of the existing trees that are to
remain. Details for such a plan should include, but not be limited to, tree
preservation meetings with construction personnel, establishment of tree
protection fencing, root pruning methods that promote root regeneration,
fertilization and watering schedules, etc.

Section 3. Any application to the BZA which involves land usage in any way shall be
sent to the Technical Advisory Committee (TAC) for its review and recommendations prior to
being heard by the BZA.
Section 4. Petitions not initiated by the BZA itself shall be accompanied by a non-
refundable filing fee as established by Ordinance.

Notice is hereby given that the City of Carmel and Clay Township Board of Zoning Appeals, at its public meeting
on the 23rd day of April, 2000, at 7:00 p.m. in the City Council Chambers, 2nd floor of City Hall, One (1) Civic
