Landscape Plan Pursuant to Statement of Commitment
The homeowners of Kings wood and Sycamore Farm subdivisions and Lattice
Communications have reached an agreement regarding the specific details of landscaping,
mounding and fencing as provided in paragraph 5 of Petitioner's Statement of Commitments,
which Statement is a condition of approval by the Board of Zoning Appeals.
Overall Objective:
· To visually obscure the substation equipment, within a budgetary limitation of$80,000.
· Contractors for each phase have been screened and a recommendation will be made by
adjacent landowners, but Lattice will be the contracting party and all bills will be directly
presented to and paid by Lattice.
· In order to create some immediate coverage, an 8' fence is to be placed (where it is
physically possible) upon a berm 3.5 to 4 feet high. Because the top of the substation
equipment will still be in view, trees and other vegetation will be planted which will in
time grow tall enough to completely hide the equipment, as well as to soften the effect of
a straight line of wood fence.
Phase I: Mounding
· Mounds already exist on the north, east and west sides of the substation. Provided
drainage patterns can be maintained to the satisfaction ofCinergy PSI and adjacent
landowners, those on the north and east perimeters of the substation will be joined.
Drain tiles will be inserted through the joined mounds to maintain proper drainage.
· An additional mound approximately 300 feet in length and 3.5 to 4 feet in height will be
built on the south perimeter. Provided drainage patterns can be maintained to the
satisfaction of Cinergy PSI and adjacent landowners, it will be connected to existing
berms on the east and west perimeters, and drain tiles will be inserted to maintain proper
drainage. (See attached site plan.)
Phase ll: Fencing
· Approximately 1155 feet of 8' wood fence will be installed around the north, east, and
south perimeter of the Cinergy substation.
· The fence will be tied to the existing chain link fence at the entrance to the substation
.
and, on the southwest comer, to a homeowner's existing fence. (See attached site plan.)
· An 8' double gate will be installed to permit access for mowing and maintenance outside
the wood fence.
· Existing farm fence which presently marks the substation property line along the north
boundary will be removed for approximately 400' and the wood fence will be installed as
closely as possible to the property line while keeping existing trees intact.
Phase m: Vegetation
· Mounding and fencing are first priority and thus, the total amount of vegetation to be
installed will be determined after Phases I and II are completed.
· Vegetation will be installed between the wood fence and the property line, although
exception may be made if appropriate to obscure substation equipment and if Cinergy
and Lattice approve it.
· Because the primary purpose is to screen substation equipment, trees with dense year
around foliage are preferred, including Colorado spruce and Norway spruce.
· However, final selection of vegetation will be determined by consideration of what will
grow well (given existing shade line, drainage, and soil requirements), the preferences of
the adjacent landowner and the landowner's willingness to be responsible for watering
until the vegetation is established.
· Cinergy PSI will review final vegetation selection to avoid interference with existing
power lines and electric equipment.
· Regarding the entrance to the substation on Gray Road
· Vegetation which will make the entrance more visually attractive but will not
grow to interfere with existing power lines will be installed in front of the
existing chain link fence. Grassy areas between the chain link fence and Gray
Road may be seeded to thicken the existing grass.
· Parts of farm fence which stand alone in the grass strip between the chain link
fence and Gray Road (on either side of the sidewalk) will be removed.
Proposed Start and Completion:
Phase I: Start approximately July 1,2001, after installation of cell antennae and related
equipment.
Phase II: Start within 30 days of completion of Phase I.
Phase ill: Start in fall, approximately October 15,2001.
