Hello Ms. Ayers—
I live behind the proposed site for L'Etoile and have a number of concerns about the variances and this project.
1. The sidewalks and setbacks should be held to the proposed specifications. If the builder cannot accommodate
this with the current plans,then plans should be redeveloped. Smaller sidewalks will not mesh with the
walkability along main street from the Olivia to Downtown—and there is a safety concern walking that close to
the road.
This walking path should have continuity and class. Having 10% of the requirement is not acceptable.
This is greed. The project needs to be modified—not an expectation that the community should modify their
lives/walk close to the road and have an increased safety hazard.
2. The area has limited parking, especially in the summer months. Creating an apartment complex with retail and
not having adequate parking to begin with will not help the situation. Having 57% of required is not
acceptable. They should decrease the amount of units, not decrease the parking. This is greed—and the folks
who suffer are the ones living there.
3. There should be a landscape plan and clearance at the BACK of the project. We have to live next to this building
and there are patios/personal spaces facing the rear of this building/project. There is not adequate buffer.
It is unacceptable to not have a setback for us to live and be comfortable, without air pollution from car
exhausts and excessive noise.
Furthermore, it is ridiculous that the builder demolished the parking lot YEARS ago, creating an eyesore and dust hazard
to our neighborhood. In my opinion,this was done to strongarm Carmel to agree to anything to make the eyesore go
away. I have heard from my neighbors "I do not care, as long as that ugly demolished parking lot becomes something. I
am sick of the mess.". This is not the reason to have something built. We will be stuck with the finished product, and
this could decrease our property value if the right business is not located in this property.
The right business/project would be something no taller than the Big 0 Complex and compliments the existing
landscape,while filling a void for needed businesses in the area. MORE apartments and limited parking are NOT
needed. "We Work"offices spaces for rent is NOT needed.
Entertainment venues need to be monitored so we do not have a "GOAT" situation to contend with down the road.
