TECHNICAL ADVISORY COMMITTEE
JANUARY 19, 2000
Members present were: Laurence Lillig, Terry Jones, DOCS; Stan Puckett and Gary

Maebeck Commons Subdivision (PP)
Petitioner seeks approval (Primary Plat) for 12 residential lots on 61.468 acres. The site
is located on the northeast corner of West 141st Street and Towne Road. The site is zoned
S-1/Resiential (Very Low Intensity) and is being developed as a Qualifying Subdivision
under ROSO.

In attendance: Brian Newman, Joe Sharp of Paul I. Cripe; Neal Smith and Steve Pittman
of Pittman Partners. Overview: Steve Pittman: 122 homesites on 61.4 acres, western
Clay Township. Joe Sharp: Sanitary sewer hook up with development to the east
(Saddle Creek) also gas and water; tile on site--part of Anson drain, drains southern
portion of site under 141st Street, continues under 131st ultimately goes to Williams
Creek. Utilities available.
Comments:
- Indiana Gas, Mary Shultz states gas line stops at 141st & Ditch--would have to
extend for service. Gas Co. will do calcs for service.
- County Highway, Steve Broermann sent comment letter, petitioner has no
questions. No traffic study--Pittman to contact adjacent property owners for
passing blisters. Steve Broermann says Highway Dept. will be meeting to discuss
adding a left turn lane and building everything on Pittman's side.
- County Soil & Water, John South sent comment letter--petitioner is relocating
drainage way at north end--John South sees no problem. Infrastructure adequate
for future drainage and development? Joe Sharp says anything existing or
functioning will be connected or re-routed; will use common area for storm water
infiltration. Joe Sharpe will meet with John South. Drainage outlet is a concern--
pasture field to south not adequate storm water outlet for this development. Open
space should be planned--reforested, meadow, etc., rather than just grass made
into an amenity.
- Carmel Fire Dept., Stan Puckett sent comment letter.
- DOCS, Laurence Lillig will furnish landscape comments. Ordinance requires
minimum of 8 foot multi-use path. Examples of housing types will probably be
asked for at Plan Commission meeting, also examples of building materials.

Springwood Subdivision (PP)
Petitioner seeks approval (Primary Plat) for 6 lots on 13.13 ares. The site is located
northwest of the intersection of West 106t Street and Spring Mill Road. The site is zoned
S-2/Residential and is being developed as a Non-qualifying Subdivision under ROSO.
Filed by Gregory L. Rasmussen of Weihe Engineering for SCM Develoment.
In attendance: Greg Rasmussen of Weihe Engineers; and Duane Haley, SCM
Development. Project is north of 106th Street, on west side of Spring Mill--6 lots with
private, loop drive--gated community. Sanitary, storm, streets to be installed; otherwise,
nothing to be disturbed except individual lots for construction of residences. Underlying
zoning is S-2.
Comments:
- Indpls. Water, Pam Waggoner states 20 inch main on Spring Mill Road;
hydraulics ready.
- Indiana Gas, Mary Shultz states gas available in area.
- County Highway, Steve Broermann sent comment letter. Private street--radius
on turn is 58 feet to center line. County requires variance for street center line.
County Engineer not in favor of planting island--can create confusion as to entry.
Petitioner states island will be behind gates--gates will be out of right-of-way.
- County Surveyor, Andy Conover states Steve Cash sent review letter.
Recommend regulated drain subdivision. Under drain along street to provide
outlet for sump pumps. RCP to be extended to drain rather than outletting.
Another review letter forthcoming.
- County Soil & Water, John South sent review letter; encourage petitioner to
show 100 year flood elevation for Williams Creek; recommend drainage way
through site be maintained mostly as is today. Drainage way to be defined.
Petitioner trying to disturb as little as possible. More detail requested. Side
ditches rather than curbs, allow water to flow naturally off site rather than
proposed system. Each lot should have sub-drain access.
- Carmel Fire Dept., Stan Puckett sent comment letter. How is gate to be handled
for emergency traffic? Petitioner states a knocksbox will be installed. Parking on
street? If so, emergency access severely restricted. Streets are 18 feet back-to-
back, 14 feet asphalt. Stan will contact petitioner with recommended street width
measurements.
- DOCS, Laurence says most comments apply to waivers. Wall is 42 inches;
anything over requires BZA approval.
Fairgreen Trace, Phase II (PP)
Petitioner seeks approval (Primary Plat) for 24 lots on 10.65 acres. The site is located
northwest of the intersection of East 116th Street and South Range Line Road. The site is
zoned R-1/Residential and is being developed as a Qualifying Subdivision under ROSO.

Overview: Roger Ward of Roger Ward Engineering. Phase I currently under
construction. Proposal is for 24 lots on 10.7 acres located at 116th Street and South
Range Line Road. Property is zoned R-1--to be developed under Open Space Ordinance.
Comments:
- Indpls. Water, Pam Waggoner no comment
- Indiana Gas, Mary Shultz--Crossman community--Trinity Homes. Gas in first
section, can serve second section as well.
- County Surveyor, Andy Conover for Steve Cash, review letter sent. Will send
additional comments after receipt of plat.
- County Soil & Water, John South sent comment letter. Vegetation of soils and
wetlands in area are suspect--delineation work done? Petitioner responds in the
affirmative. Plan is not to disturb more than point one acre of wetland and utilize
as part of stormwater detention. South would encourage more of area to be used
as detention. Drainage outlet from pond--unsure of where it is shown. Petitioner
says existing culvert will be tied into outlet closest to pond. Existing
infrastructure should be shown more clearly. South recommends drainage
improvements for Block A along 116th Street. Suggest rear yard swale across lots
44 and 45. Show more drainage for rear of lots.
- Carmel Fire Dept. Stan Puckett sent comment letter. Requests petitioner install
additional fire hydrant on lot 56; otherwise OK.
- DOCS, Laurence Lillig sent review letter. Minimum of 50 foot frontage--waiver
for subdivision lot frontage. 20% open space required, 40% being provided. Tree
removal requires official waiver under ROSO modification. Petitioner has
allowed a 40 foot right-of-way in loop road--petitioner can provide 50 feet, but
was trying to save trees.
- City Engineer, Dick Hill will defer and talk to Kate Boyle-Weese about road and
saving trees. Waivers to be approved by Plan Commission. Dick Hill included
requirements for subdivision in letter; easement for sanitary sewer needed. Outlet
for detention--into existing culvert and storm system.
Treesdale Subdivsion (PP) & SP)
Petitioner seeks approval (Primary Plat) for 21 lots on 39.360 acres. Petitioner also seeks
approval (Secondary Plat, Section 1) of 10 lots on 27.161 acres. The site is located
southeast of the intersection of West 106th Street and Towne Road. The site is zoned S-
1/Residential (Very Lot Intensity) and is being developed as a qualifying Subdivision
under ROSO.

Overview, Adam DeHart; Dick Carriger also in attendance. Project will include two
sections; petitioner is requesting primary plat approval plus secondary plat approval on
section I only at this time--section II is a distant future date. Section 1 utilizes horse farm
on site. Petitioner in process of reconstructing legal drain on middle of site. Major
concern with on-site and off-site/both up-stream and down-stream drainage being
corrected. Indiana Gas pipeline in middle of property; two streets crossing--also Storm
water outlet from Common Area Pond A to Common Area Pond B.

Comments:
- Indpls. Water Co., Pam Waggoner reports no hydraulics yet. Water Co. has 16
inch main on Towne Road; as long as dead end is at temporary cul-de-sac, will be
a minimum of 8 inch main.
- Indiana Gas, Mary Shultz, petitioner will contgactg Jim Scott directly.
- County Highway, Steve Broermann received revisions--looks OK, but will
review further.
- County Surveyor, Andy Conover for Steve Cash--no review letter sent as yet.
- County Soil & Water, John South sent comment letter, indicates soil condition
normal--does not recommend basements in poorly drained soils. Recommend
each lot have access to subsurface draining. Regarding Finch & Jessup drain and
proposed design--obviously a big change and probably for the better. Accepting
100 year storm--ponds are oversized, mostly for aesthetics. All Wells on site to
be capped properly according to county and state codes. Recommend all existing
buildings and improvements be removed from site--not buried on site.
- Carmel Fire Dept, Stan Puckett sent comment letter. Gated community?
Petitioner says not at front entrance--private drive at rear will be gated. Petitioner
to work with County Sheriff. Will utilize knocksbox.
- DOCS, Laurence Lillig, most concerns addressed. Docket No. 44-00 PP.
Sidewalks within right-of-way--petitioner will coordinate with Steve Broermann
regarding width and location; sidewalks to be at least one foot off the right-of-
way. Require 8 foot concrete sidewalk with bike paths on both sides of street--
bike path to be asphalt. County is currently looking into adding left turn lanes
rather than passing blisters and building everything on development side of
property; for this size of development, it would come into play.
Carmel Science & Tech Park, Block 7, Lot 1 (PP Amend, SP, CA, DP/ADLS)
Petitioner seeks approval (Primary Plat Amendment, Secondary Plat, Commitment
Amendment, Development Plan and Architectural Design, Lighting, Landscaping &
Signage ) to construct a 98,323 square foot headquarters for MISO Corporation on
10.592 acres. The site is located on the northwest corner of West Carmel Drive and
South Guilford Road. The site is zoned M-3/Manugacturing.

Present: Joe Scimia, attorney, representing Kennan Investment Partners. Developer
constructing project for end user. Also present: Anthony Kloody of Keenan Investment
Partners; Ray Driscoll of Midwest ISO; Eric Penland of American Consulting, Inc.; and
Pete Vreeland of Robert E. Land, Inc. Building is approximately 90,000 square feet for
MISO on portion of Block 7, lot 1 in Carmel Science and Technology Park. Will be split
in two parcels by City Center Drive. Petitions on file to allow: access off Guilford; final
plat; amended primary plat; petition for Commitment Amendment and ADLS approval.
Comments:
- City Engineer, Dick Hill says area in Indianapolis Water and Clay Regional
Waste. Board of Public Works approval required for commercial curb cuts
Secondary Plats. Plan Commission and Board of Zoning Appeals approval

required prior to approval by Board of Public Works. Performance Guarantee to
be posted before BPW approval. Street cut right-of-way permits and bonding
requirement permits. Performance and maintenance bond required for sidewalks
and paths. Entrance on City Center Drive--44 feet in width is excessive--require
36 feet. Guilfod Road entrance approval required by Board of Public Works.
Would support location of second entrance--approval required by Board. Request
petitioner coordinate construction on City Center Drive with City Engineer. Issue
with upgrade on pipes from 18 o 24 inches--may cause overburden on existing 24
inch pipes--request be left as is and modify detention area. Request more detail
on accel/decel construction method. Existing curb inlet to be relocated.
Coordinate all lane restrictions through City Engineer's office.
- Indpls. Water Co., Pam Waggoner states 12 inch main on Carmel Drive. Any
private lines to go through Mark Schokley at IWC for approval.
- Indiana Gas, Mary Shultz states gas in area and can serve.

- County Surveyor, Andy Conover for Steve Cash--Steve sent review letter.
Steve Cash will send additional letter on Secondary Plat.
- County Soil & Water Conservation, John South sent comment letter; John has
been working with Alan Hettahogie? with some detail changes. Petitioner is
incorporating riprap change, will send new comment letter after revised plans are
received.
- Carmel Fire Dept., Stan Puckett sent letter requesting knocksbox . Request
relocation of fire hydrant and siamese hookup at south side of building. Petitioner
states he has aligned inset ramp with sidewalk for access.
- DOCS, Laurence Lillig requests clarification of final acreage area after all
rights-of-way have been dedicated. How does right-of-way dedication along
Carmel Drive affect sewer and utilities? Road through block 7 will be City
Center Drive--not Adams Street. Change dates on certificates to reflect 2000.
Steve Engelking will be signing off on final plat. Petitioner says final lot will be
9.299 acres. Landscape review delivered today. Samples of materials to be
shown as well as adjoining properties and how proposed development fits in with
existing. Project does not require any waivers or variances.
Village of West Clay, section 10011 (SP)
Petitioner seeks approval (Secondary Plat) of 5 lots on 3.858 acres. The site is located
southeast of the intersection of West 126th Street and Towne Road. The site is zoned
PUD/Planned Unit Development.

Village of WestClay, section 15003 (SP)
Petitioner seeks approval (Secondary Plat) of 4 lots on 5.025 acres. The site is located
southeast of the intersection of West 131st Street and Towne Road. The site is zoned

Overview: Keith Lash of Schneider Corporation. These two sections adjoin existing
sections. Most of infrastructure is in place. Have received some comments. Plans to be
revised.

- County Highway, Steve Broermann, comment letter regarding section 10011,
disregard comments on non-access easement along Meeting House Way.
- County Surveyor, Andy Conover for Steve Cash--Keith Lash will send revised
plans after comments received.
- County Soil & Water, John South regarding section 10011--grades along Hoover
Rd—plans do not make sense; looks like a depression along south end near
eyebrow--Keith will look at. John South states grades are suggesting that water
drains into Hoover Road from Blackford Street, goes nowhere from intersection.
Meeting House Road low enough to accept drainage from rear of lots? Keith says
yes. John South suggests providing grade for roadside ditch; sediment control
practices needed for swale going north. Section 15003 -- drainage improvements
needed along County road. Keith states probably will be a roadside swale and
plan for 131st Street is curb and gutter--addressed in another set of plans.

- DOCS, Laurence Lillig--Section 10011, some overlapping problems on
secondary plat. Residences on lots 828 through 830 oriented toward Blackford--
Laurence requests non-access easement. Dates to reflect 2000. Section 15003 and
10011, Permitting Dept., Information Services Dept. and Communications Dept.
have problem with "eyebrows;" request addressing off Hoover Road rather than
treated as separate street. Petitioner to contact Bill Akers of Communications
Dept and Ryan Peercy of DOCS.
Lakes at Hazel Dell, Section 3 (SP)
Petitioner seeks approval (Secondary Plat) of 15 lots on 5.472 acres. The site is located
southeast of the intersection of East 126th Street and Hazel Dell Parkway. The site is
zoned S-1/Residential.

Petitioner seeks approval (Secondary Plat) of 16 lots on 7.748 acres. The site is located

site sewer--request easement--Plat approval will be done at same time. Will need
easement for eastern portion of sanitary. Show drainage patterns on common
area. Council requests special signage for bike paths. Accel/decel lane closures
to be coordinated with Engineer's Office.

names--requested this day. Section 3 & 4, lots 89, 90, 101 and 102 need waivers
do not meet minimum of required 50 foot road frontage. Address for lot 84 is not
correct. Change certificates to year 2000. Request Subdivider Agreements.
Fidelity Keystone Office Park (ADLS)
Petitioner seeks approval (Architectural Design, Lighting, Landscaping & Signage) to
construct two, two-story, 41,428 square foot office buildings on 4.386 acres. The site is
located northwest of the intersection of East Carmel Drive and Keystone Way. The site is
zoned B-8/Business.
Filed by David Huffman of CSO Engineers for Equicor Development.
In attendance: David Huffman, Andy Guljas and Bob Olson of CSO Engineers; Greg
Small, Mark Zukerman, Christopher Day and Dann H. Small of Equicor. Property is
located just north of Carmel Drive and Keystone Way. Project consists of two office
buildings, (two stories) 312 space parking lot entered through Keystone Way and a
proposed, connecting existing drive from 4 story office building. Site construction plans
dated 12-20-99 delivered to TAC members. Plans have been revised to reflect new
building entrance, new location for trash dumpster. Grading plan revised to include
clean-out for underground detention. Site utilities plan--revised to reflect comments from
fire dept.; requests fire hydrant be re-located. Knocksbox OK. Directly connecting to
manholes.
- Comments:
- City Engineer, Dick Hill/Craig Parks sent comment letter. Access drive onto
Carmel Drive to be reconfigured in conjunction with Steak 'N Shake across the
street. Drainage concern between McDonald's and Illusions--outlet may not be
adequate. Petitioner states aligning will appear on Sreetscape plans that CSO is
preparing for Carmel Drive. Loop Road may be a possibility. Additional parking
allows for allocation of loop road and does not affect location of buildings. Craig
states loop road is not a done deal--petitioner to be aware.
- Indpls. Water, Pam Waggoner not in jurisdiction
- Carmel Utilities, Paul Pace concern with distance between building and existing
water main;. Petitioner states it is not on their property. Petitioner to meet with
Utilities regarding line sizes for domestics. Petitioner doing mechanical design.

- Carmel Fire Dept., Stan Puckett approves of fire hydrant location. Sprinkler
siamese on both buildings should be on same island by hydrant.
- DOCS, Laurence Lillig--petitioner did not receive landscape review letter.
Property to southwest, one story bank--not affected. Property has NO frontage on
public street. Petitioner states property has ingress/egress easements. Lighting
along south property line brighter than normal. Plan Commission requests sample
of building materials and context with surrounding properties.
Providence at Old Meridian (DP)
Petitioner seeks approval (Final Development Plan) to construct a commercial/residential
Planed Unit Development on 28.4 acres. The site is located northeast of the intersection
of West Carmel Drive and Old Meridian Street. The site is zoned PUD planned unit
Development.
Filed by Lynette Williams of Buckinghm Properties, Inc.
In attendance: Bill Bauer and Bill Keevern, Metro Construction, Bob Tyler, Mid-States
Engineering, and Lynnette Williams of Buckingham Properties. Overview: Lynnette
Williams. Final Development Plan approval on 510 apartment homes in phase I, 330
homes in phase II. Construction plan approval for entire development being requested.
Development is a Planned Unit Development.
Comments:
- City Engineer, Dick Hill/Craig Parks would like to meet with petitioner to go
over some concerns. Offsite storm sheet requested. Will provide comment letter.
Will require Board of Public Works approval for sewer availability. Commercial
curb cut required. Minimum width on public street, 18 feet with median curb to
curb--access to commercial parcels should be public. Laurence or Terry to be
included in meeting.
- Indpls. Water Co., Pam Waggoner requests updated drawings. Property gone
through annexation. Developer would rather go with PVC pipe as required by
IWC. Carmel water requires ductile iron.
- County Surveyor, Steve Cash states property is in Fertig watershed and outlet
request permit is required. Request drainage calcs. Petitioner to address
allowable discharge rate. On-site storm requirements to go through City
Engineer's office.
- County Soil & Water, John South sent letter to Mid-States. Issue: Wetlands on
site--request more information. Plans so not show drainage improvements for
north and south outlots. Commercial outlots. Swale along north peroperty line is
extremely deep; petitioner to consider another storm inlet along swale 55? May
not work as clean as shown on plan. Trees on property--John South is
disappointed that more are not planned for saving. Erosion control--recommend
additional perimeter protection along south property line west of proposed
detention pond. Recommend showing seeding for lawn and building pads.

Erosion to cover all disturbed areas, phase I or phase II. Petitioner to show
construction entrance.
- DOCS, Michael Hollibaugh requests landscape plan to overlay on top of utility
plan. Legible plan. Tree preservation plan to be submitted.
- Carmel Fire Dept., Stan Puckett/Gary Hoyt sent review letter. Requests
additional fire hydrant at Georgetown and Providence Boulevard. Width of south
entrance questionable. Fire Dept. would like to be included in meeting with
petitioner and City Engineer. Location of sprinkler hookup? Petitioner will
submit drawings for siamese hookup location. Knocksbox requested. Building
will be secured.
- DOCS, Laurence Lillig, Dept. would prefer entrances be public. Elevations
received and detailed plans. Request revised drawings based on TAC comments.
Marriott Suite Hoteld (DP/ADLS)
Petitioner seeks approval (Development Plan and Architectural Design, Lighting,
Landscaping & Signage) to construct two hotel buildings totaling 166,000 square feet on
8.070 acres. The site is located in the 11800 block of north Pennsylvania Street. The site
is zoned B-6/Business within the U.S. 31 Overlay Zone.
Filed by Elizabeth Hobbs of REI Investments for Meridian Mile Associates.
In attendance: Dave Sexton, Schneider Corp., MikeWells and Liz Hobbs of REI
Investments. Project is located at 11800 North Pennsylvania and will consist of two hotel
buildings. Property is in the US 31 Overlay Zone.
Comments:
- Carmel City Engineer, Dick Hill/Craig Parks state that project is Indpls.
Water and Clay Township Regional Waste. Project is in watershed of Fertig
Drain. Indirect outlet permit required. Board of Public Works submission
required, also Plan Commission or BZA approval. Bonding required for any
work donw in right-of-way. Storm sewer outlets rathern than detention area.
Right-of-way is part of purchase.
- Indianapolis Water, Pam Waggoner states 12 inch main on west side of
Pennyslvania. Drawings to be submitted to Marck Schockley, customer service.
- County Surveyor, Steve Cash states property is in Fertig drain. Requests
drainage report. Permit form required and fee.
- County Soil & Water, John South requests silt fence installed during earth
moving, then taken down.
- Carmel Fire Dept., Stan Puckett sent review letter. Sprinkler hookups and
knocksbox to be looked at.
- DOCS, Laurence Lillig states property may be a subdivision under new
definitions as of January first. U.S. 31 corridor has specific lighting requirements,
point one foot candle at residential property and poine 3 at commercial property.
Use Variance required for cooking facility. Landscape plan to be reviewed. Plan
Commission currently requesting samples of building materials for ADLS and
map of overall area and how proposed use relates to adjacent properties.

McDonald’s (ADLS)
Petitioner seeks approval (Architectural Design, Lighting, Landscaping & Signage) to
construct a 4,053 square foot McDonald’s Restaurant on 1.8 acres. The site is located at
750 East Carmel Drive on the site of an existing McDonald’s Restaurant. The site is
zoned B-8/Business partially within the SR 431 Overlay Zone.

Asherwood Golf Course (SU)
Petitioner seeks approval (Special Use) to expand the existing Ahserwood Golf Course
onto the adjoining 14.4 acres. The site is located at 9950 Ditch Road. The site is zoned
S-1/Residential.

Jim Nelson, general introduction of project. Aerial photograph of Simon home and
adjacent real estate. Home includes golf course--private to the Simons. Adjacent
acreage acquired to expand existing golf course--restricted play--private course.
Comments:
- County Highway, Steve Broermann submitted comment letter from County
Highway. Curb cut application to County Highway required. Petitioner is
making application and will meet with County Highway.
- County Sureyor's Office, Steve Cash has not yet reviewed plans. Will send
comment letter next week. No major concerns anticipated. Drainage reports not
received with plans. Regulated drain relocated around lake. Easement location--
no trees to be located on top of storm pipe. Deerfield regulated drain.
- County Soil & Water, John South sent comment letter to Dwayne Scherer. Most
comments relate to detailed erosion control plan, county drain at location--
question how and if ground water extraction affects adjacent areas. Melvin
Simon is with City Water rather than wells. Drainage plan, clubhouse and
parking lot elevated from existing grade and blocks naturally drain from lots in
Deerfield Estates. Deerfield lot 32, same situation—current overland flow being
blocked and piped. Duane says will be addressed.
Drainage being blocked on west side. Petitioner to make sure existing wells are
abandoned properly.
- Carmel Fire, Stan Puckett sent comment letter.
- DOCS, Laurence Lillig--is golf course to remain private? Size of parking lot?
All bricks to be removed? Petitioner uncertain. Nola Albrecht, landscape
architect, to address concerns to Michael Hollibaugh. Laurence requests final
drawings. 40 foot one-half right-of-way on Ditch Road, petitioner to meet with
County Highway Dept. and keep DOCS apprised of meeting results.

Rose Walk on Main (SU, V)
Petitioner seeks approval (Special Use and Variance) to establish two, one-story
office/retail buildings and five multi-family residential buildings on 4.70 acres. The site
is located southwest of the intersection of West Main Street and South Guilford Road.
The site is zoned B-3/Business.
Filed by Steve A. Pittman of Pembroke Place LLC.
In attendance: Steve Pittman and Neal Smith of Pittman Partners. Property located on
Main Street between Key Bank and Cornerstone Properties building. Project will include
office/retail. Petitioner will appear at BZA next Monday. Variances required for building
setback, height, rear yard setback, 2000 square feet of lot area per dwelling unit and
reduction in parking requirements. Paul I. Cripe is engineer.
Comments:
- City Engineer, Dick Hill/Craig Parks have not received plans.
- County Highway, Steve Cash no comment (within City jurisdiction)
- DOCS, Laurence Lillig, B-3 requires no ADLS public hearing. Once
engineering done on site, petitioner will return to TAC.
