(.) () '" VILLAGE OF WEST CLAY ~ Report on Water Distribution, Sanitary Sewer and Storm Sewer Syo; 1. Water Distribution The potable water to the site will be provided by the Indianapolis Water Company (IWC). Connections onto the existing mains will be made at the following location: . A 16" main will be extended from it's current location at the intersection of Ditch Road and 13151 Street. The new 16" main will run along our site's frontage on 13151 Street, and will be stubbed at our Westernmost boundary for future extension by others. . A second 16" main will be tapped and extended from the West, from it's terminus within the Laurel Lakes Subdivision on 1261h Street. . A 12" main will be tapped and extended the Irsay Horse Arena on 136th Street. . Another 12" main will be tapped within the existing Claridge Farm Subdivision, and a 12'i main will be extended through our site. . An 8" main will be tapped at the Laurel Lakes Subdivision entrance on Towne Road. Preliminary hydraulic computations have been completed by IWC, and working in conjunction with our estimated development of each section within the Village of West Clay, we have developed a plan that ensures adequate pressure for fire fighting capabilities at all times during the build out and beyond. Approval for the extension of every water main will be required from the Indiana Department of Environmental Management, and all mains will be designed and installed in accordance with IWC rules and regulation. 2. Sanitary Sewer Sanitary sewer effluent for the site will be accepted by the Clay Township Regional Waste District (CTRWD). A lift station is proposed along the Eastern boundary ofthe site which, initially, will pump effluent via a force main into the existing lift station located in the Claybridge Subdivision, East of Clay Center Road. Pursuant to discussions and as part of the joint design with the CTRWD's consultant, Sam Moore and Associates, it is intended that as the Village of West Clay builds out, the force main will be disconnected from the Claybridge lift station and routed to an existing 18" interceptor located in Springmill Road. ~-' ';0 Q U ~ lRl~t~~~~ Two additional lift stations are proposed with the Village of West Clay to serve are hi~C 11 1999 cannot be served by gravity sewers. One will be placed within the development kno s HighDOCS Grove which is located to the east of Hoover Road and south of Claridge Farms Deve ent. The High Grove development shall have a gravity line extended to the eastern boundary Village of West Clay for connection. It will serve the Southern third of the project, and will pump North into the gravity system described above. The station is temporary in nature, and will be taken off line upon extension of the interceptor proposed to the South and East shown in the CTRWD's master plan. The second station is also temporary, and is located along the project's Westernmost boundary near 126th Street. The station will also pump to the gravity sewers to the East, and it serves the portion of the project located West of Towne Road. Approvals for the design and construction of the sanitary sewers must also be obtained, in addition to the CTRWD and it's consultant, from the Indiana Department of Environmental Management. 3. Storm Sewer The surface runoff on the site will be conveyed by a system of swales and pipes to a network of retention lakes within the Village of West Clay. In accordance with the requirements of the Hamilton County Surveyor's requirements, the retention lakes will provide storm water management control in order to restrict the discharge rates onto the site's various outfall points. The discharge points for the site are as follows: . Elliot Creek; which traverses the site along the Northern third, then crosses 13151 Street and leaves the site just East ofthe existing 8.5 acre lake on the Perez parcel. . Claridge Farms Legal Drain; which was sized per the County Surveyor's calculations, to accept a 146 acre drainage area that lies within the boundary of the Village of West Clay. Connection onto the Claridge Farm drain will be made at an existing 36" concrete pipe just South of the existing mound bordering the Perez property, and will address drainage problems evident at that location. . Clay Creek; Which traverses the site along the Southern third, then crosses Hoover Road near the proposed common area South of Claridge Farm entrance. . Brendle Legal Drain; which flows along the site' s Western boundary, then crossed 126th Street West of Towne Road. It is the intent that all main storm sewer lines and all lines interconnecting lakes and serving as outlet points be petitioned to be accepted by the County Surveyor as regulated drains. A limited portion of the storm sewers that serve to drain rear and side yards may remain within the maintenance jurisdiction of the project's homeowner's association; however, most storm sewers and all retention lakes will be maintained by the County Surveyor. Subsurface drains, or pavement base drains, are proposed to be installed under the street curbs, in order to provide an #''''':rP>'o' .. .; .. w u "'tI ! outlet point to home sump pumps, and in order to intercept groundwater seepage all re fi~~9 and compromising the pavement stability. .?\ DOCS 4. Erosion Control During all phases of the construction the Site General Contractor and all Subcontractors shall exercise measures to prevent the erosion of soils due to the action of water and wind. All erosion and sediment control measures shall be implemented prior to earth moving activities. The proposed detention area along with any swales shall be constructed first. The detention area and outfall structure must be complete and operational prior to the placement of any impervious surface. Sediment in run-off water shall be trapped by the use of such methods as debris basins, siltation sumps and silt fences until the disturbed area is stabilized. These shall be in place before any land alterations/grading. Trapping devices shall be periodically inspected during dry periods and after each rainfall event by the Site Contractor. Trapping devices shall be replaced if determined to be incapable of performing intended function of sediment trapping. . , ' The Contractor shall have available on the construction site awater source capable of applying water to dry exposed soil in order to prevent wind erosion.
