Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00096 PP/SP: Robbins Minor Subdivision Docket No. PZ-2023-00065 V: UDO Sec. 2.08: 100 ft. Min Lot Width required, 20 ft. requested The applicant seeks minor subdivision plat approval and variance approval to split 1 parcel into 4 residential lots. The site is located at 11400 Westfield Blvd. and is zoned R- 1/Residential. Filed by Andrew Wert with Church Church Hittle and Antrim on behalf of Kevin Silvius. Andy Cash, with owner and developer Kevin Silvius and Andy Wert. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn is in the process of reviewing and his only comment will be a 10-foot multi-use path is required along Westfield Blvd. Will be submitting comments on ProjectDox. Mr. Cash asked Mr. Littlejohn to walk him through the process for the two options on the path: Constructing the path or contribution for city/sidewalk funding. Mr. Littlejohn commented and said that the three options are: build the path, contribute to non-reverting Thorofare fund, or request a variance. The Planning and Zoning department usually doesn’t support variances of that nature. For the contribution to the Thorofare fund, they would submit Engineer’s estimate for cost of design and construction of the path and contribute it to the Engineering department to deposit into the Thorofare fund. Mr. Littlejohn believes it would be best if the path was constructed with the project, because of the proximity to Central Park’s path. It would be a small connection from the subdivision to the existing path at the entrance of Central Park and this would be the last segment between the new development at 116th, and then the missing gap that would have to be filled. He believes it would be best to build the path now, but it is up to discussion. Mr. Cash agreed that the point of connectivity with the proximity of the park, but the issue with looking at the right of way and the existing grades, it will be difficult to put in without significant improvements. They are still discussing this internally. Mr. Cashed asked at what point did they needed to provide an answer on the path and if it was part of the variance or the primary plat approval or a final development item. Page 2 of 2 City of Carmel Technical Advisory Committee May 17, 2023 Mr. Littlejohn said it was something to be discussed at one of the approval processes. The contribution to the non-reverting Thorofare fund is supposed to match the cost to construct the path. If drainage issues increase costs, then that should be included in the estimate to build the path. Mr. Cash said there will be some cuts and fills to provide some drainage to the lots, and construction of retention area and stormwater management area. They do not have that contractor on board at this time so they will need to interact with those groups to get a better understanding of those costs and the engineer’s estimate. Darren Mindham – City of Carmel Landscaping - A few minor comments on the plant species and sizes. Mr. Cash read the comments and agreed on the proper plant species that are in alignment with the city standards. They had chosen one specific species that was not allowed, and they will swap that out. They are putting native grasses in the BMP area. Dave McCoy – City of Carmel Addressing - Mr. McCoy came up with preliminary addresses for these three new lots. Lot 2 would be 11390 Westfield Blvd. Lot 3 would be 11410 Westfield Blvd. Lot 4 would be 11420 Westfield Blvd. Ryan Murt – City of Carmel Street Department - No comments on this project. Alex Jordan – City of Carmel Engineering - Finishing up his review today. Making general notes on section 102.05 on the stormwater technical standards is provided on the primary plat. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark said he will get his review on ProjectDox completed by the end of the day. He mentioned they are out of the floodplain, and they are providing drainage calculations for allowable release rates. He does not think there will be any problems. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez said she did not see any major issues. She still needed to complete her review on ProjectDox. Her question was regarding lot 1 with the access drive easement. She wanted to confirm the drive was part of lot 1. Mr. Cash confirmed the west end of the easement. Ms. Lopez recommended having a resolution about the path during the plan commission process. During the public hearing or before the public hearing or to go to committee because they will want to know if they will be building the path or dedicating the funds.
