February 17, 2005.
The comments from the City review have been satisfactorily addressed. Please submit all copies necessary for
approval and we will approve the drawings. All bonds and performance guarantees (ifrequired) must me posted prior
to Engineering Department approval. Also, Board of Public Works and Safety approval and any other governing
agency approvals (ifrequired) must be obtained prior to Engineering Department approval.

Dear Mr. Burke:
The City has received your comment letter and revised drawings dated January 28,2005 based upon the City review of
October 19,2004.
The comments from the City. review have been satisfactorily addressed with the following exceptions:
COMMENTS CONSTRUCTION PLANS
11. Comment on previous review: "Please provide alley gutter calculation and show ability of street gutter
system at alley outfalls to receive the alley discharges. Considering the water spread in thc gutter, it would
be desirable to maintain one, I2-foot lane centered on the centerline at peak flow." Thank you for providing
the calculations. The Department assumes that the alleys themselves are adequate to convey the runoff
generated without impairing vehicular access.
15. Comment on previous review: "Please confirm with the County that the pipe cover for Structure 617 is
adequate." Assume that you are checking with the County. . .
19. Comment on previous review: "Please label Horbeck and Greencroft as private streets on the plat and on the
plans." The approved drawings for Village of West Clay, Section 5003 on file in this office indicate Horbeck
as a private drive with a seven-foot wide drainage, utility, and sewer easement. Please revise Horbeck Street
and Greencroft Street in Section 5002 to make them consistent with Section 5003 (label them as private
streets).
These comments represent the Department of Engineering's second review of the construction plans for this project.
We request that all responses to our comments be provided in writing. Failure to provide written responses may result
in delay of the review process. .
It is critical that ihis office be made aware of all modification made on the plans being re~submitted, particularly if any
such. changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also,
Board of Public Works and Safety apPUlval and any other governing agency approvals (if required) must be obtained
prior to Engineering Department approval.
The plans have been submitted to the City's consultant for drainage review. Comments from the drainage review will
be forwarded to your office when the review is complete
The Department of Engineering reserves the right to provide additional comments based on subsequent reviews.

Please find enclosed one copy of the Secondary Plat and Site Development Plan for the Village
of West Clay Section 5002. The plans have been revised per your comment letter dated October
19, 2004. Revisions and/or comments are:
1. The Secondary Plat has been scaled to 1 "=50'.
2. Docket #04100003SP has been added to the plat.
3. A 30' right-of-way has been indicated on Horbeck and Greencroft Streets.
4. Brenwick is currently working with the City of Carmel Engineering Department regarding
road improvements within the area relative to the commitments made with the Primary
Platting process. The improvements to 131st Street and Towne Road will impact this
area. We feel that any current improvements should correspond with the goals of 131st
Street once negotiated. Therefore, at this time we are not showing any improvements on
the north side or west side. We have revised the plans to indicate a 5' walk along the
northwest side of Horbeck Street, which will connect to the 10' multi-use path system.
5. As stated above, the improvements to 131st Street and Towne Road will not be
completed at this time. However, a 5-foot sidewalk has been added to the outside of
Horbeck Street! Greencroft Street that will merge with the future 10' Asphalt path.
6. The landscape plan has been submitted to the Urban Forester.
7. Trees have been removed from the drainage easements.

We have reviewed the plat and plans submitted for the October 20,2004 Technical Advisory Committee meeting and
offer the following comments:
GENERAL INFORMATION
I. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water - Indianapolis Water Company Service Area.
. Sanitary Sewers - Clay Township Regional Waste District Service Area.
. Storm Sewers/Drainage - Hamilton County Surveyor's Office (City of Carmel Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Qffice.
3. Board of Public Works and Safety Requirements:
. Temporary Construction Entrance (if applicable and if located at a location other than planned
permanent entrances)
. Please be advised that any open cuts of dedicated streets will require separate Board of Public Works
and Safety approval
. Any permanent improvement (including irrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
. Secondary Plat approval.
A schedule for Board of Public Works and Safety meeting dates and agenda deadlines was previously sent
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the
Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee.
All written requests to be placed on the Board's agenda must include the appropriate Docket Number and
the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if
applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department issues have been resolved. The design engineer must certify
all drawings submitted for final approval. This project is ajoint approval with the Hamilton County
Surveyor's Office. As such, since Carmel Utilities are not involved, please provide a total of seven-sets of
drawings for approval after all issues have been resolved. The drawings will be stamped as approved and
will be signed by the City Engineer. The drawings will then be submitted to the Hamilton County Surveyor
for approval. Two-sets are to be returned to the City Engineer's Office, the Surveyor's office will retain two-
sets and the Developer, Engineer and Contractor will each receive one-set. One set shall be maintained on
the construction site at all times.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safetv.

BONDING REOUlREMENTS
7. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Street Signs
. Sidewalks (builders lot sidewalks and perimeter street right of way sidewalks/asphalt paths ((including
right of way sidewalks!asphalt paths adjacent to common areas)) may be bonded separately).
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
of labor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's!CertifiedlOfficial Checks. Please reference the enclosures for more detailed explanation of our
procedures. The following items are not required to be bonded by the City:
. Storm Sewers! Storm Drainage and Monuments & Markers
. Water Mains and Sanitary Sewers
COMMENTS SECONDARY PLAT
8. Please label existing and proposed right of way on all sheets and on the plat, for all local, private and
mainline streets.
9. The City would prefer to see Chew Street and Filson Street aligned at the intersection with Trowbridge High
Street rather than being offset by only 97. I-feet.
COMMENTS CONSTRUCTION PLANS
10. Pleas add detail referenced for structure dimensions (D-18 on C804 and C806) in Details 2, 3, 4, 5, and 7 on
Sheet C803.
II. Please provide alley gutter calculation and show ability of street gutter system at alley outfalls to receive the
alley discharges. Considering the water spread in the gutter, it would be desirable to maintain one, 12-foot
hine centered on the centerline at peak flow.
12. Trowbridge and Chew do not have sidewalks on both sides of the street. Please provide justification.
13. Please indicate ssd's on both sides of all public streets on all appropriate sheets (plan Sheets, Street P & P,
Intersection & Cul-De-Sac Details, Storm P & P, Detail Sheets).
14. Please demonstrate on the plat as in the drainage report that the pipe crowns not matching the HGL stays
within the piping system for the design storm with unmatched pipe crowns.
15. Please confirm with the County that the pipe cover for Structure 617 is adequate.
16. Revise note 14 on the Development Plan to include sidewalks and curbs.
17. Curbing Keynotes (A, B, C) are shown on the Development PIlm but not referenced in the Legend.
18. Is the pond depicted in the reconstructed location? Is the pond the same size and volume as pond in old
location?
19. Please label Horbeck and Greencroft as private streets on the plat and on the plans.
20. Delete Detail16/C801 ifit does not apply.
21. Is there any difference between Details 2 & 3 on C803?

This letter is in response to your Secondary Plat Application for Village of West Clay, Section 5002. Please
complete the following items:
1. Plat must be shown at a scale of 50'=1", not 60'=1".
2. Please add docket # 04100003 SP to the plat.

Once all required changes have been made and comments addressed, please produce a Mylar copy (with owner's
signature) for signature by this Department. Two paper copies of the plat must be filed with the Mylar prior to
recording, and three paper copies and a Mylar of the recorded plat must be submitted following recording. Our
approval of the secondary plat (signature) will be forthcoming upon revision of the plans according to the items
listed above and those that arise at the T AC meeting.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on October 6, 2004 for this project and have the following comments:
1. The proposed project falls in the jurisdiction of the City of Cannel.
2. Please coordinate the storm sewer design with this office and the City of Carmel.
3. The proposed project falls in the Village of West Clay Regulated Drain
Watershed,
4. This proposed site DOES NOT fall in a Cannel Well Head Protection Area.
S. This project will be a Hamilton County Regulated Drain Subdivision, subject to
approval of the Hamilton County Drainage Board. As per the prior agreement for
the Village of West Clay, the underdrains will not be part ofthe regulated system.
6. Please submit the following procedural items to this office, engineer's estimate
and all associated bonds for 120% of construction cost. The applications are
available on our website at http://www.co.hamilton.in.us. go to Departments.

7. It appears in a few locations that the private SSD may conflict with the storm
drains. Please show the SSD locations in the P & P sheets where there is not a
stonn inlet. Also, look at these locations and try to avoid the contlicts at the
design stage instead of the construction stage.
8. Please include all appropriate Hamilton County Surveyor's Office Standard
Details in the construction plans.
9. The relocated lakes at the comer of 1311t and Towne Road must be built to one of
the approved HCSO Standard Lakes Details (0-6 thru D-8), including a safety
ledge or appropriate side slopes.
10. All casting should be labeled "Dump No Waste - Drains to Waterway." An
alternative method of labeling these castings is currently being explored. Please
add a note to the plans that will make the contractor away of this requirement.
11. Please note the additional comme~ts may be warranted at a later date.
