4. Docket No. 05110020 DP/ADLS: Old Meridian Place
The applicant seeks to create 129 townhomes and a mix of office & retail uses on 25 ac.
The site is located at 12852 Old Meridian Street and is zoned OM/SFA.

The applicant seeks approval for 208 residential units and a mix of retail and office uses.
Please see the updated informational packets prepared by the applicant for an overview of the
project. The public hearing for the project's DP/ADLS and Rezone were held at the December
20,2005, and February 21,2006 Plan Commission meetings respectively. No one spoke in
opposition. The Special Studies Committee forwarded this item to the Plan Commission with a
unanimous positive recommendation. Due to the denial of the rezone (06010008 Z) by City
Council, a portion ofthis proposed project had to be altered to comply with existing zoning. As
such, the petitioner has revised their original plan.
At this meeting the petitioner will present these alterations, and explain any other changes that
are now proposed - including the construction ofthe non residential and mixed use buildings,
architecture, landscaping, parking, etc.
Staff's concerns and questions are as follow:
1. What is the new total number of proposed units?
2. In the revised plan it appears as ifthere is a one story bump out along Old Meridian, and
the buildings step back into the 2nd/3rd floor residential. This is NOT the preferred build
scenario, as these multi-story buildings should have a street presence (and such is the
intent ofthe overlay).
3. We are still concerned with the abundance of "wasted" green areas on the ends of each
building along Old Meridian. Early in the process it was stated that such nuances would
be worked out as these structures came forward for DP/ADLS. It seems that more
building footprint could be realized by reducing the amount of unusable lawn space. If
the increased footprint is not desired, then the buildings should be shifted to make room
for an actual useable amenity such as a park, plaza, or other focal point.
4. The small "special use" building must be brought up to the street right of way, or at least
have a reason to be set back so far (streetscape improvements, focal point, public art,
plaza, etc.).
The Department recommends that the Special Studies Committee forward this item back to
the full Plan Commission with a positive recommendation after all comments and concerns
are fully addressed.
