Docket No. 05110020 DP/ADLS: Old Meridian Place The applicant seeks to create 129 townhomes on 12 acres. The site is located at 12852 Old Meridian Street and is zoned OM/SFA. Filed by Jon Isaacs for Centex Homes. The applicant seeks approval for 208 residential units and a mix of retail and office uses. Please see the informational packet prepared by the applicant for an overview of the project. The public hearing for this project was held at the December 20,2005, Plan Commission meeting. No one spoke in opposition. Given the scope ofthis projectistaffis still reviewing some aspects ofthe proposed layouts, structures, and urban design. At the committee level, it will be crucial to focus discussion on design elements and alterations that bolster street life for this future urban node. Traffic circulation (both pedestrian and automobile), parking, and architecture each playa significant role in the viability of such a proposal. Staffwill continue to work with the petitioner to address items and identify concerns prior to the Committee meeting. At this stage, the petitioner is redesigning a portion ofthe project (part of which is being rezoned to accommodate this proposed plan). At the meeting the petitioner will present the project and give a time line for submitting finalized details on this proposal. Some design alterations (in terms of layout and building design) are anticipated after City Engineering fully reviews finalized plans. Staff s initial concerns are as follows: 1. The residential architecture proposed for the townhome component of this proposal is very monotonous - both in this development and within the context of the City. Staff would prefer to see some variation in product exterior design that would help to make this project unique, and would offer residents alternatives to the numerous other townhome developments within the city that are of a similar design. 2. All buildings fronting Old Meridian must be pulled up to the right of way. Parallel on street parking along Old Meridian should be the only parking that is in front of these structures. Staff would also like to see street level elevations that depict distance and height between the building facades and the street traffic way. 3. Petitioner should explain which sections and buildings of this development will be constructed by Centex. For these buildings the petitioner should provide 4 sided elevations (in color). Building material samples should also be provided. 4. As this plan progresses the applicant will need to address initial T AC comments from /"" J ,', u u staff and Carmel Engineering. 5. The applicant must provide an engineered landscape plan for review by the Urban Forester. This plan must be approved prior to this petition moving forward from committee. The Department recommends that this item be continued to the February 7, 2005, Special Studies Committee on for further discussion. c " u o CITY OF CARMEL Department of Community Services One Civic Square Carmel, IN 46032 (317) 571-2417 Fax: (317) 571-2426 Fax To: cJlYl<- .Jj~~ Fax: (o\~-3L\<6Lo From: kOLlrO Rouse -l:e\(OYL Pages: 3 Phone: Date: \d-- 2D~C6 Re: De\)t.k~r-\-1-0r ec: ~~\Q\ ~'\--ud\~~3ClV\, 3; 200\J1 o Urgent ~ For Review 0 Please Comment 0 Please Reply 0 Please Recycle 0v\~d W\+k ~kis '~,6 \s a, QOPo EYb ~ '~~'-v~ '(~o/t* ~ .M~ 0pJLCi~ ~ ~f\ti1' ~ iJ~' 3, 20C4, S\-cc:c&d ?jaw , ~ ~ 1) ~+i Grl-..S oJ,;::>=d --\-k; "':'> \ ^{ ~t:WlA J ~~ ~LQ .-ft eerL~+- Mt-e- a:;f- (-31.-1-) 51-1- 24t-i- Q"l Q-.~ vYU aJ ~ \6ev(()(e (?, ca.vmel. ill 'YJ '\l;\(vdcs '. cJ (JJ..V-.1A.KI>~ -:tY-- \f ov- BbcU-+ No "DO\ \ co~o DP/ADLS ~ O\c\ J\AQk1d.i0-i\ rl~ o .0:;:'1>--
