After the above is submitted, Centex agrees to meet with the Urban Forrester and DOCS in order to review these plans and negotiate and agree to a tree preservation/mitigation plan prior to Centex obtaining final approval of their secondary plat/construction plans. The Mixed Use portion of the site will be developed by Centex with retail on the first floor with residential condo flats above. We have not finalized the Architecture as we want to discuss the concept with the ADLS Committee. My intention is to get the ADLS/DP approval on the overall site with the Townhome architecture approval. We will likely come back in the near future with the architecture of the mixed use area. The step back of the building you see is that the first floor needs to be larger in order to allow the under building parking desired for the residential units above. The Old Meridian District requires that building footprints be limited to 15,000 sq feet. The Plan Commission has the right to approve up to a 35% increase of this standard. We have designed the footprints to be 35% increase which brings the footprint size to $20,250. We will need a waiver from the Plan Commission on this issue and we would prefer to get the Plan Commission approval prior to spending the tremendous amount of money and not be approved. In regards to the "wasted" green areas on the ends of each building you question. Our landscape architect is working on a landscape plan that will allow us to show how we are going to incorporate these areas into our landscape package. The buildings have been brought forward to the street and we are currently working with the Engineering Department and Crossroad Engineers on designing the parking lanes for Old Meridian so they can be built with the Old Meridian Road project. I agree with your analysis of the special use building and we can bring that forward. Our ADLS-DP submittal will not include that building for approval. We are looking into possible uses for that area but do not have anything definite on that area. I also wanted to call to your attention that we are working with Corby Thompson to pick up his drainage to eliminate the dry detention area on his site as well as align and connect the roads and alleys between our sites. We will be amending our ADLS-DP approval to incorporate those changes as well. I do have revised building elevations for the Townhomes. We are taking one of our products from Minnesota and re elevating them to meet the Old Meridian design standards. I would be happy to meet with you guys prior to Tuesday nights meeting. I am available later today, late morning on Monday and after 3:00 pm on Monday. I also have time on Tuesday afternoon as well. Thank You. What's the story on the nonresidential portion of this? Will Centex now be involved with it, and if so, can we see some more definite architecture at this stage? From the plan you sent, it appears as if there is a one story bump out along Old Meridian, and the buildings step back into the 2nd/3rd floor residential. This is NOT the preferred build scenario, as these multi-story buildings should have a street presence (and such is the intent of the overlay). Please clarify what we are seeing (and if this is simply "place holder" graphics). We are also still concerned with the abundance of "wasted" green areas on the ends of each building along Old Meridian. You previously told us that such nuances would be worked out as these structures came forward for DP/ADLS. I want to make sure that this is still the case. It really seems that you could get more building foot print by reducing the amount of unusable lawn space on between these structures. If the increased footprint doesn't appeal to you, then we still think the buildings could be shifted a bit to make room for an actual useable amenity (park, plaza, focal point). We will expect this to be addressed at some stage (and in our opinion the sooner the better). Also, we request that he small "special use" building be brought up to the street right of way, or at least have a reason to be back so far (streetscape improvements, focal point, public art, plaza, etc.). We will be eager to see your new town home elevations. We have had a few exciting proposals over the past couple of months, so hopefully you are raising the bar on row-home design. Matthew L. Stoeppelwerth and Browning Day are currently updating the plans for the ADLS committee next week. Buildings B along Old Meridian will need to have a waiver to allow the larger footprint buildings. No significant changes to the project have occurred as a result of the April 13th Committee Meeting. However, attached to this letter is a revised perimeter landscape plan for the site. Consequently, the prior brochures we have submitted to this matter are still relevant for review. In this regard, please remind the Committee Members to bring the brochures that were submitted for February 215t Plan Commission Meeting and the handouts submitted at the March 7th and March 16th Committee Meetings. Based on the discussions at the prior Committee Meetings, my impression is that we are possibly approaching final review of this submittal. The final issue seems to relate to the elevations of the proposed townhomes. As we have explained in previous meetings, the portion of the site that will contain the townhomes was not part of the rezone request. Consequently, the townhomes are a permitted use. Weare hopeful that we can obtain feedback from the Committee Members and Staff regarding any additional suggestions for these elevations, although no specific standards exist in Carmel's Zoning Ordinance, to my knowledge, that would govern the appearance of such townhomes. In any event, the proposed townhomes are aesthetically pleasing and are designed to be consistent and compatible with the townhomes that have been approved in the immediate proximity. Hopefully, at the May 4th Committee Meeting, we can discuss and resolve any remaining issues relating to the elevations of the townhomes and have the Committee make a vote of recommendation back to the full Plan Commission for the Plan Commission's May 16th hearing. Any new pavement placed in the Old Meridian Street or 131st Street rights-of-way for widening, for auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is- greater. Please delineate this section with hatching on the plans and appropriate reference in the legend. 22. Please provide an asphalt path on 13151 Street per the A TP. 23. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the property frontage of 13151 Street or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is required beneath the stone shoulder. The City is not requesting these improvements on the Old Meridian Street frontage in anticipation of the Old Meridian Street project starting in 2006. 24. Please revise the widths of the interior public streets to be 30 feet back of curb to back of curb instead of the 31 feet shown. On Sheet CI03, a sanitary sewer pipe is shown diagonally crossing the street adjacent to the north side of the proposed underground detention. Please revise such that this pipe crosses perpendicularly. 26. Curves C-2 and C-3 are shown to have a radius of 50 feet. The City's standard minimum is 150 feet. Please revise accordingly or seek a variance. 27. Please indicate and label existing and proposed Old Meridian Street right-of-way. 28. Indicate and label40-foot curb return radii at the Old Meridian Street entrance. 29. Please indicate the connection of the private drive that passes between town homes 16 and 17, to the street to the north in the adjoining property. 30. Please indicate the connection of all of the east-west streets that stub at the west property line, to the streets in the adjoining property to the west. 31. Please indicate 1" milling with 1.5" HAC. #11 resurfacing for the entire width of the existing roadway across the 131 st Street frontage or to the limits of the auxiliary lanes, whichever is greater. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend. The City is not requesting these improvements on the Old Meridian Street frontage in anticipation of the Old Meridian Street project starting in 2006. 32. Please confIrm that the buildings fronting on Old Meridian will be indicated such that they are adjacent to the street with on-street parking. The building face for the Shoppes at Providence vary from 1.8-feet to 4-feet from the 60-foot half right-of-way line. The face of the curb for the parking area for the Shoppes at Providence are 41-feet from the existing centerline of Old Meridian Street, but this distance will need to verifIed from the proposed Old Meridian Street cross section across this development's frontage. 33. The City and Centex agreed that pushing the parking to the back of the buildings fronting on Old Meridian Street and access to this parking being pushed farther away from the Old Meridian Street intersections was a good idea. The Department of Engineering would like to see this offset maximized; 34. As we discussed at the meeting on December 1, 2005, Centex will evaluate modifying their site plan to have the east-west public street intersect with the planned northern median opening on Old Meridian Street. If the median opening needs to be relocated, Centex agreed to approach the owner of the Glass Chimney concerning this modifIcation as well as consider the impact to the access to the undeveloped land on the east side of Old Meridian, south of the Glass Chimney. Engineering stated that the median can be shifted to the north, but the proposed entrance should also be shifted to the south to some point in the middle. Engineering will confIrm if the southern median opening needs to be relocated if the northern median opening moves to the northeast. 35. An item that needs to be addressed prior to DP/ADLS approval is responsibility for the construction of the proposed.on~street parking. The developer of the Shoppes at Providence project agreed to.commit monies for the construction of this parking so that the City may build the parking as a part of the Old Meridian Street project or as a separate project. If the timing of this project is compatible with the Old Meridian Street project, the developer may be able to construct the parking as a part this project. 36. As we discussed at the meeting on December 1,2005, the City requests that the street tree and sidewalk location of the east-west public street be consistent with the Alexandria at Carmel Project. Although on-street parking is not a requirement, it was discussed providing this parking on one side of the street. Although the right-of-way may need to be adjusted slightly for this on-street parking, the City will not expect the right-of-way width to match that of the Alexandria at Carmel project. The cross section for Alexandria at Carmel is available from the DepartQ1ent of Engineering. 37. The City agrees that the time has arrived for one consultant to be the lead designer for the future Grand Boulevard and that constructing it piecemeal is not in the City's best interest. The City will likely approach each developer fronting on Grand Boulevard and seek a commitment for what they are. currently planning on constructing. This development should anticipate committing dollars towards the construction of the portion of Grand Boulevard across their frontage in lieu of physical construction of these improvements presently indicated on the plans. As was discussed, even with the commitment dollars in place, Grand Boulevard may not be constructed concurrently with this and the other developments. 38. Although this item was only briefly discussed at the meeting on December 1, 2005, the Thoroughfare Plan requires construction of certain improvements across each frontage. So that these improvements Mr. Ed Fleming December 15, 2005 Old Meridian Place Townhomes / Project Review #2 Page 5 of8 are not constructed in a piecemeal fashion, the City has been asking developers to make a commitment equal to the construction of their half of the roadway improvements across each frontage required by the Thoroughfare Plan with consideration given to any work conducted in the right-of-way with the exception of auxiliary lanes and multi-use paths as these are otherwise required by Ordinance. In the case of this project, the requested widening, milling and resurfacing of Main Street across that frontage could be credited against the Thoroughfare Plan commitments. The Department of Engineering recommends the amount of this commitment be resolved and the commitment in place prior to Committee approval. 39. The Department of Engineering will support the two Old Meridian Street curb cuts for the two streets, but the Department of Engineering will not support the two Old Meridian Street curb cuts that serve as entrances into parking lots. 40. On Sheet CI02, there are two main streets intersecting with Old Meridian Street. Referring to the southernmost intersection, the fIrst two curb cuts northwest of this intersection need to be eliminated. Referring to the northernmost intersection, on the street that intersects with Old Meridian Street, there shall be a maximum of two curb cuts on the north side of this street and a maximum of two curb cuts on the south side of this street. In addition, the curb cuts on the north side must align with the curb cuts on the south side of the street. The east-west street needs to be straight to continue the streetscape of the developments to the west. 41. The Department requires 20-foot curb return radii on local street intersections and 30-foot curb return radii on local-collector street intersections. Assuming that the east-west street will not be classifIed as a collector, the Department requires 20-foot curb return curb radii at all intersections with the public street. The Department also requires 40-foot curb return radii at the intersection of the two public streets. 42. On Sheet CI05, there are several sanitary and storm sewer lines shown crossing streets diagonally. These need to cross perpendicular to the streets to minimize the length of pipe beneath the pavement. 43. A storm sewer inlet is shown in the center of a public street. This inlet will not be allowed in this location. 44. Between lots 49 and 86, a storm sewer inlet is shown within the public street right-of-way. This inlet needs to be relocated outside the right-of~way. CONSTRUCTION DOCUMENT ITEMS 45. Please provide street, sanitary sewer and storm sewer plan and prof1le sheets. 46. More detailed construction plans shall be designed and developed in accordance with City trench and backftlland cover standards for storm sewers, water and sanitary mains and laterals installed .within City right-of-way and for all storm sewers to be dedicated to the City. 47. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notifIcation requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of- way. 48. Any off-site easements must be secured prior to the Department of Engineering approving the drawings. _ 49. Please provide ADA ramps where the entrance crosses the asphalt path and at all interior street intersections. 50. All proposed right-of-way per items 15, 16 and 17 of this letter shall be formally dedicated through the Board of Public Works and Safety prior to construction plan approval. 51. ADA ramps are not correct per current practice. 52. Provide ADA ramps at all approaches of each intersection. 53. The 2005 paving policy shall apply to this project. All notes, specifIcations, and details need to be revised in accordance with this policy. The language from the policy needs to be added to the specifIcation sheet. Please provide acceleration and deceleration lanes and passing blisters that conform to the requirements of the 20-Year Thoroughfare Plan at the 131 sl Street and Old Meridian Street intersections. As we discussed at our meeting on December 1, 2005, indicating the auxiliary lanes at the Old Meridian Street entrances as an alternate would be acceptable. However, it must be clear that the decision to implement the alternate will be made by the City. 55. As we discussed at our meeting on December 1,2005, please indicate construction to the existing improvements within the Old Meridian Street right-of-way and screen back the future. 56. Sheet CI06 - Will the proposed underground detention in this development be connected by pipe to the detention to the northwest in the adjoining development? 57. Sheet Cl 07 - In the curb joint detail, please revise the maximum transverse expansion joint spacing to 50 feet and the maximum contraction joint spacing to 10 feet. 58. Sheet CI07 - Relocate the note in the lower left hand comer regarding the material for the subsurface drain to beneath the subsurface drain in the typical street cross-section in the upper right hand comer. 59. Please include the note "THERE SHALL BE NO WATER VALVES OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS" on all appropriate sheets. 60. Please contact the City GIS Department for new City standards related to primary and secondary plat electronic submission requirements. The City expects that submittals will be made in accordance with these requirements. 61. Provide drainage stubs to the north side of 131 st Street and size the storm piping and detention system to receive the existing 10-year runoff from the upstream watershed of 131 sl Street. 62. Coordinate the sizing of the storm sewer system to receive the runoff from the Carmel Townhomes project and the off-site watershed being accommoctated by that project. Please indicate how the Carmel Townhomes water will be accommodated by this project. 63. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8 binder on 5 inches #53 stone. 64. Please indicate and label all streets, driveways, and entrances along 131 sl Street for a distance of 500 feet in each direction from the proposed 131 st Street entrance. 65. Please provide separate maintenance of traffic plans for the 131 sl Street entrance and the Old Meridian Street entrance. 66. Please add a note with the subsurface drain standard that the subsUrface drain shall be double wall Hancor Hi-Q or equivalent. 67. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing secondary plat and that design effort. . 68. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the Old Meridian Street and 131 sl Street frontages. This requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to carry water from the street to the proposed ponds. 69. Is the water from the four curb inlets shown in the northwest comer of Sheet C104 being taken into the site? 70. On Sheet C102, please show the limits of construction at the intersection of the proposed street with Grand Boulevard. 71. Please add a note to the site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement. 72. Please develop a restriping plan for the milled and resurfaced areas ~d for the new auxiliary lanes. Please add a note to this plan that all striping shall be thermoplastic. 73. As was discussed at the meeting on December 1, 2005, the construction plans must consider the final grading of the Old Meridian Street project. The building pads should be set at an elevation such that the expected cross slope away from the building to drain into the right-of-way will tie directly into the future top-back curb elevation of the future on-street parking. 74. At the meeting on December 1, 2005, the City and Centex agreed to work together on the Construction Drawings to establish the construction limits of this project as they relate to the future Old Meridian Street project (where to stop the curbing, etc.). . -. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. 76. Referring to Sheet Cl05, how will you transition from inverted crown areas to normal crown areas? 77. In the Curb Joint Detail on Sheet Cl07, please reduce the maximum transverse expansion spacing from 100 feet to 50 feet. Also reduce the contraction joint spacing from 20 feet to 10 feet. 78. Please remove Sheets DP.Ll, DP.L2, DP.L 3, and DP.L 4 from the sets of plans submitted to the Department of Engineering for approval. RECOMMENDED ITEMS (But not a condition of anv approval) 79. The City recommends that all private streets be constructed to City standards to facilitate future dedication. These standards include: o Sub-surface drain under the curbing on each side of the roadway meeting the Department's standard detail. o The plan should accommodate a future 50-foot right-of-way to include the street and any sidewalks. o The pavement face curb-to- face curb width should be 40-feet for parking on both sides or 32-feet for parking on one side only. The pavement face curb-to-face curb should be 30 feet if there is no on-street parking. o Locate any sanitary or storm manholes (except inlets) and valve boxes outside of street pavement, sidewalks or curbing and add a note to this effect. o Installation of water mains, water service laterals, sanitary mains and sanitary service laterals under private streets conform with the City of Carmel standard requirements. ' o The pavement section is constructed to conform to the City of Carmel standard local street pavement section. o The sidewalk and curbing are installed to the Department's standard details. o Installation of storm sewers under private streets conform with the City of Carmel requirements. o The pavement be installed with a normal crown with inlets on each side. These comments represent the Department of Engineering's second review of the DP/ADLS plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. TAC Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all issues have been resolved. All Carmel Utility issues must also re resolved. The design engineer must certify all drawings submitted for fmal approval. This office will require a minimum of five-sets (maximum of seven-sets) of approved drawings after all issues have been resolved. The drawings will be stamped approved and signed by both the City Engineer and Director Carmel Utilities. The Developer/Owner will receive one-set (three-sets if seven sets are provided for approval) which is to be maintained on the construction site at all times. Carmel Utilities will receive two-sets. Our Construction Manager will receive one-set and one-set will be maintained in the Department of Engineering. If more than the minimum of five-sets are requested to be approved, the additional sets (maximum total of two additional) must be submitted with the five required sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated easements and/or right of way will require Consent to Encroach approval. 7. Carmel Utilities subscribes to "Holey Moley" who should be contacted directly for all water and sanitary sewer main locations. 8. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates Please provide a detailed and itemized Certified Engineer's Cost Estimate for 100% of the cost oflabor and materials for the construction of the following improvements: . Public Streets . Perimeter Road/Street Improvements if applicable. . Curb & Gutters in dedicated right of way. . Water Mains . Sanitary Sewers . Storm Sewers in dedicated right of way. . Street Signs - dedicated right of way. . Monuments & Markers (if platted). . Sidewalks/Asphalt Paths (within dedicated right of way) Individual Performance Guarantees will be required in the amount of the Engineer's Estimate. Please provide the estimates prior to or at least at the same time that they are provided to the Developer to allow review by this office prior to performance guarantees being submitted. Street Cut/Right of Way Permit and Bonding Requirements Any work in the dedicated right of way of West Main Street or Old Meridian will require a Right of Way Permit and a License and Permit Bond. The bond amount will be determined by the number of instances of work in the right of way @ $2,000.00 per instance. However, if the work is included in the scope of work of a performance guarantee, the performance guarantee may be used to satisfy the bond requirement of the Right of Way Permit. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and right of way bonding. PROJECT COMMENTS-ADLS PLANS 12. Please provide street, sanitary sewer and storm sewer plan and profile sheets. 13. Will this property be platted? 14. No easements are indicated on Site Plan. The Department would expect that all areas outside of public right-of-way would be ingress/egress, drainage, and utility easements. 15. The City recommends that all private streets be constructed to City standards to facilitate future dedication. These standards include: o Sub-surface drain under the curbing on each side of the roadway meeting the Department's standard detail. o The plan should accommodate a future 50-foot right-of-way to include the street and any sidewalks. o The pavement face curb-to- face curb width should be 40-feet for parking on both sides or 32-feet for parking on one side only. The pavement face curb-to~face curb should be 30 feet if there is no on-street parking. o Locate any sanitary or storm manholes (except inlets) and valve boxes outside of street pavement, sidewalks or curbing and add a note to this effect. o Installation of water mains, water service laterals, sanitary mains and sanitary service laterals under private streets conform with the City of Carmel standard requirements. o The pavement section is constructed to conform to the City of Carmel standard local street pavement section. o The sidewalk and curbing are installed to the Department's standard details. o Installation of storm sewers under private streets conform with the City of Carmel requirements. o The pavement be installed with a normal crown with inlets on each side. . 16. More detailed construction plans shall be designed and developed in accordance with City trench and backfill and cover standards for water and sanitary mains and laterals installed within City right-of- way. 17. The Department assumes that all storm sewer will be public. Easements will need to be provided over any storm sewer that is outside of right-of-way. More detailed plans shall be designed and developed in accordance with the City trench and backfill and cover standards. 18. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre-construction meeting to review the Department's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right-of- way. 19. Please confirm that the locations of the proposed entrances off of Old Meridian Street and 13151 Street meet the requirements of the master plan for the area. 20. Any off-site easements must be secured prior to the Department of Engineering approving the drawings. 21. Please provide ADA ramps where the entrance crosses the asphalt path and at all interior street intersections. 22. Please dedicate the right-of-way prescribed by the Master Plan for Grand Boulevard. 23. Please dedicate the right-of-way prescribed by the 20- Year Thoroughfare Plan for 13151 Street. 24. Please dedicate the right-of-way prescribed by the 20- Year Thoroughfare Plan for Old Meridian Street. 25. Connect the private drive, that passes between town homes 16 and 17, to the street to the north in the adjoining property. 26. Connect all of the east-west streets, that stub at the west property line, to the streets in the adjoining property to the west. 27. On Sheet C 1 02, please show the limits of construction at the intersection of the proposed street with Grand Boulevard. 28. ADA ramps are not correct per current practice. 29. Provide ADA ramps at all approaches of each intersection. 30. The 2005 paving policy shall apply to this project. All notes, specifications, and details need to be revised in accordance with this policy. The language from the policy needs to be added to the specification sheet. 31. The new entrance on Old Meridian Street needs to be constructed to the existing pavement edge. Thank you for showing the future configuration, but please show the existing and screen back the future. 32. Please provide acceleration and deceleration lanes and passing blisters that conform to the requirements of the 20- Year Thoroughfare Plan at the 13151 Street and Old Meridian Street intersections. 33. Please indicate widening across the property frontage or to the extents of the auxiliary lanes, whichever is greater forl5-foot travel lanes (measured from the apparent existing center of pavement) on the property side of 131 st Street. Auxiliary lanes for 13151 Street shall be measured from the edge of the 15-foot travel lane. Please add a note to the site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement. Any new pavement placed in the Old Meridian Street or 131st Street rights-of-way for widening, for auxiliary lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches #2 stone or match existing, whichever is greater. Please delineate this section with hatching on the plans and appropriate reference in the legend. 34. Please indicate 1" milling with 1.5" HAC. #11 resurfacing for the entire width of the existing roadway across the 13151 Street frontage or to the limits of the auxiliary lanes, whichever is greater. The roadway would then also need to be restriped with thermoplastic striping. Please develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend. 35. A three-foot wide #73 stone shoulder at a minimum depth of six inches is required across the property frontage of 13151 Street or to the limits of the auxiliary lanes, whichever is greater. Subsurface drain is required beneath the stone shoulder. 36. Please provide an asphalt path on 13151 Street per the A TP. 37. Provide drainage stubs to the north side of 13151 Street and size the storm piping and detention system to receive the existing 10-year runoff from the upstream watershed of 13151 Street. 38. Coordinate the sizing of the storm sewer system to receive the runoff from the Carmel Townhomes project and the off-site watershed being accommodated by that project. Please indicate how the Carmel Townhomes water will be accommodated by this project. 39. Please indicate on these plans all future accesses to the north-south public street from the east arid construct these entrances with this project. 40. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8 binder on 5 inches #53 stone. 41. Please revise the widths of the interior public streets to be 30 feet back of curb to back of curb instead of the 31 feet shown. 42. Curves C-2 and C-3 are shown to have a radius of 50 feet. The City's standard minimum is 150 feet. Please revise accordingly. 43. Please indicate and label all streets, driveways, and entrances along 13151 Street for a distance of 500 feet in each direction from the proposed 131 sl Street entrance. 44. Please indicate and label existing and proposed Old Meridian Street right-of-way. 45. Indicate and label40-foot curb return radii at the Old Meridian Street entrance. 46. Please provide separate maintenance of traffic plans for the 131 SI Street entrance and the Old Meridian Street entrance. 47. Please add a note with the subsurface drain standard that the subsurface drain shall be double wall Hancor Hi-Q or equivalent. 48. Please contact Crossroad Engineers to obtain drainage review checklist for consideration in developing secondary plat and that design effort. 49. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the Old Meridian Street and 131 sl Street frontages. This requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to carry water from the street to the proposed ponds. 50. On Sheet Cl03, a sanitary sewer pipe is shown diagonally crossing the street adjacent to the north side of the proposed underground detention. Please revise such that this pipe crosses perpendicularly. 51. Is the water from the four curb inlets shown in the northwest comer of Sheet Cl04 being taken into the site? 52. Sheet Cl06 - Will the proposed underground detention in this development be connected by pipe to the detention to the northwest in the adjoining development? 53. Sheet C107 - In the curb joint detail, please revise the maximum transverse expansion joint spacing to 50 feet and the maximum contraction joint spacing to 10 feet. 54. Sheet Cl07 - Relocate the note in the lower left hand comer regarding the material for the subsurface drain to beneath the subsurface drain in the typical street cross-section in the upper right hand comer. 55. Please include the note "THERE SHALL BE NO WATER VALVES OR MANHOLES WITHIN THE PAVEMENT, CURBS, OR SIDEWALKS" on all appropriate sheets. 56. Please contact the City GIS Department for new City standards related to primary and secondary plat electronic submission requirements. The City expects that submittals will be made in accordance with these requirements. These comments represent the Department of Engineering's initial review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that our office be made aware of all modifications made on the plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
