Docket No. 05110020 DP/ADLS: Old Meridian Place The applicant seeks to create 129 townhomes and a mix of office and retail uses on 25 acres. The site is located at 12852 Old Meridian Street and is zoned OM/SFA. Filed by Jon Isaacs for Centex Homes. The applicant seeks approval for 208 residential units and a mix of retail and office uses. . Please see the original informational packets prepared by the applicant for an overview of the project. The public hearing for the project's DP/ADLS and Rezone were held at the December 20,2005, and February 21,2006 Plan Commission meetings respectively. No one spoke in opposition. At the March 21 st Plan Commission meeting, two rezones for this project were forwarded to the City Council with a positive recommendation. The applicant has provided a full site plan for staff review. Staff is requesting that the applicant return to the Technical Advisory Committee with fully realized plans that include all necessary exhibits (drainage, landscaping, access, parking, etc.). These plans will be reviewed at the May 17th T AC meeting. Staffs concerns are as follows: 1. The residential architecture proposed for the townhome component of this proposal is monotonous. Staff will bring photos of other products (that Centex currently does in other parts of the country) for comparison and discussion. 2. All buildings fronting Old Meridian must be pulled up to the right of way. Parallel on street parking along Old Meridian should be the only parking that is in front of these structures. Staff would also like to see street level cross sections that depict distance and height between the building facades and the street traffic way. Details of how these buildings address the street must be submitted and reviewed prior to approval. As currently shown these buildings are not oriented in a fully urban manner. Entire building fronts should be adjacent to sidewalks - not setback behind lawn areas. In order for this to operate like a pedestrian friendly urban node, some "suburban" design elements must be removed from the site plan. Staff will discuss this in more detail at the meeting. 3. Petitioner must commit to required upgrades to any rights of way identified on the thoroughfare plan that are adjacent to or on the interior of this project. These upgrades can be constructed or funded (for future construction). The petitioner is required to coordinate with City Engineering to determine these improvements (or cost thereof), and commit to construction or funding prior to approval. This commitment must be recorded.
