As has been discussed,a second roundabout to the north will be constructed adjacent to the proposed roundabout that the intersection of 96th Street and College Avenue. This second roundabout will serve as the entranceway to an upcoming development and will ultimately be included in a design package for a boulevard style roadway for College Avenue going to the north towards 1061h Street. Secondly, the upcoming development has a need for on-street parking, pedestrian facilities, and other needed dimension, which differ from the current 96th Street/College Avenue plans. A&F will coordinate the final dimensions and parking/pedestrian facilities to work with the site's and right of way infrastructure needs. Attached is a manhour justification for these design additions,as well as justifications for additional environmental work caused by the addition of the second roundabout. A summary of the proposed fee to design and coordinate the second roundabout are as follows: A&F Second Roundabout Design $161,570.00 RQAW Additional Environmental Documentation $25,850.00 Total $187,420.00 We look forward to working with the City of Carmel as this project continues. It is assumed new permanent and/or temporary right-of-way will meet or exceed 0.5 acre. The project was previously scoped as a Categorical Exclusion Level 2 (CE-2); however,due to a change and shift of the 96th Street roundabout design, one business relocation is now anticipated due to the proximity of the proposed roundabout, which elevates the CE Level to a CE-3. Additionally,the project was previously assumed to contain no historic properties; however,the College Crest neighborhood southwest of the project has been determined to be a National Register-eligible historic district, which increases the Section 106 process to include an Effects Report, consulting party correspondence and coordination, and elevates the Section 106 effect finding. Scope of Work-The scope of work for completing the CE-3 document and the additional Section 106 services will include the tasks listed below. 1. Project Organization/Coordination - This task includes all file management, monthly project updates,ongoing coordination with the designer regarding project changes/updates, review of project budget and general project management activities for Section 106 and preparing the CE-3, including additional coordination with archaeologists. 2. Effect Report-This task includes preparing and distributing an Effects Report per the INDOT Cultural Resources Office new template and guidance to document and coordinate potential effects to historic resources. 3. 800.11(e) Documentation"No Adverse Effect" Finding-This task includes additional services for consultation and preparing the 800.11(e)documentation for a "No Adverse Effect" Finding. The previous scope assumed no historic properties; however,the College Crest neighborhood has been determined to be a National Register-eligible historic district. 4. Waters of the US Report(Update)-This task includes updating the Waters of the US Report to cover the previous change and shift of the 96th Street roundabout design and location. 5. Legal Notice for Opportunity to Request a Public Hearing and/or Comment —This task includes preparing and publishing a Legal Notice offering the public the opportunity to request a public hearing and/or provide comments on the project. The Legal Notice will be advertised twice in the local newspaper. This task also includes delivery of the CE-3 document and design plans to a local depository and mailing the adjacent landowners the advertisement. 8. Address Public Comments—This task includes addressing public comments received from the published Legal Notice.This task includes coordination with the project designer and/or INDOT to ensure all public comments are addressed appropriately. 9. Public Involvement Certification — This task includes completion of the public involvement materials and submittal to the INDOT Project Manager or Consultant Services Manager for review and certification. Supplement Fee Justification — Using the above information, a supplemental fee justification for $25,850 has been developed.This fee justification does include the tasks listed above.
