The site is located at the northeast corner of 122nd Street and Pennsylvania Street, and is currently zoned RI and M3, with a B3 rezone request pending. Filed by Paul Reis of Bose McKinney & Evans, LLP for Panattoni Development, LLC. The applicant seeks Development Plan and ADLS approval for the purpose of developing this site into an office campus with 3 buildings. Please refer to the submitted packet for full details. This site, while not within the US 31 Overlay, or within the Old Meridian District is in close proximity to both. The northwest corner of this site is at the southern entry into the Old Meridian District, and the properties on the west side of Pennsylvania Street are within the US 31 Overlay. While the proposed use of this site is appropriate and supported, staff feels the site plan should be adjusted to create a more functional and aesthetically pleasing development. The petitioner is providing the required number of parking spaces; however the layout of this parking could be more effectively "broken up" by better building placement and the use of open spaces. The following issues should be addressed at the Committee Meeting: 1. Given that roughly 2 acres of this site is dedicated to a single detention pond, staff strongly urges the petitioner to explore other methods of containing run off - such as the use of bio swales, increased planting areas, etc. 2. Run off detention area(s) should be used as a site amenity, not an afterthought. Is there a way to break up this large square pond into a more "natural" amenity to better "showcase" the proposed structures. If bio-swales are used on site, this pond size could be significantly reduced and thus allow for increased green space and amenity areas. 3. The parking lot roundabout proposed in front of building three should be shifted to the interior street intersection. 4. Is it possible to rotate building 3 so that it is oriented north/south, and is at the end of the entry drive? This would provide a much more appealing view entering the site (from Pennsylvania), and would give building 3 better street visibility. 5. Staff would prefer buildings I and 2 to be oriented more toward the street with less parking between the street and structure. This orientation would give the buildings a better street presence, and would shield views of parking areas. .. .. o (;) 6. Given the size of this campus, are there any LEED or Green Building Council standards that have been incorporated into its layout and design (buildings and/or site)? 7. Please ensure there are clear and defined paths (ramps, striping, different pavers, etc.) to direct pedestrians through this site, and from the buildings to/from the perimeter paths and sidewalks. 8. Is it possible to provide a perimeter path along the north and east borders? This would create a convenient loop to for employee exercise, and would increase pedestrian mobility in and around the site. 9. Please provide an update on landscape plan approval status. 10. Please provide an update on outstanding Carmel Engineering issues. 11. Submit a photometric lighting plan. 12. Provide proposed signage details/plans.
