LOCATION
The proposed project is located at the northeast corner of the intersection between 122nd Street and
Pennsylvania Avenue in Carmel, Indiana. The site contains approximately 27.42 acres of vacant land at
this intersection. It is not located within a floodway, as indicated on the attached Hamilton County,
Indiana, Flood Insurance Rate Map 1800800209 F: dated February 19,2003.
DESCRIPTION
The proposed project consists of the development of three office buildings on the 27-acre tract. Two of
the office buildings will be situated along the Pennsylvania Avenue on the west side of the site, and the
third building will be at northeast corner of the site. The detention pond serving these three buildings
will be located at the southeast corner of the site. At the time of this report, the buildings at the northeast
and southwest corners of the development have a defined shape and size. The third building at the
northwest corner of the site is undetermined at the this time; therefore, a representative building and
parking lot was used to determine the drainage needs for the site. The proposed development will have
two access points to 122nd Street and a third access point to Pennsylvania Avenue.
EXISTING DRAINAGE
The existing site is currently an undeveloped grassy field. The entire site drains via overland sheet flow
towards the southeast into the W.R. Fertig legal drain, which exists as a ditch along the east side of the
site. At the southeast corner of the site, the legal drain empties into a 36" RCP and flows under 122nd
Street.
PROPOSED DRAINAGE
The proposed site drainage will be routed through a system of underground reinforced concrete pipes to
a detention pond located at the southeastern portion of the proposed business park. A drainage swale
will also be constructed along the north and west sides of the site collecting some of the storm water
runoff from the parking lot and directing it to the detention pond. In addition to the 27 acres on this site,
the proposed detention pond has been designed to accommodate an additional eight acres of
undeveloped land on the west side of the Pennsylvania Avenue. The eight acres of offsite area does not
currently drain to the legal drain; therefore, this area was not included when determining the allowable
discharge rate. The detention pond will outlet into the existing drainage ditch located at the southeastern
side of the site. The pond for the proposed site has been designed so that the max 10-year discharge rate
is less than or equal to the rate of 0.1 cfs/acre (2.74 cfs) and the max lOO-year discharge rate is less than
or equal to the rate of 0.25 cfs/acre (6.86 cfs), per correspondence from Greg Hoyes of the Hamilton
County Surveyors Office (See Appendix E for calculations). Since the design of the storm sewers for
both sites is not complete, an approximate time of concentration was calculated for both the on-site and
off-site basins using 3 feet/see as the average flow rate through the a storm sewer. A component curve

number of 91 was calculated for the on-site basin and was also assumed for the off-site basin. The
detention pond was sized using the ICPR computer modeling program. The proposed discharge rates are
listed in the table below, and he ICPR output can be found in Appendix E.

Per the Carmel drainage requirements, the pond has also been designed so that at 48 hours after a 100-yr
storm event, 90 percent of the maximum volume of stormwater can be detained within the pond below
the 100-year spillway crest elevation. The volume needed satisfy this condition was calculated by taking
90 percent of the maximum volume of detained water and adding the volume of the water detained at 48
hours after the storm. Linear regression was then used to approximate at what elevation the emergency
spillway needed to be set to allow for the extra volume needed. These calculations can be found in
Appendix E. The emergency spillway designed for the proposed pond is capable of handling 125
percent of the stormwater runoff from the site during a 100-yr event. The spillway drains to the existing
drainage ditch along the east side of the site where the pond also discharges.
CONCLUSIONS
The drainage from the proposed site has been designed according the City of Carmel and the Hamilton
County Surveyor's Office drainage standards. No adverse impacts are anticipated to affect adjacent or
downstream landowners.
