EXECUTIVE ORDER
JB-2023-01
WHEREAS, Sister Cities were created to promote peace through people -to -people
relationships and offer the flexibility to allow connections to form between communities that
are mutually beneficial and take on issues that are most relevant to the partners; and
WHEREAS, the sister city relationship was formally established between the City of
Carmel and Kawachinagano, Osaka, Japan in 1992; and
WHEREAS, the sister city relationship was formally established between the City of
Carmel and Xiangyang, Hubei, China in 2012; and
WHEREAS, the sister city relationship was formally established between the City of
Carmel and Jelgava, Zemgale, Latvia in 2022; and
WHEREAS, the sister city relationship was formally established between the City of
Carmel and Cortona, Arezzo, Italy in 2022; and
WHEREAS, the City of Carmel continues to review additional sister city opportunities
and extend invitations to formalize relationships; and
WHEREAS, sister city committees have been formally organized with boards of
directors and volunteer members and meet on a regular basis to promote international
goodwill, understanding, student educational and public service exchanges, and expand
business relationships between the cities and their respective nations; and
WHEREAS, it is beneficial to establish a "Sister City Advisory Board" comprised of the
presidents of the boards of directors of each sister city committee to meet from time to time to
discuss mutual opportunities and coordinate efforts, when appropriate, for shared policies and
procedures and to promote and participate in cultural events in the community; and
NOW, THEREFORE, the "Sister City Advisory Board" is established in the City of Carmel,
Indiana.
