We offer the following comments: 1. Please provide a Title Sheet with a location and/or vicinity map. 2. Indicate that the access street and loop pavement areas are existing on all applicable sheets. 3. Provide drainage calcs to indicate how this development fits into the overall plan. 4. All that is indicated for erosion control is silt fences. What about at pipe outlets and curb turnouts (if allowed)? Need protection down to the creek. Show slopes, etc. 5. Original Dye Realty plans show this site in floodway although the plans indicate the revised line. We will need all documentation verifying floodway has been revised (DNR) and appropriate permitting from DNR. 6. The drainage plan and other sheets show a line identifIed as the 100-year flood elevation but does not indicate the elevation. Please include the 100-year flood elevation on all applicable sheets. 7. Show the true centerline of the creek and the top of bank. It doesn't seem feasible that the approximate centerline of the creek as indicated on the drawings is a perfectly straight line. 8. Sheet SI- Development Plan o Label parking areas as either existing or proposed. o It appears the west side of the proposed parking area is not curbed. The entire pavement area is required to be curbed. o There is an existing curb turnout located outside of and adjacent to the SW comer of this site. Please show justifIcation for 4-curb turnouts, when there would be two turnouts within 20 feet of each other at the SW comer of the site. o The southeast comer of the new/used car storage lot intrudes into the curb of the loop road. This is not acceptable. 9. Sheet S2 - Drainage Plan o There are small black circles with lines extending from the circles indicated in the parking lot. What are these? o There is a heavy black line along a portion of the access street curb at the east side of this development. Is this a silt fence? If so, it should be identifIed. o The existing storm sewer indicated should be extended east to the existing curb inlet at the access street. There is another existing curb inlet further north. A portion of the north and east parking lots are constructed on a utility easement and over a sanitary sewer. This will require a Consent to Encroach Agreement between the owner and the City of Carmel. . Please show the existing sanitary sewer main (and its easement) that runs diagonally NE from the existing sanitary manhole at the NW comer of this site. . Please show the existing sanitary sewer (and manholes) that runs south along the east side of this site. . What is the heavy black line along the west side of the sheet, east of the approximate centerline of the creek? Please be advised that Carmel Utilities will provide a separate review of this project. Please be advised that we have never received a full sized set of construction plans or drainage calculations for this facility per our comment letter dated July 17, 200 1. I am including a copy of our comments that were provided for the July 18,2001 Technical Advisory Committee meeting. We will not approve this project or accept Connection Fees until we have received, reviewed and approved the plans and drainage calculations. A set of plans should also be provided to Carmel Utilities. We offer the following comments: General Information 1. The project site is located within current City of Cannel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way (96th StreetlRandall Road) - City of Cannel. . Water - Indianapolis Water Company Service Area. . Sanitary Sewer and Stonn Sewer - City of Cannel 3. Board of Public Works and Safety Approval Requirements: . Sanitary Sewer Availability (Connection). . Any permanent improvement to be installed in public right of way or dedicated easements. This requires a Consent to Encroach Agreement between the City and the Owner or Owners. If an irrigation system is planned for these developments, beyond what is provided by the Developer, additional Water Availability wiII be required from the Board. I am enclosing a schedule of Board of Public Works and Safety meeting dates and agenda deadlines for your use. Please use the Engineering Department deadlines for submission to the Board. Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA. 4. Sanitary Sewer Connection Fees: . Connection Fees are based upon the average user factor tables from Section 9-200 (sanitary) of our Utility Ordinance. The Connection Fees are $795.00 per E.D.U. for sanitary sewers. There are no classifications in our tables for auto dealerships other than the Retail classification, which is 1.0 E.D.U per 1000 square feet. You do have the option of requesting approval from our Board of Public Works and Safety to utilize actual usage from an existing similar facility as a base calculation for the proposed facility. Such requests must be accompanied by proof of a minimum of one years worth of actual water usage, recapped by total gallons per month, and must include the name, location and size in square feet of the facility being utilized as a base for calculation of fees. 5. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings wiIl not be approved for construction until all issues have been resolved. All Cannel Utility issues must also be resolved. The Developer/Owner will receive one-set which is to be maintained on the construction site at all times. Carmel Utilities will receive one-set. Our Public Works Inspector will receive one-set and one-set will be maintained in the Department of Engineering. If more than four-sets are requested to be approved, the additional sets must be submitted with the four-sets. 6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or easements will require a Consent to Encroach Agreement between the Owner/Developer and the City of Carmel. This agreement requires review and approval by our Law Department and Board of Public Works and Safety approval. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water and sanitary sewer locates. 8. Carmel Utilities will provide a separate review of this project for sanitary sewer issues. 9. I am including copies of the following items with tllis correspondence: . Department of Engineering Commercial Project Approval Procedures. . Permit Data, Contacts, etc. . Commercial Pennitting Procedures. I will send a copy of our Residential Subdivision and Commercial Irrigation System Requirements upon request. BONDING REQUIREMENTS 10. Upon initial review, it appears that tllere will be no bonding requirements for this project. PROJECT COMMENTS 11. We are not able to provide review comments until a full set of detailed civil drawings and drainage calculations are submitted for review. The above comments are based upon the Engineering Department's initial review. Please provide our office with a follow up letter and revised plans, indicating all revisions. Second and subsequent reviews will focus only on revised items. It is critical tllat our office be made aware of all modifications made on tlle plans being re-submitted, particularly if any such changes are considered "new" or fall outside of our initial review. Barnes & Thornburg 11 South Meridian Street Indianapolis, Indiana 46204-3535 RE: Landscape Plan Review for Tom Wood Volkswagon (SU-75-01) Dear Mr. Engle: Earlier today I met with Larry Lawhead of your office, and then with Mr. Bob Hurst of Hurst & Associates. Mr. Hurst delivered the full size set of plans I had requested for review. The copies that were sent for TAC review had been reduced to the point of being illegible. Mr. Lawhead brought plans of the modified primary plat for our meeting. The first major problem that came to my attention was the removal ofthe landscape buffer along the creek. This landscaping was approved as part of the primary plat approval (Landscape Exhibit 'A' - September 21,2000) and is referenced as a commitment in the Declaration of Covenants and Restrictions for 96th Street Auto Park. Any reductions in this landscaping would require Plan Commission approval, and apparently by commitment, approval from the Williamson Run Homeowners Association. Please contact Mr. Laurence Lillig of the Department of Community Services at (317) 571-2421 to discuss your administrative options for this proposed change in commitments. I also have comments on the proposed landscape plan for the Tom Wood lot as follows: 1. Per the B-3 zoning requirements, parking lots should be screened from any residential exposure. Any resolution to the above buffering change should account for the screening requirements. 2. Species concerns: Red Maples (Acer rubrum) are an overplanted species in Carmel and have the potential to become invasive. Since there are already many Red Maples planned on the 96th Street Auto Park, an alternative species needs to be selected. Native hardwood species (other than Maple) are suggested; Oak, Ash, Linden, Beech, or Hackberry would be acceptable. Barnes & Thornburg 11 South Meridian Street Indianapolis, Indiana 46204-3535 RE: Landscape Plan Review for Tom Wood Volkswagon (SU-75-01) Dear Mr. Engle: Earlier today I met with Larry Lawhead of your office, and then with Mr. Bob Hurst of Hurst & Associates. Mr. Hurst delivered the full size set of plans I had requested for review. The copies that were sent for TAC review had been reduced to the point of being illegible. Mr. Lawhead brought plans of the modified primary plat for our meeting. The first major problem that came to my attention was the removal of the landscape buffer along the creek. This landscaping was approved as part of the primary plat approval (Landscape Exhibit 'A' - September 21,2000) and is referenced as a commitment in the Declaration of Covenants and Restrictions for 96th Street Auto Park. Any reductions in this landscaping would require Plan Commission approval, and apparently by commitment, approval from the Williamson Run Homeowners Association. Please contact Mr. Laurence Lillig of the Department of Community Services at (317) 571-2421 to discuss your administrative options for this proposed change in commitments. I also have comments on the proposed landscape plan for the Tom Wood lot as follows: 1. Per the B-3 zoning requirements, parking lots should be screened from any residential exposure. Any resolution to the above buffering change should account for the screening requirements. 2. Species concerns: Red Maples (Acer rubrum) are an overplanted species in Carmel and have the potential to become invasive. Since there are already many Red Maples planned on the 96th Street Auto Park, an alternative species needs to be selected. Native hardwood species (other than Maple) are suggested; Oak, Ash, Linden, Beech, or Hackberry would be acceptable. I told him that I we don't address off of private drives. I told him to talk to you and Laurence abouth this at the TAC meeting. Please let me know what you both decided on this. Right now there is no way to address these two blocks of town homes the way they are. After looking at the project none of the buildings have accessibility from the main streets. It looks to me like the front of the buildings are all off of the"Private streets". From a Public Safety standpoint, I would prefer they submit four additional street names, so those townhomes can be addressed. After looking at the drawings I see no way to get to those buildings unless you turn off onto what they want to call"private streets" The only other altenative would be for them to put some type of address block on the rear of the buildings that back up to the main streets in that area, with the span of addresses in the building along with the street name on it as well. For Example for block 2: 2255-2285 ( This is what the address block could look like on rear of GLEBE STREET Building.) Just let me know what your expertise in this situation would be...Hopefully you and Laurance could put your heads together and give me an idea. The Special Use will be consistent with the Character and Permitted Land Use of the zoning district and Carmel/Clay Comprehensive Plan because: The site is compatible with Chapter 4 of the Comprehensive Plan. The site is designated as a medium or high intensity Regional/Community Employment Area. A High Intensity Area development includes "Commercial complexes reliant on high visibility and mobility. such as auto showrooms. etc." The site has previouslY been submitted to and ap1>roved bv the Carmel/Clay Board of Zoning ApjJeals for the use as an outdoor automobile dis,play and sales facility and the submission of the Special Use is to seek approval for the actual use and plans as submitted. 3. The Special Use is physically suitable for the land in question because: The site is a part of and contiguous with land which is approved for outdoor automobile display and sale facilities. The site is physically suited for the use due to its location and the adiacent property owners' uses. The development across 96th in Marion County is currently used for automotive sales and dis~lay facility. The site is designed to be a part of a prior approved development serving several automotive franchises which minimizes the impact on the area 4. The Special Use will not injuriously or adversely affect the adjacent land or property values because: The proposed development is consistent with the Comprehensive Plan and the prior approved zoning for the area as an auto park. The plans provide for open s,pace and a buffer for other property adiacent or within the immediate area. 5. The Special Use will not adversely affect vehicular or pedestrian traffic flow, nor the adequate availability of water, sewage, or storm drainage facilities, or police or fire protection because: The Special Use will not adversely affect vehicular or pedestrian traffic flow because the site is designed to use the boulevard. which was approved as a part of the overall approval process for the site and surrounding sites in the Auto Park. for traffic thereby minimizing impact of the site within the auto park. The site's use of water. sewage or storm drainage facilities are consistent with the planned utilities provided for the area and in the case of the o -Q storm drainage facility. the redesign of the floodway takes into account the drainage needs for the area. Safety issues are consistent with the protection provided for the area and no special needs or facilities are required. 6.
