CARMEL TECHNICAL ADVISORY COMMITTEE
MEETING MINUTES
Date: Wednesday, June 21, 2023 Place: Virtual meeting. Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00110 ADLS: Rosie’s Gardens Business Expansion. The applicant seeks site plan and design approval to remodel and expand the current business. The site is located at 10402 College Avenue. It is zoned B-3/Business and is within the Homeplace Business
Overlay. Filed by Eric Carter of Weihe Engineers on behalf of Lawrence Hughes, owner. Andy Wert and Scott Rucker of Weihe Engineers representing. Development plan for replacement of
existing store, two new storage buildings, new parking lot and drainage improvements to Rosie’s Garden.
Dave McCoy – City of Carmel Addressing - No comments. Ryan Murt – City of Carmel Street Department - No comments. Darren Mindham – City of Carmel Landscaping - Comments on ProjectDox. Larger comment was perimeter landscaping around the sides showing the property lines. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Need plat vacation as a part of this. Make this a development plan amendment so that we are property doing the public notice that is required. Need to bring the site up to compliance with all the approvals. Original approval was special use back in 1988. Now it is an allowed use, and we will do the development plan amendment. The building architecture design looks nice for the expansion. It is a little hard to see with the black and white drawing, a lot of metal roof and siting and wood trellises. This will not be at the next committee meeting; this will go to August Plan Commission due to public notice requirements.

9:10 a.m. Docket No. PZ-2023-00116 ADLS Amend: IEC Building Addition. The applicant seeks site plan and design approval for a 5,300 sq. ft. building addition. The site is located at 11805 Pennsylvania Street. It is zoned B-2/Business and is not in any overlay district. Filed by Roger Ward of Roger Ward Engineering on behalf of Indiana Electric Cooperatives. Roger Ward and IEC Owner John Cassidy representing. IEC proposing 5,300 sq. ft building addition behind the existing office building. Improvements and modifications to existing drainage to get it up to date with current drainage standards. Proposing a small courtyard next to the building. Ryan Murt – City of Carmel Street Department

- Comments on ProjectDox. Existing landscaping plan for this site. Anything dead or dying or removed should be replaced per those plans. Angie Conn – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Glad the building design is matching the existing and that it is facing the east and treating it like a front. It is a good feature for people who walk up and access the building that way. Ms. Keesling was also concerned of the row of trees as you are coming in to do the site work. Speak to plan to protect the existing trees as workers are coming in and out.
Mr. Ward said some other comments they have received from TAC on the Engineering side related to erosion control pointed out the accessibly and access as well. They will put a provision in that those existing trees to the east and north may need to be replaced if they are damaged during construction. Mr. Ward said he may use the sideway with access to prevent taking the trees out. They will look at it closely once they have a contractor on board.

9:20 a.m. Docket No. PZ-2023-00117 ADLS Amend: Tom Wood Audi Service Addition. The applicant seeks site plan and design approval for a 14,100 sq. ft. building addition to create an
expanded service area. The site is located at 4610 E. 96th Street. It is zoned B-3/Business and is not in any overlay district. Filed by Roger Ward of Roger Ward Engineering on behalf of Joe Feltman of Tom Wood, Inc.

Docket No. PZ-2023-00129 SP: East 96th Street Auto Park Subdivision Replat of Lots 1 and 3. The applicant seeks administrative approval to shift the shared property line between lots 1 and 3, as well as vacate a platted utility easement. The site is located at 4610 E. 96th St. (Tom Wood Audi site). The site is zoned B3/Business and SFHA/Special Flood Hazar Area. Filed by Roger Ward of Roger Ward Engineering, Inc. on behalf of Tom Wood, Inc. Roger Ward representing. This will be a service area addition for Tom Wood Audi. With lack of
inventory, servicing cars is main source of income. Addition will utilize existing utilities and rerouting water and gas services. The addition is going over an existing lot line. Moving existing lot line to the north. They will move sanitary sewer main to the north.

Once that is done, they will kick it back Mr. Ward to respond to review comments.

Rachel Keesling – City of Carmel Planning & Zoning - No issues with addition and where it is being placed. Questioning the material choice of all EFIS.
The previous building had lots of metal panel. Ms. Keesling was curious if the metal panel could be reused or if there was any way to spruce it up more. Gaining area but losing material quality. Mr. Ward said the metal siting was a requirement from Audio Corporate back in 2014. Mr. Ward asked if Ms. Keesling would reach out to Architect Mike Balay to see if there is something they can work out regarding materials.

The BZA comment reports will go out this afternoon so be on the lookout for that.
