REI Real Estate Services, LLC (“REI”) is seeking to develop “The Edge at West Carmel”, a 252-
unit multifamily community and one (1) commercial out-lot on approximately 22 acres of real estate
located on the east side of Michigan Road between 106th Street on the south and 116th Street on the north.
The site is south of the Aaron-Ruben-Nelson Mortuary and was most recently occupied by the Altum’s
Landscape Nursery business. The site is zoned B-3/Business & Residential and is also within the US
421/Michigan Road Overlay Zone.
Approximately thirty-three (33) years ago, the subject site was rezoned to the B-3 Business
District. At that time, before the character of the area had become significantly commercial, written
zoning commitments were agreed to that limited development on the site to twelve (12) specific permitted
B-3 uses, and also prohibited other permitted B-3 uses unless allowed by the Plan Commission. While
the proposed multifamily development is a permitted use within the B-3 District, it is not a permitted use
per the zoning commitment. This filing requests DP/ADLS approval also with approval as well as
approval of the proposed multifamily use that would otherwise not permitted per the zoning commitment.
REI has worked to refashion the layout to increase the distances between the 3-story multifamily
buildings and adjacent residences. Further adjustments have been made to incorporate an eight (8) foot
tall wood fence around the northern, eastern and southern borders, which fence includes masonry columns
every twenty-six (26) feet. Additional street trees have been incorporated along the main thoroughfare as
well as increased landscaping throughout the site. Finally, one (1) commercial out-lot has been removed
at the southwestern corner and that area has been incorporated into the multifamily community as
greenspace.
