Docket No. PZ-2023-00130 ADLS Amend: Jackson’s Grant Village Townhomes Amendment The applicant seeks architectural design approval for a few of the townhome buildings at Jackson’s Grant Village to move the outdoor living space from the front of the building to the rear, which will also reduce the height from 3 stories to 2 stories. The site is located at 520 W 116th Street. It is zoned Jackson’s Grant Village PUD (Ordinance Z-653-20). Filed by Doug Wagner with Republic Development. Project Overview: This project is seeking an ADLS Amendment to change the approved architecture for 3 of the townhome buildings in Section 2 in Jackson’s Grant Village. The proposed change is to move the outdoor living space to the rear of the buildings instead of the front. This will in turn drop the heights of the buildings to 2-stories. The property is zoned Jackson’s Grant Village PUD, Ordinance Z-653-20. Please see the Petitioner’s Information Packet for more details. PUD Standards this project MEETS: • Maximum height • Maximum number of units per building • Entryways shall be visually distinct. • Flat roofs permitted. • Balconies and/or outdoor spaces encouraged on the front and/or rear of the buildings. • Minimum of 2 windows per exposed façade, per level • Streetscape diversity PUD Standards NOT MET, therefore adjustments are needed or a variance will be needed: • None Site Plan, Engineering, and Active Transportation: • The site plan is not changing with this ADLS Amendment. • The Active Transportation plans are not changing with this ADLS amendment and sidewalks will connect to the front door of the dwellings. Architectural Design: • New townhome design provides the outdoor living space on the rear of the building instead of the front. • The height is now only 2 stories, but the main materials and colors are remaining the same. • While the new design will provide some variety and other options for the outdoor living, the Dept. is concerned some of the character and grandeur has been lost. • The second floor needs some additional details to help break up the façade. Either additional windows should be added on either side of the balcony or the windows on the second floor should be spread out to align with the first-floor windows. • Can the height of the units vary on the front to break up the squareness of the building and add some more dimension? • Due to the outdoor living space on the back, a half wall has been added above the brick first floor. This half-wall is shown as horizontal siding and looks out of place. It makes for an abrupt and odd change of material. • Petitioner, please change this half wall to brick to be consistent with the wall below, or perhaps you could change it to a metal railing. • Only 3 buildings will have this new design, however there are 4 and 5 units in the buildings and only a 3-unit building elevation is provided. Petitioner, please provide elevations for a 4 and 5 unit building as well. 2 Lighting, Landscaping, and Signage: • The Lighting, Landscaping, and Signage plans are not changing. DOCS Remaining Comments/Concerns: 1. Petitioner, please provide elevations for a 4 and 5 unit building as none of the buildings with this design are 3 units. 2. Please add windows to the second-floor front elevation or spread out the existing windows and align with windows below. 3. Continue the brick for the half wall above the garage on the rear. 4. Will all of these buildings have offsets between units as shown on the renderings? 5. Will there be a roof over the outdoor space on the back, like you changed on the original elevations? Recommendation: The Department of Community Services recommends the Committee discusses this item and if all comments can be addressed, votes to Approve this item.
