The applicant seeks site plan and design approval for a 5,225 sq. ft. building addition. The site is located at 11805 Pennsylvania Street. It is zoned B-2/Business and is not in any overlay district. Filed by Roger Ward of Roger Ward Engineering on behalf of Indiana Electric Cooperatives. Project Overview: The proposed addition will add 5,225 sq. ft. to the 20,000 sq. ft., one-story office building. Located west/northwest of this site are two hotels – Springhill Suites and the Residence Inn. Located west/southwest are the Meridian Mark Office buildings. These sites are zoned MC/Meridian Corridor. To the south is a two-story mixed-use office building, zoned B- 2/Business District. East is a two-story office building, also zoned B-2/Business District. To the north is Allegion, a two- story office building, zoned B-2/Business District. Please see the Petitioner’s Information packet for more details. B-2/Business District Standards this project MEETS: • Permitted Uses: General Office, Professional Office • Minimum lot area: 7,000 sq. ft. required; 4 acres existing (174,240 sq. ft.) • Minimum Front Yard Setback: 0’ required, • Minimum Rear Yard Setback: 15’ required, 72’ proposed • Maximum Lot Coverage: 90% allowed, 47% proposed • Max. Building Height: 60’ permitted, 25’2” proposed • Parking: 101 spaces provided/allowed B-2/Business District Standards NOT MET; therefore, variance will be required: • Bike parking: 4 short term spaces required within 50’ of the front door, none existing/proposed yet. Site Plan: The proposed building addition will be constructed on the rear (east) side of the property, placed on the interior portion of the U-shaped building. This space is currently grass and courtyard area. A newly reconfigured courtyard will be constructed as part of this building addition. Apart from some drainage improvements, no changes will occur to the rest of the site. Access will remain the same and parking will not be impacted. A parking expansion was completed for this site in 2017, approved under 17060005 ADLS Amend. The site now has 101 parking spaces. Architectural Design: The building addition will be designed to blend in with the existing building. It will be constructed primarily of brick with an EIFS accent feature. There will be brick details around the building, creating the look of a wainscot at the base, and a cornice area at the top of the building. Windows will be provided on 3 of the four sides of the building. There will be two entries – one connected to the existing building at the north, and a second “front” entrance facing east. There is an existing sidewalk running along the east side of the building, connecting to the parking lots. This new front entrance will connect to that sidewalk. Landscaping: No additional landscaping is required for this project. The Urban Forester will be inspecting the site for any dead or dying trees and plant material against the original approved landscape plan. If any are found, they will need to be replaced to be compliant with UDO requirements. The Petitioner understands this requirement. The only other item that has been of concern is the protection of the row of trees on the east edge of the property. This will be the construction access point to the site, and Staff has requested tree protection fencing be installed. The Petitioner has agreed, but also understands if these trees are damaged during construction, they must be replaced. DOCS Remaining Comments/Concerns: 1. Update the site plan to include the required short term bike parking. Recommendation: Once all comments and concerns are addressed, the Department of Community Services recommends the Commercial Committee votes to Approve this item this evening.
