Dear Mr. Sharp:
We have reviewed the constnlction plans submitted to the Hamilton County Surveyor's
Office on June 16, 2005 for this project and have the following comments:
1. Please submit the following procedural items to this office, petition for Relocation
and Rcconstruction 52.5 (Oak Tree Drain), petition for regulated subdivision,
subdivision non-enforcement agreement, outlet permit (2 outlets), crossing permit (1
crossing - sanitary sewer), engineer's estimate, and all associated bonds for 120% of
construction cost. The applications are available on our website at
htto://www.co.hamilton.in.us. go to Departments, Surveyor, and Forms. Did not
recehte.
2. The HCSO will NOT approve plans for multiple sections of a development, unless
both sections are being completed at the same time and the bonding covers both
sections. If this is being built in 2 phases at different times, the HCSO will require
the 2nd phase to be removed from the plans or at minimwn "grayed out" and labeled
as future (all sheets). If this is done, the plan approval process will only be approving
the first section and additional section will need to come back at a later day for
additional approval. The ~1lrreDt set of plans does define what section 1 is and
what section 1 wUl be, it does not eUminate my major problem. I need to know
what storm sewer is being installed now and what will be installed with section 2.
Some how it needs to be shown that HCSO is only approving installation of
section 1 storm sewer at tbis time.

3. Please include a copy ofthe secondary plat and landscape plans with the next
submittal. While the landscape plans are mostly good, we do have a few conOids
and concerns. On sheet LI05, a few new trees and some of the existing trees
conOict with tile existing regulated drain easement, the pond outlet, and the
emergenq overflow. On sheet LtOl, several trees conOid with the pipe from
Str. EX-2 to 705. Please move some of these trees to be in compliance with our
standards.
4. All area outside of the lots, I assume, is common area and will need to be dedicated as
drainage easement. The plat still does Dot call oat common area as D.E. The
ponds and several pipes are located in C.A. and are Dot covered under easement
that we can access. ReSa requires C.A. to be D.E., bat we do Dot enforce the no
tree poliey except for within 15' from the centerline of our pipes in the C.A.
5. As we are doing with other development along the J.W. Brendle Regulated Drain, we
ask that a profile of the open ditch across the proposed project be completed and
submitted this office. A future dredging project is being plans for the J.W. Brendle
Regulated Drain and this infonnation is being requested to accelerate that process.

6. Please label the pipe size, length, aDd material on the utility plans.
7. Please include HCSO Standard Details: 0-4, C-5. C-6, C-7, and 0-12. Where are
these IDeated?
8. Note S on sheets 301 to 305 have an incoJTe(:t 100 year elevations.
9. The SSD located within the swale that have a slope less then 1% must use double
wall perforated pipe (HOPE) for the underdrain. Please label this in the consttuction
plans.
10. The spot elevation on the emergency overflow for the pond (sheet C304) should be a
900.00, not a 901.
11. Please let Cannel Utilities or their design engineer that they need to contact us to
make sure the proper depth is kept under the J. W. Brendle Drain.
12. Sanitary Sewer manholes 80lA, 803, and 827 do not meet our standard of30 feet
from the top of bank of the open ditch. Either move the manholes to be in
compliance with our standards or seek a variance from the standards from the
Hamilton County Drainage Board.
13. Please note the additional comments maybe warranted at a later date.

We have reviewed the construction plans submitted for the March 16,2005 Technical Advisory Committee meeting.
We offer the following comments:
GENERAL INFORMATION
This information is repeated from the primary plat review.
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Interior and Exterior Streets and Right of Way, Curbs, Street Signs, Sidewalks - City of Carmel.
. Water - City of Carmel Utilities
. Sanitary Sewers - Clay Township Regional Waste District
. Storm Sewers/Drainage - Hamilton County Surveyor's Office (City ofCal1l]el Review).
. Regulated! Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:.
. Water Availability
. Additional Water Availability for Irrigation Systems.
. Temporary Construction Entrance (if applicable and iflocated at a location other than planned
permanent entrances). Please be advised that allY opell cuts of dedicated streets will require separate
Board of Public Works and Safety approval.

or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel.

A copy of the schedule for Board of Public Works and Safety meeting dates and agenda deadlines is included
for your use. Please use the Engineering Department deadlines for submissions to the Board.
AllY submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the
Board of Zoning Appeals (ifapplicable) and completion of review by the Technical Advisory Committee.
All written requests to be placed 011 the Board's agellda must include the appropriate Docket Number and
the date (or dates) of approval by the Plan Commission alldlor the Board of Zoning Appeals (if
applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and be
accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all Engineering Department, Carmel Utilities and Hamilton County Surveyor's Office
issues have been resolved. The design engineer must certify all drawings submitted for final approval.
Because of the dual jurisdiction between the City of Carmel and the Hamilton County Surveyor, we will
require a minimum of eight-sets of drawings for approval after all issues have been resolved. The drawings
will be stamped as approved and will be signed by the City Engineer and by Carmel Utilities. The eight-sets
will then be sent to the Hamilton County Surveyor's Office for approval and signatures. Three approved sets
are to be returned to the City of Carmel. The Hamilton County Surveyor's Office will retain two-sets. The
Developer, the Engineer and the Contractor will each receive one-set.

5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or
dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of
Public Works and Safetv.
6. Carmel UtilitieslWater Distribution should be provided copies of all drawings and revisions for review of
water issues. They will provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main
locations.

BONDING REOUlREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets (base, binder and surface). You may bond perimeter street improvements separately.
. Curbs
. Water Mains
. Street Signs
. Monuments & Markers.
. Sidewalks (builders lot sidewalks and common area right of way sidewalks, perimeter right of way
sidewalks and perimeter asphalt paths may be bonded separately).
.Storm sewer bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. They may
also require bonding for Monuments & Markers. If that is the case, we will not require duplicate bonding.
Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste District.
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
of labor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's Checks, Certified Checks or Official Checks. Please reference the enclosures for more detailed
explanation of our procedures.
AVAILABILITY AND CONNECTION FEES
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been
satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage
for the development at the current rate of$I,01O.00 per acre (Water Availability Fee). Based upon the
overall indicated acreage, the following Water Availability Fees would apply:

Connection Fees are currently $1,310.00 for water per single-family residence. Connection Fees are paid
when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been
released for permits. Water Connection Fees are paid on a oer-Iot basis.
. if an irrigation system, swimming pool or clubhouse is planned for this development, or any
future section of the development, additional Water Connection Fees will be assessed based upon
the recommendation of the Director of Carmel Utilities.
II. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted
for review to this office. We will share Crossroad's comments as they are received. When construction plans
are submitted for T.A.C. review for this development, please provide 2-sets of plans and calculations to allow
us to send the extra set to Crossroad and save some time in the review process.
COMMENTS - CONSTRUCTION PLANS
12. As discussed at T.A.C., approval will only be provided for Phase I. Please revise drawings appropriately.
13. Please indicate in title on cover sheet which section number and/or phase number these construction plans are
for.
14. Please provide copies of the secondary plat for review.
15. Please provide drainage calculations to this office and to our drainage review consultant if not provided to
them.

16. It is apparent that some off-site easements will be necessary to install the sanitary sewer. These easements
must be secured prior to the Department of Engineering approving the drawings.
17. Please provide horizontal curve data on street plan/profile sheets.
18. On Site Plan, Site Development Plan, and Intersection and Cul-de-sac Detail, please indicate and label right-
of-way radius at cul-de-sac terminal end to be 50 feet.
19. All lots adjacent to side yard easements should be wide enough to accommodate the anticipated house model
and any planned driveways such that there is no encroachment in the easements.
20. Please provide a separate entrance plan which details the auxiliary lanes and passing blister, entrance
geometry and dimensions, and a detailed grading plan.
21. Please indicate widening across the property frontage or to the extents of the auxiliary lanes, whichever is
greater for 15-foot travel lanes on the property side of Shelbome Road. Auxiliary lanes shall be measured
from the edge of the 15-foot travel lane. Please add a note to the site plan that all existing pavement shall be
sawcut to a clean edge where new pavement (for widening or for auxiliary lanes) is to be installed adjacent to
existing pavement. Any new pavement placed in the Shelbome Road right-of-way for widening, for auxiliary
lanes and for each entrance up to the mainline right-of-way limit shall meet the following section: 1.5 inches
HMA #11 surface on 2 inches HMA #8 binder on 3 inches HMA #5D base on 7 inches #53 stone on 4 inches
#2 stone or match existing, whichever is greater. Please delineate this section with hatching on the plans and
appropriate reference in the legend. A 3-foot wide shoulder of#73 stone at a minimum depth of six inches is
required along the widening and auxiliary lanes. Subsurface drain is required beneath the stone shoulder.
22. The City typically requires I" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing
roadway across the property frontage or to the limits of the auxiliary lanes, whichever is greater. The
roadway would then also need to be restriped with thermoplastic striping. Please develop a plan for the
restriping and for striping of the auxiliary lanes. Please add a note to this plan that all striping shall be
thermoplastic. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate
reference in the legend.
23. All paving within the existing and proposed City right-of-way shall conform to the requirements of the
Department of Engineering. Please add a note to the drawings that the Contractor shall contact the
Department of Engineering to schedule a pre-construction meeting to review the Department's construction
requirements, staff notification requirements, required inspections for certain stages of the work and to
review the authority of the Department as it relates to work within the existing and proposed City right-of-
way.
24. The Department requests that any general or plan notes, details, or specifications be revised or added to
appropriate sheets to accommodate the following requirement for installation within existing and proposed
City right-of-way: "Bedding, h,aunching and initial backfill materials, placement and compaction for water
mains, water service laterals, sanitary mains and sanitary service laterals shall be in accordance with the
standard practice of the utility that has jurisdiction over the installation. Final backfill for water mains, water
service laterals, sanitary mains and sanitary service laterals under and within 5-feet of pavement (including
sidewalks) shall be B-Borrow for Structure Backfill meeting the material requirements of the INDOT and
shall be compacted in 6-inch maximum lifts to not less than 95% Standard Proctor Density for the entire
depth of the material placed. The backfill for the top 6-inches of the excavation below the start ofthe
aggregate subbase of the pavement shall be No. 53 Stone meeting the material requirements of the INDOT
and shall be compacted to not less than 95% Standard Proctor Density. Ifthe standard practice of the utility
that has jurisdiction over the installation has a more stringent final backfill requirement, the more stringent
requirement shall govern." and that these installations conform with the following minimum cover
requirements: "For installation of Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals,
Sanitary Service Laterals under City streets, regardless of the jurisdiction of the utility, the minimum cover
from the top of the installed pavement to the top of the installed pipe shall be the pavement section thickness
(all bituminousand aggregate material above the subgrade) plus ]-0". If the standard practice of the utility
that has jurisdiction over the installation has a more stringent cover requirement, the more stringent
requirement shall govern."
25. The Department requests that any general or plan notes, details, or specifications be revised or added to
appropriate sheets to accommodate the following requirement for installation within existing and proposed
City right-of-way. The Department assumes that the storm system will be a private system, but recommends
that the entire storm system be constructed to meet the following requirements to facilitate future acceptance
by the City: "Bedding, haunching, and initial backfill for all RCP installations shall be B-Borrow for
Structure Backfill meeting the material requirements of the INDOT. Bedding shall be placed in the trench
bottom such that after the pipe is installed to grade and line, there remains a 4-inch minimum depth of
material below the pipe barrel and a minimum of3-inches below the bell. For pipe sizes 66-inches and larger,
the minimum depth of material below the pipe barrel shall be 6-inches. Bedding shall be placed to be uniform
as possible, but shall be loosely placed uncompacted material under the middle third of the pipe prior to
placement of the pipe. Haunching and initial backfill shall be compacted in 8-inch maximum lifts to not less
than 90% Standard Proctor Density for the entire depth of the material placed. The backfill shall be brought
up evenly on both sides of the pipe for the full length of the pipe. Haunching shall extend to the springline of
the pipe. The limit of initial backfill shall be 6-inches above the springline. Minimum trench width shall be
the outside diameter of the pipe plus 18-inches. Final backfill for all RCP installations under and within 5-
feet of pavement (including sidewalks) shall be B-Borrow for Structure Backfill meeting the material
requirements of the INDOT and shall be compacted in 6-inch maximum lifts to not less than 95% Standard
Proctor Density for the entire depth of the material placed. The backfill for the top 6-inches of the excavation
below the start ofthe aggregate subbase of the pavement shall be No. 53 Stone meeting the material
requirements of the INDOT and shall be compacted to not less than 95% Standard Proctor Density. Final
Backfill for all RCP installations greater than 5-feet from any pavement shall be clean fill material free of
rocks larger than 6-inches in diameter, frozen lumps of soil, wood or other extraneous material, compacted in
12-inch maximum lifts to not less than 90% Standard Proctor Density for the entire depth of the excavation."
and that these installations conform with the following minimum cover requirements: "For installation of
Storm Mains, Water Mains, Sanitary Mains, Water Service Laterals, Sanitary Service Laterals under City
streets, regardless of the jurisdiction of the utility, the minimum cover from the top of the installed pavement
to the top of the installed pipe shall be the pavement section thickness (all bituminous and aggregate material

26. Please provide a traffic control plan. On the traffic control plan, please include a note that all traffic control
signs are installed by the City and require an ordinance.
27. Please provide detention volume for the fully developed Thoroughfare Plan right-of-way for Shelborne Road.
28. On sanitary sewer plan/profile sheets, add a note that there are to be no manholes in the pavement, curbs, or
sidewalks.
29. On the water distribution plan, add a note that there are to be no manholes or water valves in the pavement,
curbs, or sidewalks.
30. Sheet C206 - Site Details
. In SRIO - Typical Street Section, please align outside edge of subsurface drain trench with back of curb.
Also please change the back-of-curb to back-of-curb dimension from 28 feet to 30 feet.
. Please add the City of Carmel sidewalk standard (copy enclosed).
31. Sheet C207 - Site Details
. The Department requires that the on-site pavement meet the following section: 1.5 inches H.A.C. #11
surface over 2 inches H.A.C. #8 binder over 3 inches H.A.C. #5D base over 7 inches #53 stone. Please
revise detail PV -36, Asphalt Pavement Section, to reflect this.
. Please add a note that all paving is to be completed in one paving season.
. The Department requires that the on-site asphalt path meet the following section: I inch H.A.C. #11
surface over 2 inches H.A.C. #8 binder over 5 inches #53 stone. Please revise detail PV-36P, Asphalt
Path Pavement Section, to reflect this.
. Please replace Hamilton County Highway Department pipe underdrain detail with City of Carmel pipe
underdrain detail.
These comments represent the Department of Engineering's initial review ofthe construction plans for this project. We
request that all responses to our comments be provided in writing. Failure to provide written responses may result in
the delay of the review process. The Department reserves the right to provide additional comments based upon
subsequent reviews.
It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any
such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all
revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan
Commission, BZA or other committee meetings.
All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans.
Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be
obtained prior to Engineering Department approval.
The plans will be submitted to the City's consultant for drainage review when drainage calculations are provided.
Comments from the drainage review will be forwarded to your office when the review is complete.

This letter is in response to your secondary plat application for Saddlebrook at Shelborne Section One
Secondary Plat. The following issues must be resolved:
The following must be indicated on the plat:
1. Please replace the term "final plat" with "secondary plat" in the title
2. Primary Plat Docket Number 04080059 PP
3. Secondary Plat Docket Number 05030004 SP.
4. Source of title of ownership.
5. The date of the latest revision
6. The director signature block is only needed on the signature page (sheet 11). Please
remove from others.
7. Concrete monumentation is only needed at the subdivision boundary comers (not for the
individual sections). There should be only 5 concrete markers indicated for this section.
8. Please add complete curve table and notes.
9. Required landscape easements must be shown on the plat. Please provide.
10. Provide the signed subdivider agreement form, per chapter 9.06 of the Subdivision
Control Ordinance, for the file.
Concerns and Comments are as follow:
1. Please provide a complete landscaping plan.
2. Please ensure all landscape plantings are outside of drainage easements.
3. A copy of the landscape plan approvalletter/e-mail from the Urban Forester is required
prior to plat approval and signature.
4. The pedestrian path running north and south in Block A (connecting the Homestretch
Drive sidewalk to the southern pedestrian path) should be 8 feet wide, matching the
width of the southern path.
Please wait to submit revised materials until after the Technical Advisory Committee (T AC) has met on
this application. The resubmitted materials should include edits addressing the above comments along

9. A few of the storm pipes do not ha"c adequate easement on both sides of the pipe. IC
26-9-27-33 requires that all regulated drain storm pipes have a minimum of IS feet of
easement ofBOm sides from the centerline of the pipe. Please either shift the pipes
in the current easements or change the easements to accommodate this statue.
10. The outlet for the new pond. crosses property owned. by others. Ifwill be located
entirely within existing regulated drain easement, so new easement will not be
required, but we will expect the property owner be contactecl to let him know what is
going on. A written aclmowleclgemcmt. copied to our office, would be the preferred
method.
11. The pipe from struaure EX-2 to structure 708 will need to be 12" RCP with an 8tt
pieoe of plastic pipe (C-900 or similar) grouted into the pipe to act as the orifice.
12. The pipe ftvm structure 701 to 702 will need to be RCP.
13. On sheet C703, it appears that TC of structure 724 is about 2 feet to low; HCSO does
not allow buried structures.
14. The pipe run from stzucture 724 to 733 does NOT have the require cover to meet
HCSO Standards or the City of Carmel Engineer Department Standards. Please
revise.
15. Please show the location of all curb SSD on the P & P sheets to avoid conflicts with
stann pipes.
16. The slope of pipe run 759 to 758 appears to be extremely high. The HCSO will not
allow a velocity in this pipe to exceed 10 tps. This will require out baDk armorment
detail (0.-4 - please include in plans) and additional annorment may be required do to
the discharge velocity.

17. The HCSO would prefer to see double wide boxes, for the double inlets, .rather then
the detail proposed on C707.
18. Please label the swale slopes on the grading plans. Also label the pipe size, length,
and material on the utility plans.
19. The sanitary sewer and water crossing do not appear to meet our minimum
requirement for the depth under the flowline of an open regulated drain (C-6). Please
look at and revise.
20. The HCSO has new standard details for the required castings. The details are
available for download on our website at http://www.co.hamilton.in.us. &0 to
Departments. Surveyor, and Documents for Download. The details are CT -1, CT -2,
CT..4, CT-S, CT-6, CT-', CT-8, and CT-IO. These are our required casting and any
other casting must be approved by this office. Please include all the appropriate
details for this site in the construction plans and change the casting references.
21. All casting should be labeled "Dump No Waste - Drains to Waterway," which are
readily available now from local casting distributors. Please add a note to the plans
that will make the contractor away of this requirement.
22. Please include HCSO Standard Details: 0-4, C-6, C-7, and 0-12.
23. Please note the additional comments may be warranted at a later date.
