Docket No. 06030028 SW: SCO Chapter 7.05.07, Woodlands
The applicant seeks to plat 19 lots on 6.29 acres.
The site is located at 1320 Rohrer Road and is zoned Rl Residential
Filed by Kevin Roberts of DeBoy Land Development Services for The Anderson
Corporation.
The applicant is requesting approval to plat 19 infilllots on 7.67 acres. Please see the
informational packet prepared by the applicant for an overview ofthis project. The public
hearing for this item was held at the April 18th Plan Commission Meeting. A few people spoke
in opposition in regards to traffic and how this site would affect the surroundings.
This site is currently zoned Rl, which permits a maximum density of2.9 units per acre. A large
portion of this site (34%) is identified as open/green space, and the petitioner has added paths
throughout these areas. This is an infill project that connects two subdivisions (Cedar Lake and
Rohrer Meadows) via Jeffery Court right of way stubs.
As part of this development, the applicant is proposing a significant amount of woodland
clearing. The petitioner has proposed a mitigation plan that has been approved by the Urban
Forester. Staff has requested additional data from the petitioner to identify the exact percentage
of woodland clearing that is being requested.
Aside from the request for additional woodland clearing, this plan is a responsible infill project
that provides more amenities than our ordinances require. With the addition of a perimeter path,
and an extensive tree mitigation plan, staff supports this project.
Engineering has no outstanding issues.
Staff supports these petitions with the following Engineering commitments (that must be
recorded):
1. Covenants and restrictions clearly specify that the type of access provided at Rohrer Road
may be limited to right-in/right-out in the future;
2. A revised Primary Plat be submitted to Carmel engineering
With the above commitments, staff recommends that the Subdivision Committee forward
these items back to the Plan Commission with a positive recommendation.

TREE MITIGATION COMMITMENT
Any tree specifically identified in the Tree Inventory that is removed, destroyed or dies as a
result of construction will be replaced on a 1:1 ratio with a tree chosen by the developer
from our proposed "planting schedule." Developer commits to this mitigation for a three-
year period commencing on the release date of the street performance bond.
It should be noted that the current proposed landscape schedule calls for adding 43 trees.
An additional shade tree is required for each house if an existing tree cannot be preserved.
Based upon our current landscape plan and schedule, we are already replacing
inventoried trees at a ratio exceeding 1:1.

Given the upcoming holiday (as you all well know) the Committee Meetings were moved up to this Thursday. As
such our reports are late in terms of distribution (but my schedule does not permit getting them done earlier than
what is typically the deadline for reports). I have attached them to this email, and will distribute hard copies at the
