I don't usually issue approval letters, the Plan Commission issues the approvals. What I do is comment on how
plans meet the ordinance, species and maintenance issues. If the west bufferyard is placed around the west side
of the pond to meet the ordinance, I believe that your latest plan will accomplish all those things. I assume that
you would show the revised plan in the meeting and get me copies for signature before you apply for your building
permits.

ingress easement.
2. The buffer yard requirements for the collision center have been moved to the west bank of the pond as
discussed.
3. I have adjusted the landscaping long E. 106th Street to miss the future storm sewers & swales within the
17' landscaping areas.

Pearson Ford Master Plan - Signage Review
Docket No. 06030025 DP Amend! ADLS Amend
Signage allowed per Sign Ordinance Chapter 25.07 for a Multi-tenant Building Complex
Definition of a Multi-tenant Building Complex: where 2 or more buildings are designed to function as a
unit or I building with 7 or more tenants.
The entire development is allowed:
1.) 1 center identification ground sign per frontage (2 total) with square footage and height per
the sign chart. This type of sign can only have the name/address of the complex on it, along
with changeable copy (tenants names), which cannot exceed 2/3 of the sign area. The sign
must be located lO-ft from the road right of way as prescribed by the 20-yr Thoroughfare
Plan.
2.) 1 - 20 square foot multi-tenant building complex directory sign per frontage (2 total),
located lO-ft from the road right of way as prescribed by the 20-yr Thoroughfare Plan. This
sign will not be counted as a ground sign, but must be landscaped equal to the sign area.
The copy on this type of sign is limited to the names or locations of buildings in the
complex.
3.) Ground directional signs cannot be taller that 3-ft in height and cannot exceed 3 square feet
In area.
4.) Incidental wall signs, such as signs reading "Entrance" or "Service" may be equal to or less
than 3 square feet in area, and will not be counted toward the total number of signs.
The sign plan, as proposed, will need multiple variance approvals from the Board of Zoning Appeals
for:
1. Total number of signs
2. Sign type
3. Distance of sign from road right of way
4. Total allowed square footage for the site
5. Directory sign height
6. Directory sign square footage
7. Center ground ID sign height (Nottingham Plaza)
8. Center ground ID sign square footage (Nottingham Plaza)
Additional Ouestions/Comments:
1. Will Nottingham Way be dedicated as public road right of way? Or, will it remain a private drive?
2. Note: the proposed signage for the future buildings should be incorporated into this sign package.
3. Note: an overall theme of signage color or font should run throughout the development.

We have reviewed the TAC submittal to the Hamilton COWlty SW'Veyor's Ofiice on April 3,
2006 for this project and have the rollo'wing comments:
1. The project in located in the unincorporated area and MS4 jurisdiction of
Hamilton County. Part of the proposed site also falls in the jurisdiction of the
Town of Zionsville.
2. The project falls pa.'1iaUy in the Park Northwestern Regulated Drain Watershed.
3. The proposed site DOES NOT fall in a Carmel Wellhead PrOle4:tion Area.
4. Initial review ofthe drainage calculations make it appear that this site is in
compliance with the Hamilton County Stonnwater Management Standards.
Fwther review will be required after items below are addressed.
5. HCSO has concerns about the discharge into the existing pond in Andre Business
Park. HCSO wants to see the drainage calculations for the pond and make sure
that the pOlld was designed to accommodate offsite drainage srea. The Town of
ZioDsville has indicated e"isting drainage problems it1 the area and HCSO does
not want to ne~atively impact the situation. Another possible outlet point into 41
Hamilton County Regulated Drain can be considered on this site that would help
bypass tile existing problems.

7. Please provide a pre and post developed basin maps for the site. The post.
developed basin map must have the basins labeled that (,orr.::spond with the basins
in the drainage report.
8. The drainage calculations do not appear to provide for future development ofthe
remainder of the project, but do account for the e.l1.tire site in the release ute.
Please include all appropriate information for the emire master plans that is being
done for the site drainage.
9. If the site does continue to drain to the existing pond, HCSO recommends the
invert of the outlet pipe be set at the normal pool \In the existiIlg pond, to prevent
erosion of the banks and provide better hydraulic flow.
10. Please label the invert elevation on the pond emergency overflow,

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the drawings submitted for the April 19, 2006 Technical Advisory
Committee meeting and offer the following comments:
ALTERNATIVE TRANSPORTATION REVIEW COMMENTS-CONSTRUCTION PLANS
1) The Carmel Clay Alternative Transportation Plan requires the construction of 10' asphalt path
along Michigan Rd. and 106th S1. Please revise the plans to include and label these sidepaths.
2) Please indicate ADA compliant handicap ramps at all sidepath crossings.
We request that all responses to our comments be provided in writing. Failure to provide written responses
may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notifY us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on
subsequent reviews.

Thank you for submitting the master plans for the project. I am not able to fully
review the plans until more items are provided:
1.
A CTRWD Application was not submitted with the plans. Please provide
the application with initial submittal in order for us to review the project.
The application is also available atourwebsite www.ctlWd.orq.
The existing and proposed mains require sanitary sewer easements and
access easements. Buildings must be offset from the sanitary sewers.
Dedication of the proposed mains to the District is required.
An IDEM Permit is required for this project. Provide the District with a
copy of the IDEM submittal. The District needs to be included in the List of
Affected Persons.
Per Ordinance 09-13-99 "every building or house to be connected to the
sewer system shall have its lowest connection elevation for gravity
sanitary services one (1) foot or more above the top of the manhole
casting elevation of either the first upstream or downstream manhole of
the sewer to which the connection is to be made." See our website at

Existing manholes should be labeled cOnsistent with previous plans.
Manholes must be labeled as follows:
a. Manhole 101 is BC-12A.

f. Manhole 106 is MR-36.

Dear Mr. Armstrong:
This letter is in response to your Development Plan Amendment application for Pearson Ford.
Comments and concerns are as follow:
1. As a 7,500-square foot addition to an existing structure is proposed, and as that
addition would be partially within the bounds of the US 421/Michigan Road
Overlay District, an ADLS application must also be submitted. Please submit an
ADLS application as soon as possible.
