Docket No. 06060006 PP Replat: Little Farm Subdivision Lot P16 The applicant seeks to divide one parcel into two parcels, to allow for the construction of two, two-family dwellings. A variance has been granted to allow for reduced lot size. The site is located at 10506 Combs Avenue and is zoned R3 within the Home Place Overlay. Filed by Shahpor Shahbahrami. The applicant is requesting approval of a primary plat consisting of two lots on 0.35 acre, for the purpose of building two, two-family dwellings. Please refer to the elevations and proposed site plan submitted with the packet mailing for full details. The public hearing for this item was held at the July 18th Plan Commission Meeting. The Plan Commission waived their rules of procedure to allow this Committee to have full approval authority for this petition. Two members of the public spoke in opposition with concerns regarding the upkeep of the existing property, and drainage through this site. A variance was granted earlier this year to allow the platting of two lots measuring less than 8,000 square feet. Each lot is to be developed with one duplex. Two family dwellings are a permitted use in the R3 zone. There are duplexes in the neighborhood adjacent to the site. The request meets the requirements of the Subdivision Control Ordinance in all other respects. City of Carmel staff has no outstanding concerns with this petition; however, Hamilton County Surveying and Hamilton County Highway has yet to grant full approval of this plat. The applicant must commit to construction or funding the future installation of a five foot sidewalk along Combs Avenue. This commitment must be made prior to the City signing plats for these lots. The applicant was instructed to provide written approval from the County in regards to both drainage and access. Such has yet to be submitted to the department. If the above requested items are provided, the department recommends that the Committee approve this request. If the above items are not provided, the department recommends continuing this petition until they are submitted.
