Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00136 DP/ADLS: The Edge at West Carmel. The applicant seeks site plan and design approval for a new development with an apartment complex (252 units), and one future commercial out-lot. The site is located at 11335 N. Michigan Road. It is zoned B-3/Business & Residential and is located within the US 421 Overlay zone. Filed by Rick Lawrence with Nelson & Frankenberger, LLC, on behalf of REI Real Estate Services, LLC. Jon Dobosiewicz of Nelson and Frankenberger representing REI and property owner. Aaron Hurt and Rick Lawrence also present. 17 acres to be developed for proposed multi family uses. Lot 1 parcel along the front would be future commercial development. Lot 1 would return to TAC in the future for development. The plan has been updated since TAC saw last year. Modifications include elimination of one commercial use area now changed to Pollinator Habitat, some adjustments to building positioning and fence and landscaping along permitter. Dave McCoy – City of Carmel Addressing - Comment on ProjectDox regarding street names. 5 new street names needed. Requests them to contact Dave McCoy when the time is right. Ryan Murt – City of Carmel Street Department - No comments. Aliza Shalit – City of Carmel Signage - Comments on ProjectDox regarding signage if there will be any. Samuel Oskins – AES Indiana - AES doesn’t appear to be servicing electrical for this area. They are here for the next project. Angie Conn – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments being finalized on ProjectDox. Page 2 of 3 City of Carmel Technical Advisory Committee July 19, 2023 Mr Dobosiewicz mentioned there are TAC members they will follow up independently, such as Urban Forestry and Engineering outside of today’s meeting. Aaron Hurt said they did receive the clarifications from Engineering, and they will work with them independently. Ryan Wells from REI mentioned no questions or comments. The applicant seeks the following special use and development standards variance approval: Docket No. PZ-2023-00134 SUA UDO Section 2.05 Education Special Use required in S2. Docket No. PZ-2023-00132 V UDO Section 1.07 Transportation Plan compliance required, Request to only dedicate street right of ways. The site is located at 2500 E. 98th St. and is zoned S2/Residence. Angie Conn – City of Carmel Planning & Zoning - Comments on ProejctDox and issuing the BZA department report later this afternoon. Mr. Lawrence said he left Ms. Conn a voicemail regarding the issue from the previous day. He requested a call back later today to make sure they were on the same page.
