Re: BZA Docket Nos. PZ-2023-00134 SUA; -00132 V: Hope Church Special Use Amendment and Variance
Dear Mr. Lawrence:
At the meeting held on Monday, July 24, 2023, the Carmel Board of Zoning Appeals took the following actions
regarding the Special Use Amendment (SUA) and Development Standards Variance (V) requests filed by you for the
site located at 2500 E. 98th Street:
APPROVED with Conditions: Hope Church Special Use Amendment and Variance approvals for:
• Docket No. PZ-2023-00134 SUA: Education Special Use granted in S2/Residence,
• Docket No. PZ-2023-00132 V: Transportation Plan compliance required, granted to only dedicate street right
of ways, and
• CONDITIONS: 1) The Petitioner addresses all remaining TAC review comments, 2) the Petitioner phases in
the installation of the sidewalks along 98th St. and Pleasant Way within a 5-yr period (they do not need to
install the path along Haverstick Rd.), and 3) dedicating the right-of-way if dedication paperwork is received
from the City or providing a copy of a recorded commitment to DOCS within 30 days to dedicate of right-of-
way for the multiuse path that the City intends to construct along Haverstick Rd., whichever happens sooner.
Please be advised that per Article 9.09 of the Unified Development Ordinance, the aforementioned Special Use
Amendment approval is valid for three (3) years. By that time, either continuous construction of the improvements must
be underway, or a written request for a one-time, six-month extension of the approval must have been received and
approval granted by this Department. The expiration date of the approval is July 24, 2026.
