CARMEL ZONING ORDINANCE Z-289, SECTION 29.4.2(3): The Director, Department of Community Services (or staft'J
shall approve or deny the improvement location permit (building permit) within five (5) workino davs of the receipt of the
written application form and accompanying materials. The improvement location permit (bUilding permit) shail be issued
when the proposed structure, improvement or use and its location conform in ail respects to this ordinance.
The foilowino must be received bv the Deoartment of Community Services before anv buildino or remodelino permit can
be reviewed or issued bv staff:

ONE completed Improvement Location Permit (Building Permit) application.
TWO (2) complete sets of construction plans. Building elevations, foundation plan, floor plan and typical
wall section must be shown. All cross-sections must be properly detailed and labeled. At lease one
cross-section must show R-values of building materials to ensure compliance with the Indiana Energy
Codes. If minimum R-values are not met on cross-section an Energy Code Compliance Worksheet must
be completed. If manufactured trusses are used, a diagram must be included with building plans for ail
trusses being used. Truss diagrams must be stamped with the seal of the registered architect or .
engineer who is responsible for that design. Only Indiana registrations will be recognized. If a i
commercial construction, olans must be stamoed aporoved bv the Indiana State Deoartment of Fire
Prevention & Buildino Safety. Indicate total height of building on plans.
ONE copy of sewer permit (from City of Carmel Engineering Dept., Hamilton Western Utilities or Clay
.. Regional Sewer District whichever applies), or septic permit (Hamilton County Heaith Department)..
ONE (1) copy of plot plan from approved subdivision construction plans. I
TWO (2) copies of a site plan or plot plan showing the following REOUIRED information (can be oJtained
from the landowner or developer):
--Name and address of designer of plan with date
--Name and address of owner
--Lot number and subdivision or applicable general description
--Lot drawn to scale -- ail dimensions
--Scale and north arrow
--Lot/Property lines
--Minimum front building setback line per approved development plan (include ail front yard)
--Ail roads, alleys,rights-of-way, etc.
--Ail other utilities and drainage rights-of-way and easements
-:Any applicable flood plain area (Elevation Certificate' if necessary)
--Building pad elevation and lot corner elevations
--Ail accessory buildings -- existing or proposed
--All sidewalks and driveways
--Sewer and water lines, septic system (tanks & filed system) and weillocation
--Drainage fiow arrows
--All drainage swales and subsurface facilities (retention/detention areas, etc.)
--Sump pump (sump pump pits) showing discharge locations
--Geothermal heat pump discharge locations
If land is not within a platted subdivision, a legal description is needed.
ALL CONSTRUCTION IS SUBJECT TO FIELD INSPECTION

1. I called you and asked where I could get a plot plan showing the location of house and you sent me to the W~b
site to show the plot. I told you that the only building on the lot is the house which has a fence around the back:
yard, and that the enclosed porch does not stick out beyond the house. You said to measure from the fence to I
the addition and I did that. You thought that this might be all that was necessary. Where can I get the plot plan:
show location of house????
2. My son, Chris, who is building the porch was in Vocational Building Classes at Carmel High School and on the
crew for 3 years that built the houses. Right now he works on a framing crew. He is going draw the foundation!
We were going by the instructions given us and I misunderstood that since it was going to be an enclosed
unheated porch that we would need the foundation drawing.
3. This is not a living space. It was replacing a deck and we first decided to make it a screened in porch to I
provide some protection from the weather, then my son said if he put up walls and insulated them we could use. it
9 months out of the year instead of 3-5 months without heating it. It will have patio furniture in it. There is an I
outside plug in by the back door and a porch light that we will use for lighting.
4. We bought the trusses readymade from Menards and Chris put a drawing in with all the information (3rd
drawing) Truss, Midwest Manufacturer, Piano, IL.

Can you tell us what else is needed and where to look for it?
5. Can you let me exactly how detailed the drawings need to be? Do you need distances between each upright,
etc. Chris is using the Menard building plans for an unheated garage. PLANG06022 :
6. I can't find the attached code requirements. I have a smoke detector downstairs in the basement and one inl
the hallway by the bedrooms. Do I have to have a smoke detector in an enclosed, unheated porch? !
7. This is an enclosed, unheated porch.
8. We will not be moving the gas meter or meter base.

I forgot one thing under 5. The shingles will be the same as I had put on the house in December, 2003. They I
come from ABC Supply,5750 Kopetsky Drive, Suite B, Indianapolis, IN 46217 Phone number: 317-783-3488.
They have a 30 year guarantee and this is the description they gave me: ELK-HD Barkwood. Is that enough or
do I need the manufacturer's name and address? I
