The City has received your comment letter and drawings dated June 2,2006 based upon the City review of
May 9,2006.
The comments from the City have been satisfactorily addressed with the following exceptions:
PROJECT COMMENTS-CONSTRUCTION PLANS
10. The City has adopted a new paving policy. Please revise any notes,specifications,and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans. Because you have acknowledged that there will be no City right-of-way paving,the City
rescinds this comment.
11. The City has adopted a new curbing policy. Please revise any notes,specifications,and details to
accommodate this policy.The language of this policy must be added to a specification sheet on the
plans. Please add the entire language of this policy as previously requested.
16. Please remove sheet C400,the landscape plan,from plans submitted to the Department of Engineering
for approval. The Department of Engineering does not approve the landscape plan. Thank you for
your response"The landscape plan has been removed as requested." The landscape plan is still
included in the plan set and is now Sheet C401 instead of Sheet C400. Please remove the
landscape plan,Sheet C401,and remove the landscape plan title from the index on the cover
sheet.
These comments represent the Department of Engineering's second review of the construction plans for

Dear Mr. Paul:
This letter is in response to your Development Plan Amendment, ADLS Amendment, and
Commitment Amendment application for Liberty Mutual Group. Comments and concerns are as
follow:
1. Please provide a site plan and elevations which place the proposed garage within
the context ofthe overall site.
2. Please submit elevations indicating any signs which may be planned for the site.
3. A copy ofthe landscape plan approvalletter/e-mail from the Urban Forester is
required prior to approval.
Please wait to submit revised materials until after the Technical Advisory Committee (TAC) has
met on this application. The resubmitted materials should include edits addressing the above
comments along with any requirements that arise from the T AC meeting. Additional comments
may be made after the requested revisions have been submitted.

Dear Mr.Paul:
We have reviewed the construction plans submitted for the May 17,2006 Technical Advisory Committee
meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Cannel Corporate Limits.
2. Jurisdictions:
• Street and Right of Way—96s'Street,City of Cannel
U.S.31/1465,INDOT
Parkwood Crossing Interior Streets,Private
• Water—Currently Indianapolis Water Company
• Sanitary Sewer—Clay Township Regional Waste District
• Storm Sewers/Drainage—City of Carmel/Hamilton County Surveyor's Office
• Legal Drains—Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
• There do not appear to be any Board of Public Works and Safety approvals required for this
project.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date(or dates)of approval by the Plan Commission and/or BZA.
4. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing and
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. The design engineer must certify all drawings
submitted for final approval. This office will require seven sets of approved drawings after all issues
have been resolved. The drawings will be stamped approved and signed by the City Engineer. The
drawings should then be forwarded to the Hamilton County Surveyor's Office for approval.
Distribution of the final approved drawings will be 2 sets to Cannel Engineering,2 sets to the
Hamilton County Surveyor, 1 set to the Developer/Owner, 1 set to the Engineer and I set to the
contractor.
5. Please be advised that any installation of signs,walls,irrigation systems,etc.within any dedicated
right of way will require Consent to Encroach approval.
6. I am including copies of the following with this correspondence:
• Commercial Project Approval Procedures.
• Permit Data, Contacts,etc.
• Commercial Permitting Procedures.

BONDING REOUIREMENTS
7. Upon initial review,it appears the following bonding requirements may apply to this project:
Performance Guarantees/Engineer's Estimates
It does not appear that Performance Guarantees/Engineer's Estimates will be required for this project.
However,please contact our Storm Water Administrator,Amanda Foley,to determine storm water
drainage and erosion control permit and/or bonding requirements.
Street Cut/Right of Way Permit and Bonding Requirements
It does not appear that a Right of Way Permit will be required for this project. However,should a
situation arise that would require a permit,please contact our Right of Way Manager,Fred Glaser,to
arrange right of way permitting and right of way bonding.
8. We have engaged Crossroad Engineers to review all drainage plans and calculations for all projects
submitted to this office for review and approval. Please obtain a drainage review checklist from
Crossroad Engineers. We will share all Crossroad reviews as they are received. If you have not
already done so,please send 1 set of plans and drainage calculations for this project to:

PROJECT COMMENTS-CONSTRUCTION PLANS
A seven-page Plan Certification Form has been enclosed. This form was created with the desire and intent
to streamline the plan review process. We request that you please complete this form and return it to the
Department of Engineering as soon as possible. Additional comments will be provided by the Department
of Engineering after the Certification Form is returned.
Please treat each item on the form as a requirement of the Department of Engineering. Providing a"no"or
"N/A"response to any of the items does not relieve the Developer of the responsibility of meeting the
requirements of the Department of Engineering. The Department of Engineering will make the final
determination as to the acceptability of any"no"or"N/A"responses.
9. The Department requires that the construction drawings be developed in accordance with the City of
Carmel digital submission standards and that all required submittals for primary plat,secondary plat,
and construction drawings be made. The digital files must be submitted to the Department of
Engineering prior to approval of the construction plans.
10. The City has adopted a new paving policy. Please revise any notes, specifications, and details to
accommodate this policy. The language of this policy must be added to a specification sheet on the
plans.

12. This project is subject to the Cannel Stormwater Management Ordinance,which was adopted February
6,2006.
13. Please improve the location map,which is on the cover sheet. It did not print very well and much of
the text is impossible to read.
14. Some of the text on several of the sheets is illegible. Please improve these sheets.
15. Please indicate and label the street that provides access to the parking garage.

Dear Mr.Reynolds:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on May 3, 2006 for this project and have the following comments:
NOTE: Effective January 1, 2006 the Hamilton County Surveyor's Office will no longer
accept plans that are larger the 24" x 36". Any future submittal of larger plans
will be returned to the submitting party immediately and no review will be
conducted.
1. This project falls within the corporate limits and.MS4 jurisdiction of the City of
Carmel.
2. This proposed site DOES NOT fall in a Cannel Well Head Protection Area.
3. This proposed project falls in the Williams Creek Watershed.
4. Please submit the following procedural items to this office,petition for regulated
drain subdivision. The application is available on our website at
http://www.co.hamilton.in.us, go to Departments, Surveyor, and Forms.
5. The above mentioned petition will be required to provide a regulated drain from.the
site to Williams Creek,which lies in unincorporated Hamilton County.

6. Please provide HCSO with a copy of the approved INDOT permit for the discharge
into the 1-465 ROW. This project will not be granted approval until INDOT has
agreed to the use of,the roadside ditch as the discharge point for this site.
7. The new Hamilton County Stormwater Management Technical Standards and Carmel.
Stormwater Management Ordinance have allowable release rates of 0.1 cfs per acre
for the 0-10 year event and 0.3 cfs for the 1,1 to 100 year event. Per the new
standards and pre-developed basin map, this site has allowable release rates of 3.05
cfs up to the 10 year event and 9.15 cfs up to the 100 year event. This will likely
require the site to have a 2 staged orifice system to meet both allowable release rates.
If the basin areas change, the allowable release rates will also change(i.e. inclusion of
ROW area).
8. Based on the basin maps provided with the drainage calculations, the post-developed
basin area does not equal the pre-developed basin area,which means this site has
direct runoff. Any direct runoff is to be subtracted from the allowable site release rate
to determine the allowable release rate for the detained part of the site or all runoff
must be captured in the post-developed detention system.
9. Please direct all on-site storm sewer questions to the City of Cannel Engineering
Department. HCSO will consider the on-site private but they must still comply with
Cannel requirement and water quality requirements.
10. HCSO recommends access points on the underground detention system so that no
point is more then 300 feet from an access point. This 300 foot distance is based on a
reasonable distance to clean/maintain and the typical length of a pressure hose on a jet
truck.
11. All casting should be labeled"Dump No Waste—Drains to Waterway,"which are
readily available now from local casting distributors. Please add a note to the plans
that will make the contractor away of this requirement.
